HomeMy WebLinkAboutR-2008-122 Chen and Associates NW 1st Avenue RESOLUTION NO. 2008-122 A RESOLUTION OF THE CITY OF DANIA BEACH,FLORIDA,AUTHORIZING THE CITY '.MANAGER TO PURCHASE SERVICES FROM CHEN AND ASSOCIATES RELATING TO ENGINEERING SERVICES FOR THE NW lSi AVENUE WATER MAIN AND STORMWATER IMPROVEMENT PROJECT; PROVIDING THAT THE COST FOR SUCH SERVICES SHALL NOT EXCEED FORTY-FIVE THOUSAND FOUR HUNDRED SIXTY SIX DOLLARS ($45,466.00); PROVIDING FOR FUNDING; PROVIDING FOR CONFLICTS; FURTHER, PROVIDING FOR AN EFFECTIVE DATE. BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA BEACH, FLORIDA: Section 1. That that certain agreement with Chen and Associates, Inc. in an amount not to exceed Forty-Five Thousand Four Hundred Sixty Six Dollars ($45,466.00) for engineering services for the NW ls` Avenue Water Main And Stormwater Project, with the proposal in substantial form as Exhibit "A", attached, is approved and the appropriate City officials are authorized to execute it. Section 2. That the City Manager and City Attorney are authorized to make minor revisions to the agreement for such services which are deemed necessary and in the best interest of the City of Dania Beach. Section 3. That the Director of Finance is authorized to appropriate $21,365.00 from Water Fund retained earnings and$24,101.00 from Stormwater Fund retained earnings to fund this project. Section 4. That all resolutions in conflict with this Resolution are repealed to the extent of such conflict. Section 5. JONES MAYOR—COMMIS NER D�pRD'S FI�.T ATTEST: Q LOUISE STILSON, CMC CITY CLERK ATED 15 APPROVED AS TO F RM D CORRECTNESS: BY: 1 f THO AS J. , RO CITY ATT RNEY 2 RESOLUTION #2008-122 EXHIBIT A NW IST AVE & DANIA BEACH BLVD WATERMAIN AND DRAINAGE IMPROVEMENTS BACKGROUND Pursuant to our meetings with the City, Chen and Associates (C&A) intends to perform the appropriate research,planning and design services addressing drainage and watermain deficiencies along NW I"Avenue between Dania Beach Blvd and NW 1" Street. The limits of the projects are explained as follows: watermain rehabilitation and proposed stormwater trench and structures along NW I"Ave from Dania Beach Blvd to NW 1"Ave extents of the project area are given in Figure A. C&A will be responsible for producing a survey,geotechnical testing,construction plans,permit applications, engineering cost estimates,technical specifications, and bid documents. C&A will also be of assistance with bidding and attend required meetings. A Scope of Services to complete these tasks is provided below. I. SCOPE OF SERVICES Task 1: Site Investigation 1.1 Survey Coordination ENGINEER will coordinate with surveyor in order to obtain the required topographic data for the project area. ENGINEER will review data upon completion of the survey. 1.2 Utility Coordination ENGINEER will coordinate with utility companies in which may have facilities in the areato determine the existence of any above or below ground utilities ENGINEER will coordinate the performance of testholes for the location of existing underground utilities as necessary. ENGINEER will review data upon completion of the testing. 1.3 Geotechnical Investigation ENGINEER will coordinate the performance of a geotechnical investigation to determine the hydraulic conductivity of the soil. The geotechnical investigation will include four hydraulic conductivity tests and four standard penetration tests. ENGINEER will review data upon completion of the testing. 1.4 Coordination with City ENGINEER will consult with City of Dania Beach regarding several issues including the existing watermain and stormwater issues. 3 RESOLUTION #2008-122 Task 2: 60% Design 2.1 60% Drawings ENGINEER will produce and submit required sets of drawings to the Project Manager.These drawings will incorporate the preliminary design and all ofthe necessary details.There will be one meeting for this phase with City staff after submittal for discussion of comments. Task 3: Drawings and Specifications 3.1 90% Drawings ENGINEER will produce and submit required sets of drawings to the Project Manager.These drawings will incorporate comments received at the 60%design review. Additionally,these drawings will incorporate all the details and information necessary for the completion of the project for a final review. There will be one meeting for this phase with City staff after submittal for discussion of comments. 3.2 90%Cost Estimate ENGINEER will utilize the 90% design plans to produce a cost estimate. This estimate will take into account change comments received from City and should be accurate to 10%of the final construction budget. 3.3 Technical Specification Preparation ENGINEER will resolve any conflicts encountered within the technical specifications with the front end documents. The ENGINEER will produce the required sets of technical specifications to the Project Manager at the 90% stage. Task 4: Permitting 4.1 Permit Applications ENGINEER will obtain, review and complete permit applications with the Broward County Environmental Protection Department(EPD),Broward County Health Department(BCHD) and South Florida Water Management District (SFWMD). ENGINEER will then send applications to CITY for review, signature and check(s) for all permit application fees. 4.3 Permit Revisions ENGINEER shall receive all comments to the submitted permits from respective agencies and respond accordingly. 4 RESOLUTION #2008-122 Task 5: Construction Documents 5.1 100% Documents ENGINEER will incorporate any comments from permitting agencies into the plans and submit final drawings and technical specifications for bidding and construction. Task 6: Bidding Assistance 6.1 Bidding and Award Process ENGINEER will assist the OWNER in the bidding and award process and make recommendations on the bid award. C&A will prepare the contract documents for bidding. 6.2 Pre-Bid Meeting ENGINEER will attend the Pre-Bid Meeting and will answer all questions and clarifications that are technical in nature. Task 7: Construction Observation and Administration Services 7.1 Shop Drawings ENGINEER will review shop drawings and provide RFI responses to the contractor. 7.2 Construction Observation ENGINEER will provide on-site observation during construction. An ENGINEER representative will be available on site a minimum of 2 hours,every day during construction activities. The construction time is expected not to exceed three(3)months from the time of commencement of construction to substantial completion. If construction is extended beyond 3 months, ENGINEER will negotiate additional fees if mutually deemed necessary by the ENGINEER and City. 7.3 Construction Certification ENGINEER will prepare a punch list and conduct final acceptance visit for the project. When all items are completed in a satisfactory manner by the contractor, a letter of certification for the completion of the project will be issued by ENGINEER. ENGINEER will submit a digital copy of the as-built record drawings to the City. Task 8: Reimbursables 8.1 Topographic Survey Topographic survey will include the following: (a) ENGINEER shall establish a control traverse and bench marks (National Geodetic Vertical Datum of 1929) at sufficient intervals to support the topographic survey and to be utilized on the design plans. 5 RESOLUTION #2008-122 (b) Locate all above ground features within the right-of-ways of the existing roads according to the following schedule, including pavement,paved swales,sidewalks, fences, light poles, handrails, storm manholes, catch basins, electric boxes, handholes, curbs, valve boxes, sanitary sewer manholes, driveway types, edges and corners, trees, overhanging trees in the R/O/W, meter boxes, centerline and crown of the roads, fire hydrants and valves, overhead utilities. (c) Locate underground features of sanitary manholes, storm manholes, and catch basins. Measure the invert elevations of pipes and determine the pipe materials and size when possible. (d)Tie in any subdivision corners,lot corners and plat corners which can be located along the right-of-way lines. This will not constitute a boundary or right-of-way survey as defined in the Minimum Technical Standards for Land Surveying and Mapping. Ownership and title searches are not included. Easements will be based on information obtained from record plats. (e) Locate subsurface testhole locations, documenting northing, casting, and elevation. 8.2 Utility Coordination Underground utility exploration will include the following: ENGINEER shall provide equipment and labor for the exploration of subsurface test holes during the design for underground utilities. All costs will be reimbursed. 8.3 Geotechnical investigation Geotechnical investigation will include the following: ENGINEER will coordinate the performance of a geotechnical investigation to determine the hydraulic conductivity of the soil. The geotechnical investigation will include two hydraulic conductivity tests and two standard penetration tests. ENGINEER will review data upon completion of the testing. All costs will be reimbursed. 8.5 Prints& Blueprinting ENGINEER shall provide all contract document reproduction during the design and construction phases of this project. All printing costs will be reimbursed. II. OWNER PROVIDED SERVICES a. Sign all permit applications and pay all applicable permit fees. OWNER should budget adequate funds for these fees in addition to potential impact fees. b. Provide timely decision during critical milestones of the project. c. Assistance in negotiation with various public and private entities for easements and stormwater maintenance. 6 RESOLUTION 02O08-122 d. Provide the standard front end documents and the standard technical specifications for the City of Dania Beach. e. Prepare the bid advertisement and the bid package for distribution to bidders. f Provide all above information and data in electronic digital format, if available. M. FEE AND PAYMENT The fee for the above scope of service would be billed at a lump sum of$45,466 according to the following breakdown. From the Notice to Proceed and receipt of all documents requested from the City, Chen and Associates will deliver the deliverables within 90 Working Days.The OWNER will be billed monthly for the estimated percentage of completion.
