A RESOLUTION OF THE CITY OF DANIA, FLORIDA,
ACCEPTING PROPOSAL OF COASTAL SYSTEMS
INTERNATIONAL, INC. FOR ENGINEERING SERVICES
RELATED TO THE REFURBISHMENT OF BRIDGE AT NW
1ST STREET AND THE C-10 CANAL; AND PROVIDING
FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA,
FLORIDA;
Section 1. That that certain proposal of Coastal Systems International, Inc. for
Engineering Services related to the refurbishment of bridge at NW 1st Street and the C-
10 Canal dated July 22, 1996, for an estimated amount of $21,500.00 (Twenty -One
Thousand Five Hundred and 00/100 Dollars, a copy of which is attached hereto and
made a part hereof as Exhibit "A", be and the same is hereby approved and the
appropriate city officials are hereby directed to execute same.
Section 2.. That all resolutions or parts of resolutions in conflict herewith be and
the same are hereby repealed to the extent of such conflict.
Section 3.. That this resolution shall be in force and take effect immediately
upon its passage and adoption.

Dear Mr. Smith:
Ibis is to submit our proposal for enginzering services relative to the proposed reconstruction ofthe
NW Ist Sheet Bridge within the City of Dania. The following are proposed terms of agreement for
engineering services to be provided by Coastal Systems International, Inc. (Coastal Systems) for the
City of Dania (City):

DESIGN
Coastal Systems TmU utilize a team of field personnel, surveyors and a geotechnical consultant to
assess existing conditions at the bridge. All sWerstracture and substructure components vA be
located and descnbed. Coastal Systems will research available as -built plans h oma Broward County
to assist in the design of improvements. One (1) standard penetration test will also be performed to
evaluate subsurface so1T conditions for driving ofnew concrete piling. A letter report will be prepared
and submitted to the City at the conclusion of this phase summarizing existing conditions and the
recommended conceptual rehahikation design.

Coastal Systems will prepare permit applications for submittal to the Dep:utment of Environmental
Protection (DEP), Army Corps of Fngi =s (COE), South Florida Water Management District
(SFWMD� and Broward County DNRP with the assistance of the City. Specifcany, the City shall
Provide Coastal Systems with any surveys, legal descriptions, warranty deed, and any permit fees
that maybe required to complete the permit applications.

Coastal Systems will prepare permit sketches to be submitted along with the applications. The permit
sketches will Mustrate general details of deaign, and narratives describing the methodology of
construction -
In general, Coastal Syste= WE maintain comtaet with the Regulatory Agencies to answer questions,
to clarify the proposed construction, and to expedite permit approvals. .

PART III- ENGINEERING DESEGN BIDDRL AND AWARD OF CO ACT
Coastal Systems will prepare preliminary and final design drawings for the proposed project along
with bid specifications as required by the City for implementation of this project. Coastal Systems
will prepare construction plans including all details of proposed reconstruction of the bridge. An
engineers construction cost estimate will be provided to the City.
Coastal Systems will prepare general technical provisions for construction of the project. The
technical provisions will include the sumnaty ofwork, mommmm design requirements, construction
materials, and utility construction. The plans and specifications will be incorporated along with the
general provisions for advertising and award of contract by the City.

PART 11- CONSTRIICCION ADMINISTRATION
Coastal Systems will act on behalf of the City to monitor the progress of construction, administer the
technical pmviams to the contract, and make periodic site observations to ensure that construction
is in compliance with the plans, specifications, and permits. Coastal Systems will review the
contractor's periodic pay requests and make recommendation to the City for payment. Coastal.
Systems will pex&rna a substantial and final inspection of consnuaion and certify to the City and the
regulatory agencies of project completion

EXPFDMS
Reproduction and related eapeases including blueprints, telephone, fluxes, copies, and travel related
to the normal, course of business will invoiced on a monthly basis pursuam to the attached Coastal
Sytems Hourly Rate Schedule. Expenses will be invoiced on a 1.0 Multiplier.

Coastal Systems will invoice the Owner monthly on a percent conTlete basis for Parts I, 4 nI and
IV services. The owner shallmake paymptt to Coastal Systems upon receipt of an invoice. Invoices
not paid within thirty (30) days and not in dispute shall incur interest at a rate of I.5 percent per
month. The Owner agrees to pay any cost o€coltec6= including re3waable attomey's fees incurred
whether or not a suit is commenced or an appeal is taken. .

Invoices will be submitted montjily and are due within 30 days. A service charge of 11/2% per,
month will be added to invoices remaining unpaid after 30 days. Invoices unpaid after 60 days
may cause work on the project to stop.
