Call to Order Clive Taylor called the meeting to order at 6:05 p.m. 2. Roll Call Members Present Mike Grady Carol Stokrocki Raymond Lair Debby Bradford (arrived at 6:15 p.m.) Billy Phipps Clive Taylor Craig McAdams Gary Rowe Captain John Z. Schmid III Richard Ramcharitar Others Present: Mark Ercolin, Attorney at Law—Board Certified in Admiralty & Maritime Law Captain Jay Jackson, Dockmaster—Dania Beach Marina Deputy Jason Riddle -BSO Maryjane A. Approval of February 20, 2008 Minutes Craig McAdams motioned to approve the minutes, seconded by Carol Stokrocki. Motion carried unanimously. 5. Resorts and Discussion 5.1 Chairman Report Chairman Taylor introduced guest Mark Ercolin who is a Marine Admiralty Attorney and a columnist for the world-wide publication of "Waterfront News" where he gives free advice every month. He offered to volunteer to attend this meeting and give advice on the issues of back rent that is due at the Marina, derelict vessels that are left in our waterways within the City, and homeowners that have boats behind their homes that they can't get rid of and do not know where the Owner is. Attorney Ercolin was advised by Captain Jackson that City Attorney Ansbro had revised the previous marina lease agreement to include various stipulations that should protect the City, and the City has a marine collection company pursuing renters who are delinquent in lease payments. Attorney Ercolin advised of Florida State Statute §328.17 and there is also Federal Maritime Law, depending on what the circumstances are as to which would apply. 5.2 Derelict Vessel Report—Deputy Jason Riddle—BSO Deputy Riddle reported that a decision still has not been made to go out for bids for the grant they received for the derelict boat and barge problems. Deputy Riddle reported that a couple of derelict vessels which had their registration numbers deliberately removed to make them unidentifiable had been stripped and left on the grass near Griffin Marine Park. 5.3 Future Dania Boaters Park—Clive Taylor Chairman Taylor advised that he, Assistant City Manager Donnelly, and Carol Stokrocki visited the location at Old Griffin Road and northwest corner of U.S.1 (Federal Highway) on Thursday,March 13, 2008 at 10:00 a.m. Broward County owns one portion of the property as part of the airport and research is needed to determine the other owner in order to contact them to see if they would be interested in dedicating it to the County as a Park. 5.4 Marina Update—Captain Jay Jackson, Dock Master Captain Jackson stated that Public Works is installing a speed bump to slow traffic and protect pedestrians. They will also be installing the water main to supply the new restrooms at the Marina. Captain Jackson advised that there was an incident on Saturday, March 15,2008, wherein a renter on "D" dock was walking on the dock when a board broke and his foot fell through. Captain Jackson called Fire Rescue for an ambulance and the person was taken to Memorial Hospital as a precaution and was released after examination. There was no evidence of cuts or scrapes on his leg, and Captain Jackson was able to take pictures for the Incident Report. Minutes of Regular Meeting 2 Marine Advisory Board March 19,2008 The Public Services Department's plan is to cover the first dock close to the seawall with 80 sheets of marine plywood, at a cost of approximately $6,400.00. 6. Old Business There was no old business to discuss at this meeting. 7. New Business There was no new business to discuss at this meeting. 8. Board Member Comments There was discussion concerning the repairs that need to be made to the Marina so that the City is not liable for any future or potential incidents. Board Members believe the plan for placing marine plywood is only a temporary solution to the overall condition of the Marina. 9. Adjournment Gary Rowe motioned to adjourn the meeting, seconded by John Kafouros. Motion carried unanimously.
