Alexis Guillen, 4410 SW 26th Avenue, commented on the dire need for more low-income
housing in the City.
Tremena Blake, 29 NW 4t' Avenue, spoke about the house she was awarded at 40 NW 14t'
Avenue in April and the issue she is having with closing since there is a current lien on the
property that the title company and City/CRA have been unable to resolve.
Chair James asked Director Chen and City Attorney Ansbro to help her understand this because
she has been following the situation and it is unresolved as to what we are doing.
City Attorney Ansbro noted that Tim Ryan has been trying to prove to the title company that the
lien is invalid. They insist it is valid and we are at loggerheads about it, and we are trying to
break the disagreement.
Chair James asked if we could pay the lien and then get our money back.
City Attorney Ansbro said it is not likely we would get the money back; negotiating settlement
of the lien is pending. We could perhaps work with Mr. Ryan to put the money in escrow and
dispute it later and let Ms. Blake close; this is an option that may work, and we will go for that
tomorrow.
The Board had no issues with moving forward as City Attorney Ansbro described.
3. Administrative Reports
3.1 Administrative Report
Director Chen reviewed the information included in the agenda packet, consisting of updates on
the Dania Beach Innovation Ecosystem and the Dania Beach Business Academy, new business
openings, business staffing challenges, strategic communications and social media outreach, and
the PATCH, including the "crop -king" growing system and the vertical hydroponic gardening
pilot program. He noted he would like the Board to schedule a workshop to discuss the proposed
CRA budget and then hold a short meeting on September 28th prior to the City Commission
meeting to approve the budget.
Chair James noted there is not enough time to schedule a workshop prior to September 28th and
questioned the effect on the City budget by waiting to approve the CRA budget afterwards.
Frank DiPaolo, Director of Finance, explained the City could adjust its budget through a budget
amendment in October if necessary.
After a brief discussion, the Board agreed to hold a budget workshop at 5:00 p.m. on September
28, 2021.

Board Member Lewellen motioned to approve the Consent Agenda; seconded by Vice -
Chair Salvino. The motion carried unanimously.

6.1 RESOLUTION #2021-CRA-009
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE COMMUNITY REDEVELOPMENT AGENCY
("CRA") OF THE CITY OF DANIA BEACH, FLORIDA, AUTHORIZING THE AWARD OF REQUEST FOR
PROPOSAL ("RFP") NO. CRA-21-014, TO ATLANTIC STUDIOS, INC. TO PROVIDE PRODUCTION AND
MANAGEMENT SERVICES RELATED TO THE "DANIA AFTER DARK" EVENTS; AUTHORIZING THE
PROPER CRA OFFICIALS TO ENTER INTO AN AGREEMENT IN AN AMOUNT NOT TO EXCEED ONE

HUNDRED SEVENTEEN THOUSAND SIX HUNDRED DOLLARS ($117,600.00); PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
City Attorney Ansbro read the title of Resolution #202 1 -CRA-009.
Discussion ensued regarding concerns with a negotiated contract amount.
Director Chen addressed the contract and negotiating an amount with the firm.
City Attorney Ansbro advised the amount in the resolution is a not -to -exceed amount.
Board Member Lewellen motioned to adopt Resolution #2021-CRA-009; seconded by Vice -
Chair Salvino. The motion carried unanimously.
7. Discussion and Possible Action
7.1 At Home Dania Beach
Director Chen reviewed the information included in the agenda packet.
Chair James said she is unsure where the numbers are coming from; perhaps we should table this
item.
Board Member Lewellen noted if we are selling the properties, she believes we can put a deed
restriction on them. Her question is if that money is coming back to the CRA whether we must
limit it to $10,000 or could we increase it.
Director Chen explained the Board could set the parameters of the incentive to whatever they
like; previously it was set at a $20,000 down payment for a family of four which was based on
the standard.
Vice -Chair Salvino said if we sell the lot and we get $11 per square foot, we are talking about
$66,000. There are a lot of developers out there that could build.
Chairs James explained the reason we did not do it in the past.
Vice -Chair Salvino noted we are not giving the lot away; our goal here is to also put a restriction
on the properties. Some of the prices are dropping, but he still thinks we can do this.
Chair James said she is liking what she is hearing. The last time, we raised $120,000 in
sponsorships to be able to give for the down payment assistance. She suggested having a
workshop on this and we will have a lot more information in front of us. She asked the Board if
they were okay with postponing this until after holding a workshop after the budget process is
complete.
The Board agreed.

7.2 Commercial Improvement Grant
Director Chen reviewed the information included in the agenda packet and noted he drafted the
program with the considerations provided by the Board.
Chair James questioned why we are not allowing non -profits to apply for this grant.
Director Chen commented in reality, this is a commercial fagade grant to improve the curb
appeal of commercial corridors and to refresh the businesses. That is more of an important
element to the business in terms of normal retail and restaurant property and does not apply to
non -profits attracting their clientele. He added it is not appropriate to use City tax dollars to
support faith -based organizations.
Vice -Chair Salvino motioned to approve the revised Commercial Facade Grant Program;
seconded by Board Member Davis. The motion carried 4-0 on a voice vote with Board
Member Lewellen abstaining because she is a business owner in the CRA.
Board Member Comments
Vice -Chair Salvino said to help with the progress of the housing program, he would like to check
around for some construction prices to gather more information because he feels it is time we
develop the properties.

This form is for use by any person serving at the county, city, or other local level of government on an appointed or elected board, council,
commission, authority, or committee. It applies to members of advisory and non -advisory bodies who are presented with a voting conflict of
interest under Section 112.3143, Florida Statutes.
Your responsibilities under the law when faced with voting on a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form before
completing and filing the form.
INSTRUCTIONS FOR COMPLIANCE WITH SECTION 112.3143, FLORIDA STATUTES
A person holding elective or appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
would inure to his or her special private gain or loss. Each elected or appointed local officer also MUST ABSTAIN from knowingly voting on
a measure which would inure to the special gain or loss of a principal (other than a government agency) by whom he or she is retained
(including the parent, subsidiary, or sibling organization of a principal by which he or she is retained); to the special private gain or loss of a
relative; or to the special private gain or loss of a business associate. Commissioners of community redevelopment agencies (CRAs) under
Sec. 163.356 or 163.357, F.S., and officers of independent special tax districts elected on a one -acre, one -vote basis are not prohibited
from voting in that capacity.
For purposes of this law, a "relative" includes only the officer's father, mother, son, daughter, husband, wife, brother, sister, father-in-law,
mother-in-law, son-in-law, and daughter-in-law. A "business associate" means any person or entity engaged in or carrying on a business
enterprise with the officer as a partner, joint venturer, coowner of property, or corporate shareholder (where the shares of the corporation
are not listed on any national or regional stock exchange).
ELECTED OFFICERS:
In addition to abstaining from voting in the situations described above, you must disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to the assembly the nature of your interest in the measure on which you are
abstaining from voting; and
