FLORIDA, HELD SEPTEMBER .9, 1966.
The City Commission of the City of Dania, Florida, met in
• Special Session in the Commission Room at the City Hall.
Present were: MAYOR-COMMISSIONER JAMES G. ADAMS
COMMISSIONERS GUS S. BRICE
FRANK SALVINO
S. ELLIS YOUNG.

• The meeting was called toIorder at 8':OO P.M. by Mayor Adams,
after which Pledge of• Allegiance`was„held.
The meeting was called. for the'purpose'of presenting proposed ,"
fees for Occupational Licenses:
City Attorney Walden read- the .ordinance entitled:.
AN ,ORDINANCE amending,Section 18-14 Code-of Ordinances, <
City of Dania, Florida, ,concerning,the'Occupational
License fees to be paid by' persons,. firms or associa '
tions engaging in and managing businesses, professions `
or occupations within the City of Dania, : Florida, and
• providing that said section• 18-14, Code of Ordinances, `
City of .Dania, Florida, except if amended herein, shall ,
remain in full force and' effect; and repealing all
ordinances and parts of ordinances in conflict herewith
and providing that this ordinance shall be in .force.and
effect immediately -upon its,.final passage and adoption.
Mayor Adams called for,objections.
Robert'Grammer stated that he was not objecting to .the`$45.00:`
proposed for a General Contractor's license; but: h,e asked if
they could buy a card like the Electricians 'and' the Plumbers
• (Master) . He asked will,the General Contractors be.given 'the
same priviledge as the rest 'of'the Cities'.do.
Bob Houston objected to the raise in license.,fees stating. that,.
it is hard enough to'get most of the people to.take out:a license, '
and if the fee is raised we will have more people working,.intthe
• city without a license..
Someone asked what is the reason for changing these fees
'r, ' Commissioner Young. replied that. in these. particular. catagories
we are considerably .behind the communities in our area, "tliey.are
• _ only "updating" these.
Bob Kelly stated that one of the biggest: problems .we have is'
people
coming into the City and doing service work and not having a license. ' '
He stated that these people ought to'. be caught and made to buy a
license, thereby increasing the license income considerably. He
® stated that he has to have a license to service televisions in Holly
wood "does Sears & Roebuck have to have a license-to-service in Dania,''
does Burdines or any of the other big places?" ' He felt that if it
was policed a little more thouough 'the fees" could be; left.as;they
are and they would have more efficient licenses and more income
of them.

Mayor Adams agreed that we ought to have a little more enforcement
to check into it to make sure that everyone wlo should have a li-
cense has a license. -
City Manager Goldberg stated that Mr. Kelly failed to point out that
• he has two places of business,. one a sales shop, and one a repair'
shop.

Commissioner Zenobia stated that they are trying to straighten out
something that has been lying dormant for a long time, and the past -
Commission was going to do it, then they dropped it in the middle of
• a meeting one night.
It was asked why Insurance companies were raised from $25.00 to $35.00.
City Manager Goldberg stated that it was felt that $25.00 was too low,
and that $35.00 was more reasonable.
Luther Sparkman objected to the proposed fee for Real Estate.
gommissioner Brice: Mr. Houston, there is only one thing I'would like '
to ask you. I think that since I have'been on the Commission that at .,,"
least 3 times you personally have asked us why we didn't do something
• about the licenses. Now, you have said to us-that we; are doing this
hastily. We have been criticized every time we have a Committee meet-r;;' '
ing because we don't thrash all of ,this out. We came here with a pro-
posal, and if you will look over this list we,-did not change -every . .
license in the city, not by a long run. Now this is something that the `
Commissioners have been doing some studying about. Not .with a committee.
• But why are the commissioners elected;if we are going: to:'appoint a
citizents committee to do everything you are not going to need Commis
sioners.
Commissioner. Young stated)' as a point of clarification, to the infer-
ences given tonight, the proposed,.amendment to ,the ekisting .ordinance•
• would -not have passed tonight, because he would .hotihave allowed it, to:.. `
pass on three readings without time to analyze it. He went along with
two readings. '
A motion was made by Commissioner Young that the amendment'as"read to be
adopted to, Section. 18-14 be`.passed on third and final reading. The' .
• motion was seconded by Commissioner. Zenobia.
Commissioner Brice suggested a change to the motion for, consideration,
that where there is a-.business that is operating under two classifica-
tions, that it be given consideration before the license is' issued,
such as the sales and service that was brought up tonight'.

Commissioner Young stated that'h
motion for the simple reason that it is not only effecting just one,
there are a number of real estate offices as well as insurance, how-.'•`r s
ever they are in theory operating two completely',different fields ;b
endeavor, and so is the television sales and service operating in a .,
• completely different field. One other reason is that if someone would '' ''t '
seek to secure a license for one class of this operation,''such as .re-
pairing or servicing television', then they should not be•'forced to pay
a fee for their office to sell stock.
Commissioner Salvino stated that, since they had such short notice,
• they ought to pass it through next year instead of ,this year.
Reverting back to the motion to: ass,.,the,ordinance on''third

City Attorney Walden stated that .the Chamber- of Commerce has:asked
that we adopt a proclamation declaring, Saturday,' September 17, 1966,-'
to be"Genevieve M. Ryan Day'?. He then :?.; read proclamation._
A motion was made by Commissioner Zenobia authorizing .the proclama
tion to be issued._ The motion was seconded by Commissioner Young,
and the roll being called, the Commissioners voted as follows:
