A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA, RELATING TO THE STATE REVOLVING FUND LOAN
PROGRAM; MAKING FINDINGS; AUTHORIZING A WORK ORDER FOR
$66,374.00 FOR DEVELOPMENT OF DESIGN AND BID PACKAGES BY
THE FIRM OF CAMP DRESSER AND MCKEE FOR THE WATER
TREATMENT PLANT REHABILITATION PROJECT; AUTHORIZING THE
CITY MANAGER TO EXECUTE THE WORK ORDER; PROVIDING
ASSURANCES; PROVIDING FOR FUNDING; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, The City Commission previously adopted Resolution 2002-120 approving
the Water, Wastewater and Stormwater Facilities Plan. The Plan defines future capital
infrastructure needs for the water, sewer and stormwater systems in the City and recommends
improvements to each system based on current deficiencies, anticipated growth demands and
compliance with federal and state environmental mandates; and
WHEREAS, the rehabilitation of the existing water treatment plant was identified in the
plan as one of the major projects to be constructed to address water quality and supply needs for
the future; and
WHEREAS, the City has requested a work order from Camp, Dresser and McKee for
services associated with the rehabilitation of the water treatment plant; and
WHEREAS, this work order includes replacement of existing cat-walks, replacement of
existing aerators and accelerator equipment, rehabilitation of the filters, and a series of on-site
upgrades for code compliance; and
WHEREAS, a series of construction/repair contracts will subsequently be issued as a
result of work completed under this work order;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF
THE CITY OF DANIA BEACH, FLORIDA, AS FOLLOWS:
Section 1. That the foregoing findings are incorporated by reference and made a part
of this Resolution.
Section 2. That the City Manager is authorized to execute a Camp Dresser and
McKee work order in the amount of$66,374.00.
Section 3. That the Director of Finance is authorized to appropriate retained
earnings in the water fund for such cost.
Section 4. That the City Manager is authorized to delegate responsibility to
appropriate City staff to carry out technical, financial, and administrative activities associated
with the work order.
Section 5. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 6. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

REHABILITATIONS - PACKAGE 1
ENGINEERING SERVICES
Work Order No. 13
Scope of Work
I. Background
The City of Dania Beach operates a 3 mgd lime softening water treatment plant. Many
of the existing lime softening water treatment plant's process components have
deteriorated over the years and may have surpassed their normal service lives. As a
result, keeping the plant operational is a daily challenge to the plant operations staff and
required maintenance has increased. In order to avoid further equipment failures, the
City would like the lime softening plant to be rehabilitated.
Numerous miscellaneous safety and structural deficiencies were noted by three
different parties:
1. In March 2006, CDM performed a site walkdown at the WTP. The purpose of this visit
was to evaluate the condition of various plant components and develop a rehabilitation
program that can be implemented without causing unnecessary disruptions to plant
operations. Present at this visit were two process engineers, an electrical engineer,a
structural engineer and a mechanical engineer. The visual inspection of the WTP
consisted of the following areas:
■ Single story control building
■ Lime softening units and associated elevated walkways
■ Lime silo
■ Lime pump room
■ Filter tanks
■ Exterior of East and West Clearwells
2. Independent of the CDM evaluation, the City has kept track of required
improvements and in many cases has solicited quotations for the work.

3. In October 2007, The Broward County Health Department and the Florida
Department of Environmental Regulation noted several safety and miscellaneous
items that require immediate attention.
These items include:
■ Un-permitted temporary sodium hypochlorite system;
■ Underground sodium hypochlorite piping with no secondary containment;
■ Fluoride (hydrofluoric acid) piping with no secondary containment;
■ Oil water storage tank with no containment;
■ Repairs or medications to the chlorine gas system scales and alarms.
This proposal will address the items noted in Table 2-1. Because of budgetary
concerns,remaining tasks may be addressed in a future package (#2).
II. General Description of Work

To address the above concerns, CDM recommends modifications and repairs relating to the
lime softening process. These actions are necessary to maintain continuous plant operations.
In the future, there are plans to construct a nanofiltration plant on the site. Other plant
deficiencies not noted above will be addressed at that time or in a second lime softening plant
rehabilitation package.
The required work is delineated above.
This scope of work is for engineering services associated with the necessary repairs described
above. The services to be provided consist of the following:
■ Kickoff meeting;
■ Walkdown(s) to supplement the work performed in 2006 and to obtain
data for as-built drawings;
■ Preparation of as-built drawings wluch will be limited to affected areas;
■ Preparation of bid packages including Specifications and required
drawings and/or sketches;
■ Opinion of Probable Cost.
Construction-phase services may be provided under a separate work authorization if
required.
III. Scope of Work
3.1 Tasks
Task 1 Kick-off Meeting
Consultant will schedule,prepare for, and attend a project kick-off meeting
with City staff. The primary purpose of the meeting is to establish
appropriate lines of communication, review data needed for establish ng
initial system sizing and design criteria, discuss a conceptual schedule,
review the City's objectives for the project, and discuss any specific
equipment preferences of City staff.
Task 2 Site Investigations
To collect the required level of detail to produce the bid documents,
walkdowns will be performed, specifically in the areas that need repair or
renovation. This information will be used in Task 3. During the plant
walkdowns,plant operators will be interviewed to obtain required
information.

Task 3 Prepare As-built Drawings of Selected Areas
CDM is already in possession of general site plan drawings and survevs (in
AutoCAD format), and 20+ year old paper copies of design drawings for
the lime softening plant. To provide enough data for the bid package(s),
relevant information from the design drawings and the walkdowns will be
put in AutoCAD format. These drawings will be limited to the areas
where repairs or upgrades are required. Photographs will be included as
necessary.
Task 4 Design
Based on discussions with the City at the kick-off meeting, previous
meetings,and Consultants analysis of required site improvements,
Consultant shall prepare up to five (5) Bid Package(s) as noted in Table 2-1
for the required improvements. Each will include, as a minimum a
summary of required improvements for both lime softening traits. This
summary will address necessary improvements to the units'internal
components, exterior surfaces, aerators, catwalks, etc. If required the
packages can be prepared separately, using a phased approach, to meet the
city's schedule.
Task 5 Project Specifications
The design documents shall include Specifications consisting of a clearly
defined scope of work, reconunended construction sequencing for each
package, and required technical specifications. The intent is to keep
shutdowns of the equipment to a minimum. It is assumed that any"front
end'documents will be added and coordinated by the CITY. The
documents will be adequate for use in obtaining State Revolving Funds
(SRF) if desired.
Task 6 Construction Drawings and Sketches
Consultant shall prepare drawings and/or sketches of the proposed
improvements which shall show the location, size, and spatial relationships
between existing and proposed structures, equipment, and other
improvements. The level of detail will be limited to that required to
adequately describe the work to the contractors. Many of the
improvements will be done in kind with no calculations or design details.
Drawings shall be prepared in AutoCAD format. Photographs may be
used in conjunction with the drawings to demonstrate the work required.

Task 7 Engineer's Opinion of Probable Cost
Consultant shall prepare an engineer's opinion of probable cost which is based on
the improvements reflected in the Bid Package. It will be based on quotations
already received and estimates of other work required but not quoted.
Task 8 Project and Quality Management
Consultant shall provide the following services related to project and quality
management for the project:
■ Project Update/Press Meetings: the Consultant's project manager
shall attend monthly status reporting meetings during the design
phase.
■ Quality Control / Technical Review: Consultant shall maintain a
program of quality control during the design process. A formal
Technical Review Committee (TRC) will be formed near the b banu- ng
of the design phase. One formal TRC meetings will be scheduled
during the design process (at 90%). The project design team shall
present the project design to the TRC and respond to questions and
comments.
■ Preparation of Status Reports: Consultant's project manager shall
prepare and submit with each invoice monthly written progress reports
summarizing activities completed during the preceding month, and
identifying any problems which have arisen, or anticipated needs of the
project team.
III. Assumptions
The following assumptions were made in preparing the scope of work:
■ Any applications for acquiring State Revolving Fund (SRF) loans will be prepared
by others. CDM will provide the documentation required to support the
application(s).
■ Since all the items in this work are considered to be maintenance, repairs,
replacements or nunor modifications and do not affect the process, no permits will
be prepared for the various regulatory agencies having jurisdiction over the plant.
■ The proposed schedule assumes that data requested from the City and City
comments on the progress submittal are provided in a timely manner.
■ Due to the age of the equipment, a best effort specification will be provided for some
of the equipment to be replaced. If there is insufficient data or the original is no
longer available, a substitute model may be specified.

IV. Schedule

The first submittal (considered 90% complete) shall consist of four (4) complete sets of
drawings and a Project Manual for each of the 5 packages. Depending on the city's
needs, the bid packages may be submitted individually.
After incorporating any comments by the CITY, the CONSULTANT shall submit one
complete final set for each package suitable for competitive bidding by general
contractors.
V. Proposed Compensation
Engineer shall perform the services defined in this scope of work for a lump sum fee of
$ 66,374 which includes labor, sub-consultants, and other direct costs. Invoices will
be submitted to the City and paid monthly based on the percentage of work completed to
date.
