SPECIAL MEETING
FEBRUARY 24, 1983

1, DISCUSSION OF NEW GRIFFIN ROAD AND RELATED 14ATTERS:
11r. Arnold Ramas from Mid South Engineering stepped forward to represent
Broward County regarding the relocation of Griffin Road and explained
the County's position on the following points of interest:
1. Connection under the bridge that would permit perimeter road
traffic to come under new bridge on Griffin Road and then use
N.W. loth Street: The County will .build a construction with
the understanding that the City may barracade if they wish or
in the future, open this general area.
2. Sound Barrier Wall : The wall will stay with zig zag design and it. :
will be so that in the future the wall can be made higher. There
will be a combination of trees and shrubbery.
3. Shifting N.W. 10th Street further north into airport property to
provide greater separation: The problem is obtaining the right-
of-ways from the FAA for this, and due to it not being for airport
interest, Mr. Ramos didn't feel this would be possible.
4. Possibility of leaving existing railroad crossing at N.W. loth Street
at Federal Highway or adding new crossing to the north: Mr. Ramos
explained that due to safety reasons this crossing cannot be left
there. He explained that the County would assist the City in trying
to make a new opening, but that he felt there would be difficulty
with the railroad and did not feel optimistic about this being done.
Discussion then followed_ concerning the maintenance of the wall area
along N.W. loth Street. City Manager Marant recommended that three
people represent the City (City Engineer, resident, and Mr. Bill Brooks)
to help plan what kind of trees and other landscaping will be put in
along the sound barrier wall .and that another public hearing be held
before adopting the discussed guidelines.
After futher discussion, the Commission directed City Attorney Adler to
review the legalities involved concerning the railroad opening at N.W.
loth Street and Federal Hwy.
City Manager Marant informed the Commission that within the next 10 days
he will notify the committee concerning the landscaping issue and then
at the first regular meeting in March he will be able to report to the
Commission on what. has been determined regarding the railroad crossing
issue and the landscaping, and that by the second meeting in March some
definitive action can be taken.

2. CONFIRMATION OF CHANGE FROM.REGULAR SCHEDULED COMMISSION MEETING OF
MARCH 8, 1983, TO WEDNESDAY, MARCH 9; 1983, DUE TO ELECTION.
A motion was made by Commissioner Donly, seconded by Commissioner Cook
to change the regular meeting to March 9, 1983, due to the election.
The motion passed unanimously.
City Manager Marant informed ,the Commission that the Civil Service Board
has requested a 90 day extension of the present Board after the general
election on March 8, 1983, so that they can finish the amendments to
the Civil Service Ordinance that was designed in 1966.
City Attorney Adler informed the Commission that the law requires .that each
term ends at each general election. He expTained that the Civil Service
has no public hearings scheduled during the 90 day extension period and
that the Commission could extend for 90 days and pdssibly be challenged or
just defer appointment of new board (present board will serve until
successors are appointed) , in other words, do nothing.
A motion was made by Commissioner Adams, seconded by Commissioner Cook
to adjourn this meeting. The motion passed unanimously.
