Byrd Vice Mayor: John Bertino Commissioners: Jean Cook Robert Donly James Adams City Attorney: Frank Adler City Manager: Richard Marant Deputy City Clerk: Mary Jabalee City Manager Marant began the meeting by informing the Commission that a special meeting should be held on Monday, May 9th to adopt, by resolution, the General Fund budget revisions. Mr. Marant explained the importance of this meeting due to the Commissioners being in Tallahassee and that the Police and Fire pay plan increases as approved by union contract going into effect for next Friday's payroll. 1. Discussion of Executive Salary-Plan The Commission reviewed: the Executive Salary Schedule and Fringe Benefits plan as prepared by Long Associates. A motion was made by Commissioner Donly, seconded by Vice Mayor Bertino to pay for a $100,000 life insurance policy for all City Management personnel (City Manager, Building Official , Police Chief, Fire Chief, City Clerk-Finance Director, Personnel Director, Public Works-Utility Director, and Recreation Director) excluding the Deputy City Clerk position until the City Attorney can bring back an opinion on whether it is necessary to appoint this position by the Commission. The motion passed unanimously. A motion was made by Commissioner Donly, seconded by Vice Mayor Bertino to prepare a Non-matching or Contributory Deferred Compensa- tion Plan to be developed by City Administration. The motion passed unanimously. A motion was made by Commissioner Cook, seconded by Commissioner Donly to grant a four (4) week vacation leave to Department Heads who have been employed for at least one year. Commissioner Cook withdrew her motion. A motion was made by Vice Mayor Bertino, seconded by Commissioner Adams to make vacation pay as follows for Department Heads only: 1-5 years 3 weeks 6-15 years 4 weeks 15 years plus 5 weeks The motion passed unanimously. Commissioner Donly requested City Manager Marant to come back to the Commission with a revised suggested pay range for Department Heads that would reflect a realistic view of salaries compared to other cities the size of Dania. � J The Commission scheduled a Special Meeting for Monday, May 9th at 2:30 P.M. 2. Distribution Formula regarding Gas Tax A motion was made by Commissioner Donly, seconded by Vice=Mayor Bertino to adopt the resolution approving the distribution formula regarding the gas tax that was formulated by the City Managers and endorsed by the Broward County League of Cities. The motion passed unanimously. 3. Approval of Non-union Employees Compensation Plan A motion was made by Vice Mayor Bertino, seconded by Commissioner Adams to adopt the Non-union Employees Compensation Plan. The motion passed unanimously. A motion was made by Commissioner Cook, seconded by Vice Mayor Ber- tion to adjourn this meeting. The motion passed unanimously.
