BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That the recommendation from Chief Donn Peterson,District II,City of Dania Beach, to seek an appropriation by the Board of Broward County Commissioners from the Dania Beach Law En Corcement Trust Funds,which are held in the Broward County Law Enforcement Trust Fund in the amount not to exceed $23,000.00 to cover costs associated with the purchase of ten patrol rifles and related accessory equipment, as outlined in composite Exhibit "A", attached, is approved. Section 2. That upon receipt of the appropriation described in Section 1 above, Chief Donn Peterson is authorized to expend such funds for the specific purposes set forth in Section 1. Section 3. That all resolutions or parts ofresolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 4. Peterson Dania Beach District Subject: LETF REQUEST In recent years, there has been a disturbing rise in homicidal rampages, known in the law enforcement community as active shooter scenarios. Columbine, Beslan, Nickel Mines, Virginia Tech, and Northern Illinois are just some of the examples where homicidal suspects killed multiple victims before law enforcement could bring the situation to resolution. With three public schools, several private schools and day-care centers, many hotels and businesses, and the DCOTA, I am especially concerned about the specter of such an occurrence here in Dania Beach. Law enforcement training, reaction tactics, and equipment have changed in response to these situations. The Broward Sheriff's Office has undertaken an aggressive program of training to help prepare deputies for what they will encounter and must do in such scenarios. However, the equipment is expensive. While the Broward Sheriff's Office currently provides body armor, individual deputies must purchase their own weapons. One of the most important tools available to a deputy responding to an active shooter scenario is a patrol rifle, which with accessories costs in excess of $2,200.00 per unit. For a deputy with a family, a mortgage, and a car payment, such a price tag places this piece of equipment out of reach for many. I am requesting your assistance in obtaining this equipment for personnel assigned to the Dania Beach District. 1 am recommending the expenditure of LETF to purchase ten (10) patrol rifles and the necessary accessory equipment: 10 Patrol Rifle (with accessories) $20,149.30 10 Carrier Vest(magazines and medical supplies) $2,001.45 Grand Total: $22,150.75 Ivan Pato May 2n' 2008 Page 2 of 2 The attached invoices provide a detailed itemization of the equipment to be purchased. The prices indicated are valid for the 30-day period beginning May 2rd. The vendors are approved by the Broward Sheriff's Office and the prices are the lowest bids for the equipment we are endeavoring to purchase (Larsen Firearms is discounting our order by 50%). 1 have also attached our most recent LETF statement that indicates an account balance of $144,735.53. Even considering the fact that we recently submitted a request for $103,000.00 for park security, there would still be over $41,000.00 available for this important equipment. These patrol rifles will provide a vital and important capability to the men and women tasked with protecting the citizens of Dania Beach. They will be issued to the personnel who would be first responders to an active shooter scenario and will be maintained in the Dania Beach District.
