Administrator: Joel Volinski Commissioner: Gerald Thompson DISCUSSION OF VARIOUS AGREEMENTS BETWEEN BROWARD COUNTY AND THE CITY OF DANIA WITH REGARD TO THE EXPANSION OF THE FT. LAUDERDALE/HOLLYWOOD INTERNATIONAL AIRPORT: Mayor Bertino opened this meeting by allowing Mr. Joel Volinski to read a letter from County Administrator, Graham W. Watt informing the City that the agreements submitted by the County have been withdrawn. Commissioner Thompson informed the Commission that the "Notice of Appeal" sent to the State is only an appeal ; that no action is being taken. He added ,that its only to notify the State that the County is reserving the right to appeal is case no resolution can be met regarding this expansion project. Commissioner Cook assured Commissioner Thompson that the City of Dania is not trying to stop this airport expansion, but that the City's rights must be protected due to revenue loss. City Engineer, John Farina reviewed the map showing the relocation of U.S. N1 and the access roads #1, 2, & 3. Discussion followed concerning the relocation of waterlines in the area. Mayor Bertino added that he felt the City is not being unreasonable for wanting the County to pay for the expenses incurred in providing the access roads and the relocation of the necessary waterlines. The Commission agreed that the agreements as prepared by the City are open to negotiations with the County for the meeting scheduled on Monday, May 10th, at 3:00 p.m. in Marsha Beach's 0 fice. Dear Mayor Bertino: on April 6, 1982, this office forwarded to you executed copies of the following interlocal agreements proposed between the County and the City of Dania: 1. Dania' s provision of Emergency Medical Services to a portion of Unincorporated Broward County. 2. Dania' s provision of full Fire Protection Services to a portion of Unincorporated Broward County. 3. Dania' s provision of Structural Fire Protection Services to the Fort Lauderdale-Hollywood Inter- national Airport in Dania, Florida. 4. County operation of the Eoisey Waiters Social . Service Center. 5. County installation of a water line, providing an interconnection with Broward County Utilities, to service areas east of the relocated U.S. 1. Since the sending of these documents, it has been deter- mined that Dania's provision of Emergency Medical Services to Broward County would not be a feasible situation, and both part- ies have agreed that the agreement would not be pursued. Forman Jack Fried Fran Gross Eve L.Savage Gerald F.Thompson An Equal Opportunity Employer is The Honorable John Bertino, Mayor Page Two May 6, 1982 r It was the County's intention in forwarding these agree- ments to the City of Dania that they serve as a complete re- sponse and compensation to the City of Dania, pursuant to the provisions of Section 4 (c) of the Development Order forwarded to Broward County by the City of Dania on March 24, 1982. In light of recent events which indicate to me that these agreements in their entirety may not be satisfactory to the City of Dania in order to comply fully with Dania's requirements pursuant to the Development Order, I must advise you that the offers as contained in these agreements are hereby withdrawn. Please understand that it is not the County's desire to suspend further communications or negotiations between the City and the County as to resolution of the issues contained in Section 4(c) of the Development Order, but only to make it clear that these agreements represent the County's full and entire offer to resolve this matter. We have every intention of discussing this matter and negotiating further with representatives of the City of Dania. However, until agreement can be reached between the County and the City as to the compensation to be provided pursuant to the Development Order, -we must withdraw our offers as contained in these agreements for the present.
