A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF DANIA BEACH, FLORIDA, AUTHORIZING CITY
OFFICIALS TO NEGOTIATE AN AGREEMENT WITH
HISTORIC PROPERTY ASSOCIATES FOR CONSULTING
SERVICES IN THE PREPARATION OF A HISTORIC
PRESERVATION PLAN AND PRESERVATION
REGULATIONS; FURTHER, PROVIDING FOR AN
EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH,
FLORIDA:
Section 1. That certain proposal from Historic Property Associates for consulting
services in the preparation of a Historic Preservation Plan and Preservation Regulations for
the City of Dania Beach, in substantial form as Exhibit "A", attached, is accepted as
provided below.
Section 2. That the City Manager and City Attorney are authorized to negotiate an
agreement with Historic Property Associates as deemed necessary and proper for the best
interests of the City for the preparation of a Historic Preservation Plan and Preservation
Regulations and if negotiations are successful, City officials are authorized to execute such
agreement.
Section 3. That the Agreement shall be reviewed and approved as to form by the
City Attorney.
Section 4. That this resolution shall be in force and take effect immediately upon its
passage and adoption.

RE: Consultant Services for the Historic Preservation Plan

This is a recommendation for the selection of a consultant firm to assist the City
in the preparation of a Historic Preservation Plan as well as proposed preservation
regulations for the City. The City put out a request for proposals through advertisement
as well as direct mailing to several consultant firms. The deadline for responses was
4:00 PM August 4, 1999. At the time of the deadline the City had received two
responses for the work. The two companies who responded were Janus Research from O
St. Petersburg and Historic Property Associates from St. Augustine.
The Board may recall that the City retained Historic Property Associates in 1998
to review our historic properties and make general recommendations as to how the City
should proceed in protecting them. As a result of that work the City Commission
directed staff to proceed with the development of appropriate regulations for historic
preservation in the City. Staff sought and was granted a grant by the State of Florida to
assist in this effort.
Staff has reviewed the proposals from the two submitting firms. Based upon
staffs review it appears that both firms are qualified to perform the services as outlined
in their submitted proposals. Further, both firms are listed as qualified for this type of
work by the Division of Historical Resources, Florida Department of State.
Staff recommends that the City Commission authorize staff to begin negotiations
with Historic Property Associates as the City's number one choice for this work. This
recommendation is based upon the fact that this firm has far greater familiarity with the
City and is fully aware of the Commission's overall direction in this regard. Staff further
recommends that Janus be listed as the number two choice. In the event that a
contract is not successfully negotiated with the first choice that staff be authorized to
enter into negotiations with number two.

SCOPE OF PROJECT
PROFESSIONAL CONSULTANT TO ASSIST THE CITY OF DANIA BEACH
IN THE PREPARATION OF A HISTORIC PRESERVATION PLAN
The City of Dania Beach is looking to undertake a rational program of historic preservation. To
achieve this goal, the City Officials must understand the resources and the available alternatives
for preservation activity.
Consultant will be responsible for working with the City Staff in the development of a Historic
Preservation Plan, which includes, but is not limited to, the following:
A. Review of zoning measures, economic incentives, historic preservation ordinance,
conservation district creation and similar actions that might preserve historic buildings
and promote urban preservation and conservation; and development of an outline and
objectives;
B. Compile an inventory of buildings from surveys and evaluate their potential significance
according to National Register standards;
C. Explain design guideline alternatives.
D. Summarize federal and state preservation programs and make recommendations for a
draft ordinance.
The City is looking for a final plan that will essentially comprise an analysis of historic resources
in Dania Beach, identifying their location, assessing their significance, and outlining courses of
action that the City and property owners can take to incorporate historic preservation into a
program of urban redevelopment.
A staff selection committee will evaluate all submissions received and will make a
recommendation to the City Commission. The staff selection committee may request brief
presentations from interested parties in order to complete the selection.
A representative of the city will enter into negotiations with representative(s) from the top ranked
proposal. Should negotiations fail to result in a mutually satisfactory agreement, negotiations
will begin with the second ranked proposal. The representative of the city will then present the
contract to the city manager,who may accept, reject or modify the document.
Approval of the contract must then be made by the Division of Historical Resources Bureau prior
to execution of the agreement.

Executive Summary
This Proposal contains the response from Historic Property Associates, Inc. (HPA)of St.
Augustine to the Request for Proposals issued by the City of Dania Beach for consultant services to
prepare a historic preservation plan and to perform additional historic preservation services that the
City may request as a part of its project.

HPA maintains offices at 160 Vi1ano Road in historic St. Augustine. The firm is fully
computerized,including word processing,data base management systems,and computer aided design
(CAD). Those systems permit the firm to create the cartographic and graphic instruments required
in many phases of preservation work, including development of historic districts, preparation of
design guidelines, and field survey.
The firm is exclusively engaged in historic preservation studies.All of the firm's professionals
meet the qualifications and standards set forth in the Secretary of the Interior's Standards and
Guidelines for Archaeology and Historic Preservation(36 CFF, Part 66, Appendix Q.
HPA has experience in the full range of activities involved in community preservation. This
includes survey,National Register activity,preparation ofhjstoric preservation ordinances and design
guidelines(we wrote the Model Desien Guidelines for the Florida Department of State),preparation
J of historic preservation ordinances, and completion of historic preservation elements for local
comprehensive planning purposes. In 1986 and 1988 HPA prepared model city and county Historic
Preservation Elements for the Florida Department of State.These models subsequently served as the
basis for dozens of such instruments throughout the state.
The experience of the firm's consultants includes service in the agencies of state government
that direct the historic preservation process in Florida.HPA's principal,William R.Adams,is a retired
historic preservation officer with over ten years'experience in the Florida Department of State. All
of HPA's consultants have over a decade of experience in historic preservation survey and work and
during that time have worked closely with the state and federal agencies that sponsor and direct
preservation efforts.They are accordingly familiar with the administrative procedures governing every
facet of the preservation process.
Our Understanding of the Project:
The City of Dania Beach has received from the Division of Historical Resources, Florida
Department of State, a grant-in-aid to prepare a historic preservation plan for the City.
Project requirements issued by the Florida Department of State are contained in Attachment
"A" to the grant agreement between the City and the Division of Historical Resources.
The project will be completed through the mutual efforts of the consultant and the City of
Dania Beach,whose obligation to the Department of State is defined by the grant award agreement.
The agreement between the consultant and the City shall spell out the responsibilities of each in
meeting that obligation. Page 9 through 13 of this proposal contains our understanding of the mutual
areas of responsibility for the City and the Consultant.

The project must meet federal and state standards for documentation of cultural resources
which are subject to survey, and it must comply with the requirements of Attachment "A" of the
IDepartment of State Guidelines for project reports.
HPA will provide and deliver
* Experience and qualifications to perform this work.
* Proven ability to deliver an acceptable work product on time.
* A useful work product that will provide an understanding of the location and significance
ofhistoric resources within the City,recommended measures forpreserving those which merit
municipal and private attention, and attendant documents appropriate to such action.
* A Final Report that presents the survey findings in a clear and well-organized fashion and
that contains practical recommendations for historic preservation decisions which are based
1 on the consultant's accumulated experience and knowledge.
Experience
The following list contains representative projects completed within the past five years.HPA served
as principal consultant for these projects and performed all of the work involved in completing each
of them.
1985-98 Daytona Beach Survey & Nominations: The firm has completed five separate
surveys in the city, which contains more than 3,500 buildings eligible for
documentation.Five separate National Register historic districts have been listed by

1985-98 Jacksonville Survey & Nominations: Jacksonville contains more than 21,000
buildings eligible for documentation. HPA began its Jacksonville survey work in the
Springfield area in 1985,documenting 1,800 buildings. All were included in the city's
11 first National Register historic district. Since then,HPA has surveyed five additional
areas.One of them,Riverside-Avondale,with more than 3,000 buildings,constitutes
Florida's largest National Register district. This remains and on-going project for the

1987-95 City of Lake Wales Survey & Nominations: The survey of Lake Wales was
completed in two phases,beginning in 1987.HPA wrote a multiple property National
Register cover nomination in 1991 listing a commercial district and five separate
buildings,in 1995 the company followed with listing of residential district.Contact:

1993 Haines City Survey& Nomination: One of seven cities in Polk County that HPA
surveyed over the past decade, Haines City contained 354 buildings that were
documented.The National Register historic district included a commercial sector and
residential neighborhood. Contact: City Manager Ann Toney.
1993 Lakeland Survey & Nominations: HPA conducted two separate surveys in
Lakeland over a three-year period and wrote National Register nominations for three
1 districts.
1993 Fort Stewart Re-Survey: This consisted of a review of Fort Stewart, Georgia base
facilities to determine resources that met Section 106 requirements and NEPA. The
work included an update of a 1979 study.
1993 Hurlburt Field, Florida Survey: Performed under to subcontract to Prentice
Thomas Associates,Fort Walton Beach,this included a survey of historic structures
on the base to determine their eligibility to meet National Register standards.
1994 Winter Garden Survey&Nomination:This survey,under the auspices ofthe Main
Street program, embraced the entire city. A downtown historic district was listed,
along with five individual buildings in a multiple property format listing.Contact:Kim

1995 City of Lake Worth Survey: This first of two surveys of Lake Worth resulted in
documentation of 1,100 buildings.A second survey,completed in 1996,documented
approximately 700 buildings. The two surveys provided the documentary basis for

1995 Orange County Survey: The largest single survey project, in terms of geography,
this survey resulted in documentation of over 1,700 buildings within an area of over

1995 Port Orange Survey & Nomination: This project resulted in listing of three

1995 Palm Beach County Designation Reports:Completed for the Palm Beach County
Planning Department and the County Historical Commission, this project led to
completion of designation reports for seven selected sites and historic districts

1985-97 City of New Smyrna Beach Survey& Nomina,:Ins: Over a ten-year span, HPA
performed six separate projects for the City of New Smyrna Beach, resulting in the
listing of two National Register districts. HPA also wrote the city's historic
preservation ordinance and completed a historic preservation element for its

1993-94 Model Guidelines Project:Prepared Model Design Guidelines for the Department

1995-97 Jacksonville Naval Air Station, Florida Survey: Under subcontract to Florida
Archeological Services, Inc., Jacksonville, HPA conducted a survey of historic

project included preparation of National Register nominations for five districts and

1995 Moody Air Force Base, Georgia Under subcontract to Woolpert, Inc., Dayton,
Ohio, HPA performed a survey of historic resources, completed Georgia Site File
forms and made recommendations for National Register activity.
1996 City of Orange Park Survey & Nomination: A multiple property format
nomination was used to nominate widely scattered historic buildings in this city.

1997 Martin County Survey: This survey of martin County was one of two in that area
conducted by EPA. The firm also completed the survey of the City of Stuart in 1992.

1997-98 Cordova Hotel Certification: One of Florida's largest hotel rehabilitation projects,
the Cordova Hotel,constructed in 1889 as one of St.Augustine's great tourist hotels,
Iwas restored from a county courthouse to a hotel facility.HPA performed the historic
research and led the architectural planning for preservation of the building's historic

1997-98 King's Road Research: HPA conducted documentary and historical research to
determine the route of the historic King's Road,first constructed in 1774-78,linking
New Smyrna with St. Augustine and Charleston. Contact:Mark Rakowski, planner,

1997-98 Key West Battleship Maine Cemetery Restoration:Under sub-contract to Florida
Archeological Services,Inc.,Jacksonville and the U.S.Department ofthe Navy,HPA
developed rehabilitation guidelines forthe monuments,statutes,wrought iron fencing,
landscaping, and all other features within the cemetery; prepared standards for
rehabilitation and restoration of all features; assisted the general contractor in
supervising the work;and rehabilitated the principal piece of statuary,in preparation
for the centennial of the Spanish American War celebration. This project won a
national award from the U.S. Department of the Navy. Contact: Lee Merrill,

1998 Naval Bombing Range Study,Florida:Under subcontract to Florida Archeological
Services, Inc., Jacksonville, HPA conducted research at the National Archives and
military archives in Atlanta and Washington, D.C. to prepare a history of the
organization,development, and use of bombing ranges in Florida by the Department
ofthe Navy,focusing on the Pinecastle Range in Lake County and the Rodman Range

Southeast Florida Experience
HPA has completed many projects in Southeast Florida in the past fifteen years. Over a
period of five years, in three phased projects that began in 1987,we surveyed all of the City of Fort
Lauderdale. The fact that the City continued to employ our services testifies to its confidence in our
ability and its satisfaction with the results of each project. The following list of projects in Southeast
Florida does not include the many individual building certifications(for federal tax credits) that we
have drafted for individual building owners.
1985-91 City of Fort Lauderdale Architectural Survey.
This project, completed in three separate phases, resulted in documentation of more
than 3,600 buildings.
1989 City of Lake Worth, Phase One Survey.
This first phase of the city survey documented 1,100 building.
1992 City of Lake Worth,Phase Two Survey.
The second phase(1995)documented some 700 buildings.
1992 City of Stuart Architectural Survey.
1992 City of Hallandale Architectural Survey
This survey recorded over 500 buildings. The historical report for the project was
published in the historical magazine, Broward Legacy.

A 1995 Palm Beach County Designation Reports.
HPA was selected to prepared designation reports on six significant properties in
the county, permitting the County to declare them historic.
1997 Martin County Historic Building Survey.
Although it did not bid on this project, HPA was asked by the County to complete
a county-wide building survey when the State Division of Historical Resources
refused to accept the work performed by another firm.
We must note that HPA has a worked in cooperation with the Broward County Historical
Commission and the Fort Lauderdale Historical Society in virtually all of the projects that it has
performed in Southeast Florida.Dan Hobby, director of the Society,and Rodney Dillon,director of
the Commission,have served as professional collegues with Dr. Adams, principal of HPA, on many
occasions during the quarter century that the three have worked in Florida history studies.
Qualifications of Principal Staff
William R.Adams,Ph.D (Project Consultant):The president of HPA,Adams has worked
in cultural resource management studies for over two decades, including service as director of the
Florida Bicentennial Commission and the Historic St.Augustine Preservation Board.He has directed
historic preservation surveys of numerous towns and cities in Florida, prepared many district
1 nominations to the National Register, and Minnesota and Florida State University.
Sidney Johnston,M.A.(Architectural historian):Johnston, a graduate of the University of
Florida,has over fifteen years'experience in Florida survey.He has prepared more than fifty National
Register district proposals and has conducted field survey of over 40,000 individual properties.
Stephen Olausen,M.A.(Architectural historian):Olausen performs the compony's computer
operations, including applications of the Florida "Smart Form" to document recorded sites.

Office Location
The central office ofHPA is located in St. Augustine. Principal staff members participating
in the Dania Beach project will establish residence in Dania Beach for the time required to complete
field studies and research.
f City of Dania Beach's Participation in the Project
The City is pledged by its Agreement with the Florida Department of State to make certain
contributions to the project. These consist of cash payments and volunteer services.

needs and requirements for a historic preservation plan. The City Planner will help to develop Goals,
jObjectives, and Policies, and will review the drafts of the consultant's reports.
The City will set up and manage any public hearings that it judges advisable. These are will
be necessary to obtain required public comment regarding a municipal preservation program and the
recommendations contained in the document.
The City will provide mapping for the project. This will consist of developing maps showing
the location of historic resources, including potential districts.
1 Identification of Historic Resources
Preliminary Meeting: Before beginning the survey, the consultants will meet with City
officials charged with administration of the project to obtain a full understanding of what it expects
to receive in the way of information, documentation, and work products.
Assemble Existing Studies and Reports: Compiling the materials that have previously been
assembled or produced comes next. This will include the site file forms and reports produced in the
1 course of the original survey project (conducted by FN students) and other appropriate
documentation.
Assemble Cartographic Sources: Cartographic sources are critical to the survey process,
especially maps which might show or indicate buildings, cemeteries, and other resources that have
previously been identified with the city.
Revisit Original Survey:Wepropose to re-examine the original survey to determine whether
it accurately identified the city's historic resources. A re-survey of some resources may be required;

Each resource or property identified for documentation during the course of the field survey
is assigned a record number for computer entry purposes.
1 Create an Inventory of Historic Resources: On completing the field survey, an inventory
will be compiled, listing the address of each resource that has been identified. This inventory will be
presented to the City for review.
Cemeteries and Other Resources: All above-ground historical resources within the survey
area will be inventoried, if they were not previously recorded. This includes cemeteries, bridges,
monuments,and statuary.The specific site forms for recording each such resource will be employed.
To facilitate data entry,HPA has developed a computerized form that matches the state form for each
specific type of resource.
Site File Forms: Any newly recorded sites will be entered into site forms. Each form will
include (1) architectural description; (2) statement of architectural and historical significance; (3)
photograph; and (4) lot and block or geographic location map. Also, a base map showing general
location of all surveyed properties will be prepared.
Historic Preservation Plan
Purpose: This section of the plan outlines the reasons for and usefulness of a municipal
historic preservation plan. It will define its scope and content, provide a statement on the cultural,
social and economic value of the city's historic resources, and summarize the city's policy toward
preservation.
Description of Historic Resources: This section will describe the city's historic resources,
including their character, relative significance, location, and integrity. It provides background for
recommendations to protect or preserve them. It will also contain a review of previous studies.
Review of Current City Practices: The consultant will review current city zoning codes,
building codes, administrative practices,land development regulations,and ordinances to determine
whether any might jeopardize historic resources.Local land use zoning is a particularly critical factor
in the preservation process. A review of existing zoning districts and regulations is an essential part
of the process.Zoning regulation should be reviewed from the perspective of their potential impact
on individual historic resources or potential districts. The section will also analyze present public
policy toward historic resources,as reflected in administrative practices and regulations, permitting
procedures, and other areas of municipal administration.

Recommendations: This section offers in narrative form a justification for the goal,
objectives, and policies the elements contains. It will include a description of recommended
I preservation instruments, such as a historic preservation ordinance, design guidelines, and various
legal and financial incentives for preservation.
Goals, Objectives and Policies: This section will contain a formal statement of the city's
preservation goals and objectives and the steps or policies needed to reach them.
Appendix: The Appendix will include definitions, lists of significant historic resources,
relevant preservation laws, and other appropriate material.
Maps: Maps should locate historic resources and potential districts.

insurance certificate, and sworn statement of public entity crimes.)
