DEVELOPMENT OF REGIONAL IMPACT ADOPTED BY CITY OF DANIA
ORDINANCE NO. 20, AS AMENDED BY CITY OF DANIA ORDINANCE
NO. 04-84, TO PROVIDE THAT PHASE I OF THE PROJECT SHALL
CONSIST OF A 250 ROOM HOTEL, A 60,000 SQUARE FOOT OFFICE
BUILDING, AND A 250,000 SQUARE FOOT DESIGN CENTER
SHOWROOM BUILDING, AND THAT PHASE II SHALL CONSIST OF A
250,000 SQUARE FOOT DESIGN CENTER SHOWROOM BUILDING, A
120,000 SQUARE FOOT OFFICE BUILDING AND A PARKING DECK
OF 235 PARKING SPACES; APPROVING A REVISION IN THE

2. PRESENTATION
2. 1 Presentation by Ms. Goldie Last, for approval of a fund
' raising festival on Thanksgiving Sunday for the "Hunger
Project" .
..Ms . Last stepped forward to request approval of a fund
raising festival, to be held at Dania Jai Alai and
sponsored by the Dania Business Association, explaining
that all charities will be invited to participate. She
also explained that the date originally planned for the .
festival has been changed to December 1st.
A motion was made by Vice-Mayor Bertino, seconded by
Commissioner Adams to sanction the fund raising festival
with the stipulation that it meets with the approval of
the City Manager. The motion passed unanimously.

4.1 AN ORDINANCE OF THE CITY OF DANIA, FLORIDA, AMENDING
SECTION 2-12 OF CHAPTER 2 OF THE CODE OF ORDINANCES OF
THE CITY OF DANIA, FLORIDA, ENTITLED "ISSUANCE OF SHORT
. TERM PROMISSORY OBLIGATIONS" TO INCREASE THE MAXIMUM
ALLOWABLE OUTSTANDING SHORT TERM PROMISSORY OBLIGATIONS
TO A SUM NOT TO EXCEED SIX HUNDRED THOUSAND DOLLARS was
read for second and final reading by Mayor Byrd.
Mayor Byrd opened the public hearing. Hearing no one
speak in favor or opposition, the Mayor closed the
public hearing.
A motion was made by Vice-Mayor Bertino, seconded by
Commissioner Cook to adopt the ordinance on second and
final reading. The motion passed on the following roll

4. 2 AN ORDINANCE OF THE CITY OF DANIA, FLORIDA, AMENDING
SECTION 13-69 OF ARTICLE IV OF CHAPTER 13 OF THE 1980
CODE OF ORDINANCES OF THE CITY OF DANIA TO PROVIDE FOR
AN INCREASE IN THE MONTHLY CHARGE FOR GARBAGE AND TRASH
PICKUPS FOR RESIDENTIAL UNITS FROM $5. 00 TO $5.90 AND
It FOR SMALL BUSINESS UNITS FROM $7.50 TO $8.85 ; AND
PROVIDING THAT THE EFFECTIVE DATE OF THIS ORDINANCE
SHALL BE AS OF THE OCTOBER, 1984 BILLING DATE was read
for second and final reading by Mayor Byrd.

OF THE WATER DEPARTMENT OF THE CITY OF DANIA, FLORIDA

4 .5 AN ORDINANCE OF THE CITY OF DANIA, FLORIDA, ADOPTING THE
ANNUAL FISHING PIER BUDGET AND MAKING APPROPRIATIONS FOR
THE FISCAL YEAR BEGINNING OCTOBER 1, 1984, AND ENDING
SEPTEMBER 30, 1985, FOR THE MAINTENANCE AND CARRYING ON
OF THE FISHING PIER OF THE CITY OF DANIA, FLORIDA was
read for second and final reading by Mayor Byrd.
Mayor Byrd opened the public hearing. Hearing no one
speak in favor or opposition, the Mayor closed the
public hearing.
A motion was made by Commissioner Adams, seconded by
Vice-Mayor Bertino to adopt the ordinance on second and

4. 6 AN ORDINANCE OF THE CITY OF DANIA, FLORIDA, AMENDING
ARTICLE 6. 21 OF CHAPTER 28 OF THE CODE- OF ORDINANCES OF
THE CITY OF DANIA, FLORIDA, TO PROVIDE CHANGES IN THE
OFF-STREET PARKING REQUIREMENTS was read for second and
final reading by Mayor Byrd.
Building Official Maxwell explained that the ordinance
changes the parking requirements from the present 10' x
20 ' spaces to 9 ' x 18 ' spaces and changes the aisle
width from 25 ' to the standard 24 ' aisle width. He
explained that the ordinance allows compact car spaces
up to 25% of the required parking area and also changes
the size of the compact car spaces from 7-1/2' x 15 ' to
8 ' x 16 ' spaces to include mid-size cars.

Mayor Byrd opened the public hearing. Hearing Bob Mikes
comment that the passage of this ordinance would
eliminate the need for many parking variance requests,
thereby reducing the opportunity for the City to obtain
additional landscape concessions, the Mayor closed the
public hearing.
A motion was made by Vice-Mayor Bertino to deny the
passage of the ordinance. The motion died for lack of a
second.
During discussion, it was pointed out that landscape
requirements are determined by the landscape ordinance
and controlled through the site plan approval process
and the parking requirements as determined by the
parking ordinance need to be adjusted to conform to the
normal standards.
A motion was made by Commissioner Cook, seconded by
Commissioner Adams to adopt the ordinance amending
Article 6. 21 of Chapter 28 of the Code of Ordinances to
provide changes in the off-street parking requirements
on second and final reading. The motion passed on the
following roll call vote:

11. DISCUSSION
* At this time the Citizen's Complaint ( item 14. 1) was
discussed.
12. ADMINISTRATIVE REPORTS
12. 1 City Manager Marant reported that the sanitary sewer
rehabilitation program has started. He commented on a
letter received from Mr. A.J. Ryan re a proposed
ordinance amendment to increase the height of certain
buildings in certain designated areas.
City Manager Marant also reported that the lighting
projects at Frost Park and Modello Park are complete and
that the pier piling project is underway.
12.2 City Attorney - no comment.
13. COMMISSIONERS COMMENTS
13.1 Commissioner Adams - no comment.
13.2 Commissioner Cook commented on the hazard created by the
bus stop on Dania Beach Boulevard at the corner of City
Hall and requested that City Manager Marant investigate
the possibility of moving the bus stop further West.
13. 3 Commissioner Donly - absent.
13.4 Vice Mayor Bertino commended City Manager Marant on
progress made in the appearance of the Beach.

13. 5 Mayor Byrd reminded City Manager Marant to check sewer
funds available to bring the 10 acre tract west of
Collins on line.
Mayor Byrd also commented on the findings of the
Election District Study Committee and suggested a
Special Meeting be held for action on the Election
District Study Committee report.
14 . CITIZENS' COMMENTS
COMPLAINTS
14. 1 Mrs. Philpart of 216 S.W. llth Avenue, Dania, stating
that her water bill is too high. . This matter was
+` checked out by Utilities Superintendent Julian Allen.
City Manager Marant read a memorandum from Julian Allen
in response to Mrs. Philpart's complaint reporting that
Mrs. Philpart was advised that the problem is a leak
that is not the City's responsibility. Mrs. Philpart
did not attend this Commission meeting.
A motion was made and seconded to adjourn this Commission meeting.
