DANIA CITY COMMISSION
OCTOBER 27, 1981

1. A motion was made by Commissioner Cook, seconded by Commissioner Adams
to approve the minutes of the special meeting October 5, 1981, and the
regular meeting of October 13, 1981, with a correction in the Citizens'
Comments by changing the name of Murray Goodman to Murray Gordon. The
motion passed unanimously.
2. Public Hearings:
a) Mayor Bertino opened the public hearing on continuation of a request
by M.E. Berry and Associates for the City to request that Broward
County redesignate SW Fourth Avenue from a collector to a residential
street. Building Official Maxwell stepped forward to give a synopsis
on what would have to be done for Broward County to be granted this 80'
right-a-way, and he recommended that the City request Broward County to
redesignate SW Fourth Avenue from a collector to residential street.
After discussion from the Commission, the Mayor then closed the public
hearing.
A motion was made by Commissioner Adams, seconded by Commissioner Cook
to redesignate SW Fourth Avenue from a collector to a residential street
by amending the Broward County Trafficways Plan from an 80' right-of-way
to a 401 ' right-a-way.
After lengthy discussion .on this subject matter, the motion failed on
the following roll call vote:
Commissioner Adams-yes Commissioner Donly-no'
Commissioner Byrd-no Mayor Bertino-no
Commissioner Cook-yes
At this time, Item N4 was discussed until City Manager Marant could get the
correct amount of the bid received on the correct craft boat.
04 on 3. A request was made by Odabashian International Corp. D/B/A Bishirjian' s Dania
agenda) Rug Company to display sale flags outside of their premises for advertisement.
A motion was made by Commissioner Cook, seconded by Commissioner Byrd to grant
the request from Odabashian International Corp. D/B/A Bishirjian' s Rug Company
to display sale flags outside of their premises for a period of 30 days be-
ginning October 28, 1981. The motion passed unanimously.

(#3 on 4. City Manager Marant recommended that Mr. J.L. Lay be awarded the bid for
agenda) the correct craft boat in the amount of $1,505.00.
A motion was made by Commissioner Cook, seconded by Commissioner Adams to
award the bid for the correct craft boat to Mr. J.L. Lay in the amount of
$1,505.00. The motion passed unanimously.
5. Commissioner Adams requested adoption of a resolution requesting Broward
County to install street lights along Stirling Road in Dania.
A motion was made by Commissioner Adams, seconded by Commissioner Donly to
adopt the resolution requesting Broward County to install street lights along
Stirling Road. The motion passed unanimously.
6. Mayor Bertino read a proclamation officially declaring November 11, 1981,
as Veterans' Day.
7. Commissioner Donly requested adoption of a resolution supporting tax reform
through sales tax revision.
A motion was made by Commissioner Cook, seconded by Commissioner Adams to
adopt a resolution supporting tax reform through sales tax revision, and
that this resolution be prepared by the next Commission Meeting of November
10th, 1981, in case there needs to be any revision made to it. The motion
passed unanimously.
8. City Engineer, John Farina stepped forward to explain to the Commission the--
proposed Developer's Agreement between the City of Dania and Ocean Waterway
Utilities, Inc.. Mr. Farina explained that Mr. O'brien has agreed to the
City's Master Plan for the force main on Bryan Road by paying for the installa-
tion of this force main from his treatment plant to Bryan Road and to install
an oversize force main on Bryan Road from Griffin Road east on Tigertail Road
to 14th Way where its intended to connect into the existing gravity line
that has been installed recently. He informed that Commission that he expects
to have this agreement ready by the November 10th, regular meeting for there
consideration and action.
9. City Manager Marant gave a presentation on the problems concerning the parking
meters and collection on the beach. Due to vandalism and maintenance this is
a significant problem. Mr. Marant informed the Commission of several meetings
he has had with his staff on trying to resolve this problem. Mr. Marant added
that he expects to have a recommendation ready in the next 30-60 days on the
alternatives for solving this problem.
Mayor Bertino also requested that Mr. Marant review when the Saturday Corporation
lease begins. Mr. Marant stated that he would prepare a memorandum on this
for the Commission.
10. A motion was made by Commissioner Adams, seconded by Commissioner Donly to
approve the bills as paid for the month of September, 1981. The motion passed
unanimously.
11. Citizens' Comment:
Mr. Stanley Rosenberg asked what progress has been made as to when Houston
Park will be completed. Mr. Marant informed him that he was not prepared to
answer this question, but that the City has received their. $25,000 payment
that was due in August. Mr. flarant continued to say that he felt the delay
was due to there not receiving all of their permits.
Mr. Rosenberg also requested that the Commission consider adopting an ordinance
stating the length of time that builders will have in construction of property
after they have been issued their building permits. City Attorney Adler in-
formed Mr. Rosenberg that the City must conform to the rules of the South
Florida Building Code and that he would review this and see if this stipula-
tion is in the code.
Mr. Vincent Carroll commended City Manager Marant on the action that is being
taken for the problem on the beach parking. He also suggested that the City
clean the catch basins more often throughout the City to reduce flooding.

Dorothy Galbert stepped forward to commend the City for their efforts in
trying to solve the beach parking meter problem, and also requested if
something could be done about the seaweed at the beach.
Murray Gordon stepped forward to give suggestions on raising money through
a statewide lottery.
12. Administration reports:
City Manager Marant informed the public of conserving their water supply as
much as possible and to be aware of a major cutback in the very near future.
ADDENDUM:
Mayor Bertino informed the Commission of an addendum item for a request from
the Dania Chamber of Commerce to display signs in conjunction with Dania
Days celebration.
Mr. Dominick Colucci stepped forward to request approval of this request
and informed the Commission that he has received his permit from the Depart-
ment of Transportation.
A motion was made by Commissioner Cook, seconded by Commissioner Adams to
approve this request from the Dania Chamber of Commerce to display signs
in the City of Dania in conjunction with the Dania Days celebration which
will be held on the 5th and 6th of December. The motion passed unanimously.

City Attorney Adler informed the Commission that Dr. Berken owner of the
old Dania Bank Building has requested release of all restrictions regarding
Mortgage Companies, Mortgage Brockerage Companies, and Life Insurance
Companies. He also added that he has requested that City Clerk, Wanda
Mullikin place this on the next regular meeting agenda of November loth,
1981. Mr. Adler further informed the Commission that the Brief in regards
to the Ves Carpenter Suit Appeal was filed yesterday.
Citizens' Comments (continued)
Mrs. Mildred Jones came forward at this time to request that the road in
front(�of her neighbors house be repaired. City Manager Marant requested
that she call him the next time that it rains and he will come out and
inspect this problem personally to see that it gets repaired.
13. Commission comments:
Mayor Bertino informed the audience that Commissioner Donly has been elected
President of; the Florida League of Cities.
Commissioner Byrd requested that the City put up signs protecting the Manatee
along the C-10 Canal . City Manager Marant informed him that he would look
into an organization that protects the manatee to see what can be done.
Commissioner Byrd also inquired about the houses that are red tagged for
demolition. Building Official Maxwell stated that they are going through
the demolition process at this time.
Commissioner Cook commented on how well the session with the Florida League
of Cities went and that the City of Dania is well represented.
Commissioner Donly expressed appreciation to the- Commission for their votes
of confidence in him as Florida League of Cities President.

PROCLAMATION
Of all the important days we celebrate during the year, few are
more worthy of special observance than Veterans Day.
Citizens of our nation and state live in freedom today because
of the contributions and sacrifices made by the men and women who
served in the armed forces when our freedom was challenged.
Today, more than a million Florida veterans continue their
dedication to the highest ideals of Americanism to strengthen the
fortress of our prized national freedom.
We can never repay our debt to our veterans, for it is beyond
any tangible price, but we can show our gratitude for their exemplary
deeds.
Therefore, -I, John Bertino, Mayor of the City of Dania, Florida,
do hereby declare Wednesday,' November 11, 1981, as Veterans Day in
Florida and urge all citizens to remember and be thankful for
Florida's veterans, servicemen and servicewomen for the devotion they
have shown their community, state and nation
