Call to Order Chairman Taylor called the meeting to order at 6:15 p.m. 2. Roll Call Members Present: Debby Bradford Captain John Z. Kafouros Raymond Lair Albert Owler Billy Phipps Carol Stokrocki Clive Taylor Members Absent: Gary Rowe (excused) Mike Grady Bernard Swindell (excused) Craig McAdams Richard Ramcharitar Captain Robert C. Schmid III Louise (Jeep) Webb William Wosentiz Others Present: Colin Donnelly, Assistant City Manager Deputy Jason Riddle—BSO Maryjane A. Burns, Records Technician—City Clerk's Office 3. Guests There were no guests at this meeting 4. Approval of March 19, 2008 Minutes Captain John Z. Kafouros motioned to approve the minutes, seconded by Carol Stokrocki. Motion carried unanimously. 5. Reports and Discussion 5.1 Chairman's Report Chairman Taylor introduced new Marine Advisory Board Member, Albert Owler, and welcomed him to the Board. Mr. Owler gave the Board some background information about himself and stated he has been a resident of Melaleuca Gardens for approximately 9 years, prior to that he lived in the western part of Dania. He stated he is a real estate appraiser, specializing in marinas. Chairman Taylor distributed the Broward County Project Status Update for March 2008. 5.2 Derelict Vessel Report—Deputy Jason Riddle—BSO Deputy Riddle advised that the derelict boats that had been stripped and left near Griffin Marine Park last month had been removed. He also reported that a decision still has not been made on whether to go out for bids for the grant they received for the derelict boat and barge problems. 5.3 Marina Update—Captain Jay Jackson, Dock Master Captain Jackson was unable to attend this meeting, however, copies of his April 2008 Monthly Marina Status Report were distributed to the Board Members. Assistant City Manager Donnelly gave a summary of the temporary improvements that are to be made on the docks to recover all walking surfaces with plywood. He also advised that the preliminary marina evaluation from Cutcher and Associates, Inc., performed last year, indicated that the City's marina has reached its useful life and requires rebuilding. He indicated it would take approximately two (2) years to permit and another year to construct, if the Commission approves. 6. Old Business Chairman Taylor commented that Mike Grady attended the Broward County Marine Board meeting and advised them of the rocks in the Dania Cut-off Canal near I-95. He said boaters are running onto the rocks and sustaining damage to their boats because there are no markers. He believes it is under U.S. Coast Guard jurisdiction and may also be within the Town of Davie city limits, not Dania Beach city limits. If markers were installed, it could prevent future incidents. 7. New Business Chairman Taylor commented that he, Assistant City Manager Donnelly, and Carol Stokrocki visited the location at Old Griffin Road and the northwest corner of U.S. 1. He stated that this would be an ideal location for a future Dania Boaters Park and that he will be researching to see who the property owners are and if they would be interested in donating this parcel to the City. He indicated they could use it as a tax write-off for the corporation. 8. Board Member Comments Assistant City Manager Donnelly announced that the Plywood Regatta would be held this weekend at Whiskey Creek. Boat building will be done on Saturday, and racing will be on Sunday. Minutes of Regular Meeting 2 Marine Advisory Board April 16,2008 9. Adiournment Carol Stokrocki motioned to adjourn the meeting, seconded by Debby Bradford. Motion carried unanimously.
