A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA, APPROVING
THE REQUEST FOR AN ADMINISTRATIVE APPEAL SUBMITTED BY JOAN
RIMOLI, REPRESENTING JR'S PROFESSIONAL DEALER SCHOOL, FOR
PROPERTY LOCATED AT 635 EAST DANIA BEACH BOULEVARD, THE
DANIANS SHOPPING CENTER, DANIA BEACH; PROVIDING FOR
CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Article 10.30 of Chapter 28 Zoning of the Code of Ordinances of the City of
Dania Beach, Florida, states that the City Commission shall hear and decide appeals where it is
alleged there is error in any order,requirement,decision or determination made by an administrative
official in the enforcement of this chapter; and
WHEREAS, Joan Rimoli representing JR's Professional Dealer's School, for property
located at 635 East Dania Beach Boulevard, The Danians Shopping Center, Dania Beach, has
requested an appeal of a City administrative decision denying permission for the use of a "Casino
Dealer School" in the (East Dania Beach Boulevard Transit Oriented Corridor) TOC — 1 Zoning
District;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF DANIA BEACH, FLORIDA:
Section 1. That that certain application AA-09-08 dated February 2, 2008, for an
administrative appeal,a copy of which is attached and made a part of this Resolution as Exhibit"A",
is approved.
Section 2. That all resolutions or parts of resolutions in conflict with this Resolution are
repealed to the extent of such conflict.
Section 3. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

ckjack, Baccarat and Mini-Bac instructors are from Atlantic City and have at least
25 years of experience each. We are proud to have the 'best in the business'
preparing new students to reach their goal of becoming a "Professional Dealer".
Upon your completion of the class game(s) you choose, your skills will include:
Mathematical and manual dexterity
Knowledge and understanding all gaming procedures
Shuffling and card placement techniques
Game Security
How to interact with management and customers, professionally
General Proficiency in the chosen game(s)
Ability to pass an audition upon completion of course requirements
• What are the requirements for enrolling into a class?
All applicants must be at least 18 years of age for Poker only, all other games you
must be 21 years, and have graduated from High School, have a GED or in the
process of getting your GED.
• What are the hours of operations?
Monday through Thursday. The day sessions are 10 A.M to 4 P.M. and evening
sessions are from 5 P.M. to 10 P.M. Saturday and Sunday classes upon request of
5 or more students, per class
• Call or visit us with questions any time. You will be under no obligation to sign
up. Students and teachers are also available to answer your questions.
• Does JR's Professional Dealers School offer payment plans?
Yes, arrangements may be made at the time of enrollment and we offer special
discounts with our"Bring 2 friends and everyone receives 10% off. In addition
we accept personal checks, VISA, Master Card.
Do Graduates receive a certification?
If all programs have been completed to the instructor's satisfaction and your grade
point average is 70% or better all graduates will receive PDS certification as long
as all financial obligations to the school have been satisfied.
You will not receive your certificate until both you and the Instructor agree that
you are ready. You will also retain the right to come back and practice as much as
you like at our school. This practice is encouraged.
• How long does a PDS course take?
120 hours of classes are required to complete the Poker and Blackjack courses
.Our Baccarat/Mini-Baccarat require 140 class hours.Monday through Thursday,
normally. We will extend into Sat and Sun classes 9am-5pm upon 5 students
request.
• May I repeat any portion of the Course I don't fully understand?
A person may repeat any portion of the course he/she does not fully understand.
There is no additional charge to repeat training, however, the person should be
aware that their date of graduation will be extended when repeating a course. It
should also be noted that if a person is required to repeat a Program, the second
grade substitutes for the first, even if it is lower.
• Will JR'S PDS provide job placement assistance? Upon successful completion
of the program, the school will assist each graduate with job placement; however,
the school does not guarantee employment. A certificate of graduation will be
issued to each person who successfully completes the program and satisfies all
requirements. This program is designed to prepare you to pass an audition, which
will lead to your employment.
• How do I obtain a gaming license?
Successful completion of a gaming school is an important step in becoming a
casino employee. However, the 1988 Indian Gaming Regulatory Act requires
casino employees to hold a gaming work permit and so do several states where
gaming is legalized.
• Do I need a"gaming license"? Not if you want to obtain employment with a
cruise ship or Monte Carlo Nights company who provides entertainment purposes
gaming only, usually for conventions or charitable fund raisers.
For those applicants wishing to pursue employment on the Indian Reservations
upon graduation please be aware the tribes cannot hire anyone who is under the
age of 18 and has committed a felony or gaming related offense in the past five
years.
Anyone with an arrest history might not be allowed to obtain a gaming license
and consequently, could not be hired as a casino employee.
Listed below are typical causes for denial of a gaming license, with more recent
arrests or violations being given greater emphasis. If a person has:
o Committed, conspired or attempted to cheat at gambling or committed a
violation of any law pertaining to gaming in any jurisdiction
o Committed, conspired or attempted to embezzle from a licensed gaming
establishment
o Committed, conspired or attempted to commit any violent crime
o Committed, conspired or attempted to commit any crime of theft which is
a felony or gross misdemeanor including robbery, burglary,
embezzlement, larceny, etc.
o Committed, conspired or attempted to distribute, sell or use illegal
narcotics
o If a person has failed to disclose misstate or otherwise attempted to
mislead any regulatory agency with respect to any material fact contained
an application for a gaming license
o If a person is currently on parole or probation
o If a person has a criminal record
o Failure of the drug screening or credit check
Policy and Procedures
Admissions Requirements
Poker: 18 years old by completion
All other courses: 21 years by completion
All students must pass a simple math test, consisting of addition, subtraction,multiplication and
division.
Student records
All records of progress are permanently maintained by the school and are available to the students upon
their request. Students' records will be provided to potential employers only with written request by the
student.
General Procedure for Applicants
1. Sign and Date Enrollment Agreement

Enrollment in class
Although the school has a schedule for each class,we operate with an open entry/exit basis. The date of
completion is determined by the frequency of attendance bours; see the administrator for special schedules,
prior to signing the enrollment. All students may attend more than the 20 hours each week, if they want to
graduate earlier.
Refresher Classes
After an audition by the instructor they will recommend the hours they believe are necessary to complete
the refresher course, and obtain the certificate of completion. The student will have the right to see the
administrator with any discrepancies and the administrator will re-audition,upon student's request. Price
will be based per week,this will be decided on an individual basis, and a written agreement by the
administrator,and the student.

ATTENDANCE
We maintain a no-cut,no absence policy. Students who miss class due to emergency must meet with the
Administrator for make up time.
LEAVE OF ABSENCE
A student may request a leave of absence for a reasonable amount of time,in writing to the administrator. If
the amount of time is excessive,we will refer to the Refund Policy.
Tardiness
Tardiness will not be tolerated.Missing valuable class time is detrimental to acquiring the necessary skill
and knowledge to become a competent and successful casino employee. It also disrupts the instruction of
the class in session. Tardiness as well as absenteeism will be recorded by the instructor and forwarded to
the Administrator, for counseling.
ABSENTEEISM AND TARDINESS
Excessive occurrences may result in Administrators advisement to drop the class(with refund policy)or
reschedule for the neat scheduled class.All hours completed will be applied to a reschedule of class if this
option is chosen,however the balance of the payments will be at the prevailing rates, and any discounts
previously given will not be honored.
POLICY FOR RETURNED CHECKS
RETURNED CHECKS FOR ANY REASON WILL REQUIRE A$25.00 PENALTY AND THE AMOUNT OF THE
RETURNED CHECK TO BE PAID IN THE FORM OF CASH,MONEY ORDER,OR CREDIT CARD ONLY.FROM TIIE
FIRST OFFENSE OF A RETURNED CHECK,THE STUDENT WILL NO LONGER HAVE THE PRIVLEGE OF PAYING
WITH PERSONAL CHECKS.ADMISSION TO CLASS WILL BE SUSPENDED UNTIL THE FINANCIAL OBLIGATION
IS CLEARED.
CANCELLATION AND REFUND POLICY
Should a student be terminated or canceled for any reason, all refunds will be made according to the
following refund schedule.
1. Cancellation must be made in person or by certified mail.
2. All money will be refunded if the applicant is not accepted by the school,or if the student cancels
within 3 business days after signing the enrollment form. The$25.00 registration fee is non-
refundable.
3. Cancellation after class has begun,but prior to 60%completion of class,will result in a pro-rated
refund minus any special discounts that student may have qualified for.
4. Cancellation after 60%of completion of program will result in no refund.
5. Termination date: The termination date for refund computation purposes is the last date of actual
attendance of student.
6. Refunds will be made within 30 days of termination or receipt of cancellation notice.
7. A student can be dismissed, at the discretion of the Administrator for; insufficient progress,non-
payment of class, or failure to comply with company rules and regulations.
GENERAL RULES AND REGULATIONS
STUDENT CONDUCT
AS EVERY SOCIETY INITIATES CERTAIN LAWS, STANDARDS OF ACCEPTABLE BEHAVIORS,
AND ETHICS THAT EVERYONE IS EXPECTED TO OBSERVE AND SUPPORT IF THE SOCIETY
IS TO ENDURE. IT IS SlIvULAR THAT EVERY TRAINIG INSTITUTE MUST ALSO ESTABLISH
ITS OWN STANDARDS OF BEHAVIOR AND ETHICS.
On admission to our career institute each student accepts a commitment to act in a
responsible manner that conforms to generally accepted standards of adult behavior.
Students are expected to read and familiarize themselves with the career institutes
policies and regulations specified in this catalogue. It is expected that all students will
show courtesy and respect for each other, officers, faculty and the employees. Any
student who acts in a manner contrary to the best interest of the school will be subject to
penalties as the circumstances justify, including public apologies, suspension, or
dismissal.
JR'S PDS reserves the right to suspend or dismiss a student at any time.
AUDITION FAILURE
If a student fails the audition, at the end of the program, it will be necessary for the student to come in to
the school and practice until they pass. There are no limitations on times to re-audition. There is no charge
for any practice time. It may take some student longer to pass the course and it is acceptable.
CERTIFICATION OF COURSE COMPLETION
Upon successfully completing a program,the student will receive a"Certificate of Course Completion"
indicating the program passed and the number of hours attended. Hour requirements vary by the course
selection. Class tuition must be fully paid off.
GRADING POLICY
All skills development will be monitored and recorded by your instructor on a weekly basis. This process
will benefit both the student and the instructor. The instructor may assign you to practice a certain skill
during scheduled class time,or after class,which would account towards your hours of instruction
completed. Weekly tests of skills will be graded as follows:
A-100-90 B-89-80 C-79-70 F-69 or Below
All scores will be accumulated to determine your class average;however you must reach 70 to pass.
Pass the Audition to graduate
At the end of the class you will be required to pass an audition,aka, table test.This audition will
incorporate all the technical knowledge combined with the manual skills to determine if the student can
handle dealing to a table full of players under simulated conditions of a real casino. If you do not pass the
audition,you may come in and practice and request anew audition.Any non-passing auditions will not
count, and will not affect your tests grades.
EMERGENCY CLOSINGS
In case of an emergency,Hurricanes, Severe floods,Electrical power outages, etc.we will call you and let
you know that school classes are cancelled.You will be required to make up the class.
ID BADGES
All students will be required to wear a name badge at all times in the building.We will provide you 1'. one
at no cost. You must pay$2.00 for each replacement badge.
JOB PLACEMENT ASSISTANCE
The school will provide job placement assistance to the graduates.Our staff maintains an ongoing dialogue
with representative from the various casinos,pari-mutuels and cruise line, in an attempt to determine
current employment opportunities. Though graduation from a course does not guarantee employment, all
graduates will receive assistance in their job search.We will use internet,telephone and newspapers to find
the most desirable positions. We will also assist you with resume writing techniques.
Our goal is to have you working in your newly chosen career as soon as possible.Please see the school
administrator for more details.
INSTALLMENT PLANS
I. A NON-REFUNDABLE FEE OF$25.00 IS REQUIRED UPON SIGNTING THE
ENROLLMENT FORM.
2. TUITION FOR WEEKLY PAYMENTS ARE TO BE PAID EVERY MONDAY.
3. YOUR WEEKLY PAYMENT AMOUNT IS DETERMINED BY THE AMOUNT OF WEEKS
FOR YOUR COURSE,DIVIDED BY THE TUITION FEE FOR YOUR CLASS.
4. ACCEPTABLE FORMS OF PAYMENT ARE: CASH,CHECK*,MONEY ORDER,VISA OR
MASTER CARD. SEE STIPULATIONS FOR PERSONAL CHECKS ON NEXT PAGE.
PRIORITY POLICIES
ALCOHOLIC BEVERAGES AND ILLEGAL SUSTANCES:
POSSESSION OR USE OF THE ABOVE WITHIN THE CONFINES OF TIM BUILDING AND
THE PARKING LOT IS PROHIBITED.
DRESS AND PERSON APPEARANCE
Students are required to recognize the importance of their personal appearance. Proper attire is mandatory.
Closed shoes, clean and pressed shirts,blouses,appropriate T shirts with no foul or suggestive writing,
Capri's,Bermuda length shorts,Polo's, dresses with cap sleeves, and jeans are acceptable.
Not acceptable: Tank tops, sleeveless dresses, anyjeans that show your skin, any top that does not cover
the distance to your jeans or Bermuda length shorts or skirts. Any form of footwear that is not closed in.
PROPERTY DAMAGE
Students are expected to respect the property of.R'S PDS and that of others in the classroom. Any damage
or destruction of such property will be considered a matter of disciplinary action, and including payment
