1. Public Hearings:
a) Upon Vice-Mayor Byrd's request, City Attorney Adler gave a brief
summary of the Trim Bill .
Vice Mayor Bryd then opened the public hearing on the adoption of
a resolution approving the final 1981-82 General Fund Budget.
Several citizens were present to speak in opposition of the budget
due to the increased ad valorem tax it reflected.
After citizens input, Mayor Bertino closed the public hearing and
opened it to the commission for discussion and action. Commissioner
Cook made a motion to continue the public hearing to a-later,'date
and call a workshop to further review the budget for cuts. City
Attorney Adler advised the Commission that this motion was out of
order and that any revisions to the budget should be made at this
final hearing.
Mayor Bertino and Commissioner Cook suggested various cuts in the
budget. After discussion of these cuts, Commissioner Adams made
a motion, seconded by Commissioner Donly to adopt the resolution
adopting the 1981-82 Budget as presented. Motion passed on the
following roll call vote:
Commissioner Adams - yes Commissioner Donly - yes
Commissioner Byrd - yes Mayor Bertino - no
Commissioner Cook - no
b) Mayor Bertino opened the public hearing on the adoption of a resolution
approving the final millage rate for the fiscal year 1981-82.
After citizens spoke in opposition to this millage, the Mayor closed
the public hearing and opened it to the commission for discussion
and action.
Vice4layor Byrd made a motion to adopt the resolution approving the
final millage rate at 6.3170 for the 1981-82 fiscal year. Motion
passed on the following roll call vote:
Commissioner Adams - yes Commissioner Donly - yes
Commissioner Byrd - yes Mayor Bertino - no
Commissioner Cook - no
c) Mayor Bertino opened the public hearing on a resolution adopting the
final Federal Revenue Sharing Budget for the fiscal ,Year 1981-82.
There were no citizens comments.
The Mayor closed the public hearing and opened it to the commission
for discussion and action.
Commissioner Adams made a motion to adopt the resolution approving the

final federal Revenue Sharing Budget for the 1981-82 fiscal
year. Motion passed on the following roll call vote:
Commissioner Adams - yes Commissioner Donly - yes
Commissioner Byrd - yes Mayor Bertino - yes.
Commissioner Cook - yes
