MAYOR: JOHN BERTINO
VICE-MAYOR: CHESTER A. BYRD
COMMISSIONERS: JEAN COOK
JAMES ADAMS
ROBERT DONLY
CITY ATTORNEY: FRANK ADLER
CITY MANAGER: RICHARD MARANT
(ITEM H2 1. City Manager Marant informed the Commission of a letter received
on agenda) from Mr. Rubin representing Seacoast Sanitation requesting an
increase in fees due to the county imposing an increase on land-
fill fees. Mr. Marant added that there are no monies budgeted for
this type of increase at this time, but after the audit is completed
there may be a possibility for this. City Manager Marant did not
make a recommendation, but requested that Mr. Lou 1anzella come
forward and explain his 'position on this item.
City Attorney Adler informed the Commission that a change in fees
could be added to the contract, if the reasons mentioned warranted
such a change.
Mr. Manzella stepped forward to explain that when his company was
awarded the contract, he had no way of knowing that the county would
impose this 33% increase in disposal fees. He then informed the
Commission that this would mean a 20Z increase or $2,060.00 per month and
that Dania would still have the lowest garbage contract including
this increase.
After further discussion, the Commission directed the City Manager to
review the increases that the County has imposed on land-fill fees
and to come back with a recommendation on the total cost of this
increase and where the money for this increase would come from by
the first meeting in February. (Commission meeting February 9, 1982)
(Item p1 2. City Manager Marant requested direction from the Commission on improve-
on agenda) ments and alternate parking considerations at the Dania Beach.
City Engineer stepped forward to present a concept for installing parking
gates at the beach. He informed the Commission that an approximate cost
of $150,000 would cover revised off ramps, a gatehouse facility, the gate
system, sod, parking lot resurfacing-coding and restriping, the fill that
would be required for the ramp and a guard rail , curbing, and some land-
scaping.
City Manager Marant suggested that the City could borrow the money to imple-
ment this project with the guarantee that these monies would be paid back
in time from the concessionaire at a minimum of $15,000 per year. (based
on five years of projections of money). He then added that the meters
that have been installed on the beach have been vadalized so often and
that the Police Department has not been able to keep this from happening
and he feels this could be an alternative.
Discussion then followed on the cost of installing more meters in the
248 unmetered parking spots. ($34,000) excluding labor and posts that
are missing.

After lengthy discussion, it was decided that City Manager Marant
would look into the possibilities for improving the parking situa-
tion at the beach and come back with a recommendation in the next
30 days.
3. City Manager Marant informed the Commission that the lease for the
Broward County Library in the City Hall building is up for renewal.
He added that the City has only been charging $1.00 a year for this
and that he feels the Library has had time to get on its feet. He
suggested the possibility of increasing the rent for this facility.
City Manager Marant then suggested that he could negotiate with the
Broward County Library for a fair and equitable rental recommendation.
Mayor Bertino requested that the Library should do something about
putting an entrance door on the'northside of the Adminstrative Build-
ing, due to the problems that have been caused with school children
running through the building. City Manager Marant assured the Commis-
sion that this would be done.
It was decided that City Manager Marant would contact the Library on
these matters.
