1. A motion was made by Commissioner Bertino, seconded by Commissioner Cook to
approve the minutes of the regular meeting of January 13, 1981. The motion
passed unanimously.
2. Public Hearings:
a) Mayor Adams opened the public hearing on the second reading of an ordinance
rezoning the South 200' of the North 495' of the East 660' of the NW4 of
the SE4 of Section 33-50-42, less the East 30' thereof for road right-of-
way, from existing zoning classification to I-G zoning classification.
City Attorney Adler read the title of the ordinance rezoning the South
200' of the North 495' of the East 660' of the NW4 of the SE4 of Section
33-50-42 less the East 30' thereof for road right-of-way, from existing
zoning classification to I-G zoning classification.
After the public hearing and Commission discussion, a motion was made by
Commissioner Cook, seconded by Commissioner Donly to adopt this ordinance
on second reading and that proper dedications be made for road rights-of-
way at the time of platting. The motion passed on the following roll call
vote:
Commissioner Bertino yes Commissioner Hirsch - yes
Commissioner Cook - yes Mayor Adams - yes
Commissioner Donly - yes
b) Mayor Adams opened the public hearing concerning the special exception
granted to 1301 South Federal Highway in 1976.
After the public hearing and Commission discussion, a motion was made by
Commissioner Bertino, seconded by Commissioner Hirsch to give Mr. Solic,
the owner of 1301 South Federal Highway, until the next regular Commission
meeting of February 11, 1981, to fully comply with all of the requirements
of the special exception that was stipulated in the City Attorney's letter
as of the date the special exception was granted, and if he does not
comply, that this matter be placed on the February 11, 1981, agenda for
possible revocation. The motion passed on the following roll call vote:

3. A motion was made by Commissioner Bertino, seconded by Commissioner Cook to
authorize the City Manager to advertise for bids for Engineer's Project
No. 80-234, miscellaneous paving and drainage. The motion passed unanimously.
4. A motion was made by Commissioner Cook, seconded by Commissioner Bertino, to
grant request to advertise for bids to repair NW 14th Avenue bridge, Engineer's
Project No. 80-180. The motion passed unanimously.
5. A motion was made by Commissioner Bertino, seconded by Commissioner Hirsch to
accept the change order in the amount of $6,750 on Engineer's Project No.
79-095, modification to the water treatment plant. The motion passed unani-
mously.
6. A motion was made by Commissioner Bertino, seconded by Commissioner Donly to
accept the change order in the amount of $8,805 on Engineer's Project No.
80-120, waterline replacement and paving. The Motion passed unanimously.
7. A motion was made by Commissioner Bertino, seconded by Commissioner Hirsch
to adopt a resolution urging the repeal of Florida laws exempting pari-mutuel
establishments from municipal regulation of capital improvements. The motion
passed unanimously.
8. Mayor Adams read a proclamation establishing and proclaiming the week of May
2 through 10, 1981, to be beautification week in the City of Dania.
9. A motion was made by Commissioner Cook, seconded by Commissioner Bertino to
pursue the Bach Resource Recovery Associates proposal involving the creation
of a municipal resource recovery authority and to participate in an indepen-
dently financed study on resource recovery. The motion passed with Commissioner
Hirsch voting no.
10. A motion was made by Commissioner Donly, seconded by Commissioner Cook to adopt
a resolution designating inspectors and clerks to serve as officers in the
primary election of February 10 and the general election of March 10, 1981.
The motion passed unanimously.
11. A motion was made by Commissioner Bertino, seconded by Commissioner Donly to
adopt the amendment-to the EMS Contract as proposed by the Broward League of
Cities. The motion passed unanimously.
12. A motion was made by Commissioner Bertino, seconded by Commissioner Cook to
approve the bills as paid for the month of December, ,1980. The motion passed
unanimously.
13. Citizens' comments:
Vito Cassera of 265 SW 7th Street, asked the Commission to consider the adoption
of an ordinance prohibiting through traffic in back alleys. , The City Attorney
was asked to look into this matter.
Danny Rosenberg of Meadowbrook Lakes (old golf course property) inquired about
a traffic light being installed at SE 3rd Avenue and Dania Beach Boulevard.to
control the traffic that will be created by the new shopping center on Dania
Beach Boulevard. City Manager Marant stated that he would contact Broward
County Traffic Engineering about this matter.
14. Administrative reports:
a) City Manager Marant asked the Commission to think about having bicycle
racks with possible advertisements on them put at the beach. He also
reported that he had met with Hollywood regarding the construction of
bike paths.
