HomeMy WebLinkAboutR-1984-015 Li RESOLUTION NO. 15-84 i A RESOLUTION OF THE CITY OF DANIA, FLORIDA SUPPORTING THE FLORIDA LEAGUE OF CITIES, INC. , FLORIDA FUTURES - QUALITY CITIES TASK FORCE , IN ITS EFFORTS TO EDUCATE MUNICIPAL OFFICIALS AND THE PUBLIC REGARDING THE IMPACT THE ADOP- TION OF PROPOSITION I WOULD HAVE ON FLORIDA' S CITIES; AND PROVIDING AN EFFECTIVE DATE . IIi WHEREAS , a citizens initiative known as Citizens ' Choice on Government Revenue , commonly referred to as Proposition I , has received sufficient signatures to be placed on the ballot for the November 1984 election to amend the Florida Constitu- tion; and WHEREAS , the Proposition I amendment limits revenues received by the State and by all taxing units for each fiscal i period, affecting the capacity of all Florida governments to meet i the legitimate needs of their citizens ; and 4 WHEREAS , the revenue limitation placed on governmental j spending is artificial and bears no relationship to the cost of r� providing essential public services to the citizens of the State; and WHEREAS , the underlying assumption of Proposition I is that all governments in Florida are equally inefficient due to the I ■ arbitrarily established base year, which also assumes that all i j governments were providing an acceptable level of expenditure i and service during that base year; and WHEREAS , the complexities of the Proposition I amendment and its total impact on Florida ' s communities is extremely difficult to assess and understand; and WHEREAS , the necessary financial assumptions and judicial interpretations of the Proposition I amendment are unavailable at this time to evaluate the degree of impact on Florida 's local government services , including public works and public safety programs , and other essential services and regulatory require- ments ; and J i M y. 1 t} WHEREAS , the Florida League of Cities , Inc . , has recog- nized the possible detrimental consequences on municipalities with the passage of this amendment by adopting a Resolution on jOctober 15 , 1983 , at its annual conference which stated its concerns regarding the impact of Proposition I; and WHEREAS , as a direct response to these concerns , Mayor Lawrence J. Kelly, President of the Florida League of Cities , i appointed a twenty-three member task force, Florida ' s Futures - Quality Cities , whose mission is to assess the impact of Proposition I and make public its findings ; and WHEREAS , municipal officials are in need of factual information regarding the effect of Proposition I in order to assist them in fulfilling their constitutional and statutory a i obligations ; jNOW, THEREFORE , BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA FLORIDA: Section 1. That this Resolution be adopted in support of the Florida League of Cities , Inc. , Florida Futures - Quality Cities Task Force , in its efforts to educate minicipal officials and the public regarding the impact the adoption of Proposition I would have on Florida' s cities . Section 2 . That this Resolution shall be in force and take effect immediately upon its passage and adoption. PASSED and ADOPTED on this 27th day of March 1984 .
