HomeMy WebLinkAboutR-2008-021 FLC Support for 2008 Legislature RESOLUTION 200E-021 A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, URGING MEMBERS OF 'IHE FLORIDA LEGISLATURE TO SUPPORT THE FOLLOWING ISSUES DURING THE 2W8 LEGISLATIVE SESSION; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFEC HVE DATE. WHEREAS, as Florida's population continues to increase, cities are challenged to meet the service demands and infrastructure needs an account lur new growth; and WHEREAS, o minority of Florida's municipalities are challenged to meet the increasing infrastructure, aUordlable Musing, transportation, and water quality needs of their citizens; and WHEREAS, the state bass imposed greater accountability in comprehensive planning and fiscal feasibility standards on municipalities; and WHEREAS, Mothers municipalities are dependent on other governments] entities for Financial stability and presently the state, counties, and school districts, control every funding source that has been authorized for implementing growth management capital improvements and complying with concurrency, requirements, and WHEREAS, municipal self-determination mid local self-government are constantly trader attack fivm a variety of public and private interests; and WHEREAS, the role and function of municipal gevcrmneut is constantly evolving from new demands from its citizens and businesses; NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA REACH, FLORIDA: Section I. That the City Commission of the City of Dania Beach, Florida urges Governor Charlie Crist and members ofthe Florida Legislature to support legislation that. I Reau borincs did affordable housing lust funds, preserves the documentary stamp fee as the trust funds' funding source and removes the legislative cap on fund distribution; Enhances public notice of and participation in shire environmental permitting processes; • Fully funds state growth management mandates and provides municipalities with maw and local option revenue sources to meet financial feasibility rcg irenwits and infl smctum demands; • Allows municipalities and connotes to reclassify businesses, professions, and occupations and establishes new rate announce for local business rues on a periodic basis; • Enhances municipal control over municipal employee pension plan management and funding; • Preserves and protects property rights of mobile home owners, when mobile home parks arc rearmed, but not in a manner that requires removal costs to be me responsibility of local governments; • Broadens municipal home mle and other authority to issue tax increment financed bonds and other Loans of indebtedness without approval by referendum; • Provides an equitable, dedicated and meorring revenue source for municipal transportation projects and opposes legislation that transfers or diverts state transportation mat fund revenues to balance the were budge[; • Prabibils the Florida Department of Transportation from eliminating, deferring, or delaying capacity improvement projects contained in the 5-year Work Plan when it negatively impacts the comprehensive plan of the local government; Authorizes the use of electronic traffic infraction detectors at traffic Intersections; and • Maintains or increases binding of the state Water Protection and Stretchability 'Trust Fund. Section 2. That the City Clerk is d recrod to distribute certified copies of this Resolution to Governor Charlie Cri4. Senate President Ken Pruitt, House Spoakcr Marco Rubio and the members of the Florida Legislature. Section 3 that all resolutions or parts of resolutions in conflict with this Resolution arc repealed to the extent of such conflict. Section 4. That this Resolution shall be in force and take effect immediately upon in; passage and adoption.
