Roll Call: Present: Mayor: Robert H. Duncanson Vice Mayor: John Bertino , Commissioners : Frank Adler Robert Donly John Kay City Manager: John Lassiter City Clerk: Wanda Mullikin City Attorney: Jack Milbery Deputy Police Chief: Rudy Rigo Fire Chief: Eugene Jewell Absent: Building Official: Tom Littrell(ill) Zoning Consultant: Luther Sparkman(excused) Business: 1. Vice Mayor Bertino made a motion, seconded by Commissioner Kay to approve the minutes of the regular meeting of September 14th. The motion passed with a unanimous vote. 2. Mayor Duncanson asked Officer Charles Perrone to come forward and then read to him a letter of commendation for his capture of bank robbers. 3. Three cub scouts came before the Commission asking why a ' street sign wasn't on the corner between the post office and the scout house. The Mayor asked the City Manager to- check on this matter. 4. The City Engineer John Farina gave the cost study of the implementation of water fluoridation, which was $17,000. How- ever he stated that a major portion of that cost was for scales ! that did not need to be purchased at this time. The scales cost $10, 000. Vice Mayor Bertino made a motion to table this item until the legal ramifications can be looked into. Commis- sioner Kay seconded the motion and it passed on 'a three-two vote, with Commissioner Donly and Mayor Duncanson voting no. 5. A motion was made by Commissioner Donly, seconded by Commissioner Kay to pay the legal fees of $1,675 for Amadeo Tomaini as agreed on by the Commission when Mr. Tomaini was taken into suit. The motion passed by unanimous vote. 6. A motion was made by Commissioner Adler, seconded by Commis- sioner Kay to authorize proper officials to sign a maintenance agreement of traffic signals with D. O.T. After some discussion with the City Manager as to why ,this item needs some clarification, Commissioner Adler withdrew his motion, and no action was taken. 7a. Mr. Milbery read the ordinance providing for charges for garbage and trash pick-ups. A motion was made by Vice Mayor Bertino, seconded by Commissioner Donly to pass this ordinance on first reading. A motion was made by Vice Mayor Bertino, seconded by Commissioner Donly to amend the title to read units instead of sites. A motion was made to declare the second read- ing of this ordinance an emergency because the budget is incor- porating these fees into its figures and the budget begins October 1st, by Commissioner Kay and seconded by Vice Mayor Bertino. A roll call vote was taken all .the three motions. Mayor Duncanson-yes Commissioner Donly-yes Vice Mayor Bertino-yes Commissioner Kay-yes Commissioner Adler-yes A public hearing was then opened. A motion was made by Commissioner Donly, seconded by Commissioner Kay to pass this ordinance on second reading. A motion was made by Commissioner Donly, seconded by Commissioner Kay to pass on first reading an ordinance making interdepartmental transfers within the General Fund for the 1975-6 fiscal year. A roll call vote was taken. Mayor Duncanson-yes Commissioner Donly-yes Vice Mayor Bertino-yes Commissioner Kay-yes Commissioner Adler-yes A motion was made by Commissioner Donly to declare this an emergency item because of this needing to be done by the end of this month since the new budget starts October lst. A motion. was, made by Donly, seconded by Commissioner Kay to pass this ordinance on second reading. A roll call vote was taken. Mayor Duncanson-yes Commissioner Donly-yes Vice Mayor Bertino-yes Commissioner Kay-yes Commissioner Adler-yes S. A motion was made by Vice Mayor Bertino, seconded by. Commissioner Kay to pass on first reading an ordinance pro- viding regulation for licensing of Professional Medical Rescue Technician for the City of Dania, and to add to Section -1 "the Code of Ordinances of the City of Dania are hereby amended by adding". Mayor Duncanson-yes Commissioner Donly-yes Vice Mayor Bertino-yes Commissioner Kay-yes Commissioner Adler-yes 9 . Mr. Marant, Assistant to the City Manager, presented an up-to-date report on the possibility of renovating the Old Dania Elementary School to a new municipal building. Because of the parking problem, Mr. Marant will continue to look into the situation and alternative solutions and report back to the Commission in two weeks. Mr. Stanley Leskin commented on doors and windows being opened in the old school and the Mayor asked the City Manager to see that steps are taken to secure the area. 10. A motion was made by Vice Mayor Bertino, seconded by Commissioner Donly requesting the City Attorney.:to:.draw .up a resolution appointing George Hewlett, Tom Wolfe and Robert LaCroix to the Civil Service Board. Motion passed unanimously. 11. The City Attorney was asked to draw up an ordinance adopting the Water Budget and preliminary Sewer Budget for 1976-7 . A Special meeting was called for September 30th at 5 : 30 p.m. to adopt these budgets. City Commission -2- September 28, 1976 Tp4) 12. A motion was made by Commissioner Donly, seconded by Vice Mayor Bertino to authorize the City Manager to advertise for bids for cars for the police and fire departments. The motion passed on a unanimous vote. 13. Commissioner Donlly made a motion, seconded by Vice Mayor Bertino to pass on first reading an ordinance of the City of Dania, Florida adopting budget and appropriations for the Water Operating Fund and the Sewer Budget for the fiscal year 1976-7. A motion was made by Vice Mayor Bertino, seconded by Commissioner !, Donly to declare this ordinance an emergency because of the new budget going into effect on October 1st. A motion was made by Vice Mayor Bertino, seconded by Commissioner Fr, Kay to pass this ordinance on second reading. The three above motions were passed on roll .call votes. s'.:.
