RE: ENGINEERING SERVICES RELATIVE TO DANIA FISHING PIER
INSPECTION, CITY OF DANIA, FLORIDA.
Dear Mike:
Pursuant to our discussion, this is to submit a cost proposal for engineering services relative
to the above/below water inspection of the Dania Fishing Pier, City of Dania, Florida. The
following are proposed terms of agreement for engineering services to be provided by
Coastal Technology Corporation (Coastal Tech) for The City of Dania (City):
PART I - PIER INSPECTION
General: Coastal Tech will perform a visual inspection of structural members of the existing
Fishing Pier including the piles, pile caps, horizontal beams and wood decks. Field
observations will be performed by a Professional Engineering, registered in the State of
Florida, and a team of Engineering Technicians. Coastal Tech will prepare a report
summarizing the observed condition of each structural component of the City Fishing Pier.
The report will also include conceptual repair details, cost estimates and recommendations
for scheduling of the repairs as necessary.
Above Water Concrete Members: Coastal Tech will perform a visual inspection of the above
water components of the piles, pile caps and beams. Visual inspections will include
observations of cracks within the concrete members and checking for signs of chloride
penetration and corroding reinforcing steel bars. Selected piles, pile caps and concrete deck
units (especially all members where cracks are visible) will be sounded to check for steel
corrosion and spalling concrete.

Underwater Inspection: An underwater inspection of selected piles will be performed by
a team of Coastal Tech scuba divers. Each pile will be inspected for rust, spalling concrete,
concrete degradation, cracks or other structural flaws. Select piles will be scraped and
sounded to assess the general condition of the concrete. Any major flaws in the piles will
be photographed and documented within the inspection report.
Other Components: Coastal Tech will inspect all visible components of the pier in the
uplands that are not buried in sand or covered by the upland structure. Coastal Tech will
observe the previously repaired piles and bents as well as previous epoxy coating and spalled
concrete repair projects. Coastal Tech will evaluate the success of these previous projects
in determining appropriate repair procedures for addressing the existing spalling concrete
and steel corrosion problems.
Coastal Tech will comment on any observed problems in the plumbing and electrical
services such as broken pipes, although the primary intent of this inspection is to assess the
condition of the structural components of the pier.
Final Report: Coastal Tech will prepare and submit two (2) copies of a final report
summarizing the general condition of each structural component of the pier. Photographs
of major observed flaws will be identified and included within the report. Conceptual repair
alternatives for the various components of the pier will be presented along with estimated
repair costs.
A table summarizing the condition of each structural component of the pier will be
presented. This table will categorize the condition of each component from poor (critical)
to good and will allow calculation of estimated repair costs to enable prioritization and
scheduling of repairs to meet available budgets.
GENERAL
Engineering fees for these services are $13,000. Coastal Tech will invoice the City monthly,
on a percent complete basis. The City shall make payment to Coastal Tech within thirty
(30) days of receipt of an invoice. Invoices not paid within 30 days and not in dispute shall
incur interest at a rate of 1.590 per month.
