Call to Order Clive Taylor called the meeting to order at 6:00 p.m. 2. Roll Call Members Present Mike Grady Carol Stokrocki Raymond Lair Debby Bradford (arrived at 6:10 p.m.) Billy Phipps Clive Taylor Richard Ramcharitar Louis Webb Gary Rowe Captain John Z. Kafouros (arrived at 6:20 p.m.) Members Absent: William Wosenitz (excused) Craig McAdams Captain Robert C. Schmid III Others Present: Captain Jay Jackson, Dockmaster—Dania Beach Marina Deputy Jason Riddle - BSO Maryjane A. Burns, Records Technician—City Clerk's Office I Guests There were no guests at this meeting 4. Approval of January 16, 2008 Minutes Louis Webb motioned to approve the minutes, seconded by Mike Grady. Motion carried unanimously. Louis Webb asked that we incorporate his statements from this meeting regarding the need to build new boat ramps at Griffin Road and US 91 at the Telydyne property, as he would like to see this property used for a good purpose. 5. Reports and Discussion 5.1 Chairman Report Chairman Taylor advised that the Broward County Marine Board meets the first Thursday of the month and all Board Members are welcome to attend. He also advised that he will be out of town from February 28 to March 11. 5.2 Gulfstream Sailing Club Chairman Taylor advised he is a member of the Gulfstream Sailing Club and the Director approached him about having a Special Event in Dania Beach for a racing event. Similar racing is normally held in the winter, and has been hosted by Dade County and the Lauderale Yacht Club. He would like to see if this event could be held in Dania Beach next winter. Chairman Taylor commented that it would be a good idea because it would generate revenue for the City. 5.3 Future Dania Boaters Park Chairman Taylor stated that property owned by the City east of Melaleuca Gardens could be utilized as a Boaters Park if a buffer was installed. He stated that money received by Broward County for boat registrations has to be dedicated for Marine purposes. He indicated that perhaps they would provide a grant to create a Boaters Park within the City of Dania Beach. 5.4 Derelict Vessel Report— Deputy Jason Riddle, BSO Deputy Riddle reported that a decision to go out for bids still has not been made for the grant they received for the derelict boat and barge problems. Deputy Riddle distributed a draft of Boat Theft Prevention Tips and said that once they are finalized he will provide copies to the Board. 5.5 Marina Update— Captain Jay Jackson, Dock Master Captain Jackson advised that they moved into their new office at the Marina last week. Both Marina and Public Restrooms are still closed waiting for the Public Services Department to install the necessary 2" water main to bring up the water volume. The floating dock company that previously gave an estimate came back to re-measure the floating dock section at the request of Assistant City Manager Donnelly. The company stated that we can retain 40% of the pilings in the same place for the new floating docks and re-position the remainder. Captain Jackson stated the decking at the Marina continues to deteriorate. His major concern is the liability to the City if repairs are not made. 6. New Business There was no new business to discuss at this meeting. 8. Board Member Comments Gary Rowe stated that we should rectify delinquent rentals of boat slips at the Marina. Dock Master Jackson stated that they revised the lease agreement after he started his employment with the City a year ago. Board Members discussed what legal procedures should be pursued to derelict ctve ssels at the Marina and make room for boats that are on the waiting list for rental spaces. Dock Master Jackson indicated that revenue of approximately $14,000 is due from delinquent rentals at the Marina. The consensus of the Board was for the City Attorney to advise what action can be taken to remove these vessels from the Marina. Board Members were also concerned with the City's exposure to liability due to the poor condition of the dock. They believe the repair work should be started a soon as possible in order to limit the chance of liability due to injury that could occur. The Board Members would like these concerns brought to the attention of the City Commission so that action may be taken. 9. Adjournment Motion to adjourn the meeting made by Louis Webb, seconded by Mike Grady. Motion passed.
