The City Commission of the City.of Dania, Florida, met in
Regular Session in the Commission-Room at the City Hall.

The meeting was called to order at. 8.:00 P.M.".:1e"by Mayor Adams,
after which Invocation and Pledge of Allegiance were held.
A motion was made by "Commissioner' Zenobia that Commissioner Salvino

Public Hearing for objections to paving certain streets in
the City. •
NOTICE IS HEREBY GIVEN that the City Commission of the City
of Dania, Florida, shall meet at 8:00 P.M. on the 21st day
of March, 1966, at the City Hall in said City for the purpose
of hearing any objections or remonstrances that may be made
to the improvements in the following described street, or
public thoroughfare, the nature and extent of the work to
be done, the kind of materials to be used and the estimated
cost of the improvements being hereinafter set forth;

Mayor Adams called for objections. . Objectors were as follows:
(1) Clayton Wilkes presented a petition asking to withhold resurfac
ing until the beginning of the next fiscal year, so that"suffi- .
cient monies .can be made available for resurfacing, as has been
done in the past years, without cost to property owners".
(2) Mr. Robert Houston, representing Mr. E. C. Edge, objected to the
resurfacing of S.E. 3rd Avenue.
(3) An unidentified man objected to the resurfacing of S.W. 13th
Street.
(4) Robert Markowitz, 249 S.W. 13th Street, objected to the resurfacing
of S.W- 13th Street.
(5) Bill Hill objected to the assessment and asked that they wait until
next year and appropriate the money.
(6) Mr. Houston objected to the resurfacing of 3rd Avenue, he stated
that it did not need it at this time. He further stated that the
condition of the streets is caused by faulty maintainance.
Commissioner Brice stated that he will.not go along with paving any
streets, under any budget, without an assessment.

Bill Hill stated that it is not the people who live on 13th Street
who have torn it up, it is the busses going to South Broward High
School.
® A motion was made by Commissioner Zenobia to table the matter until
they can check out the petitions. The motion was seconded by Com-
missioner Brice, and the roll being called, the Commissioners voted

Public Hearing on application of Raymond A. Ross, Jr. , to
rezone that portion. of-the .NEk of the NEk of the SR of
Section 3-51-42, from C-1 zoning classification to B-2
zoning classification.

NOTICE IS HEREBY GIVEN that the City Commission of the City
of Dania, Florida, shall conduct a public hearing at .8:15
P.M. , Monday, March 21, 1966, at the City Hall, City of
Dania, Florida, for the purpose. of considering the applica-
tion of Raymond A. Ross, Jr- , to re-zone the following des-
cribed real property, to wit':from C-1 zoning classification
to B-2 zoning classification.

A motion was made by Commissioner,Zenobia to-turn the bids over to
the Acting City Manager for tabulation and recommendation. The
motion was seconded'.by Commissioner Brice.'
Mr. Houston questioned the bid from Tom Wood Equipment Corp. Mr.
Paul Turner, of. Tom Wood, was present; but had not seen the bid
and knew nothing about it.

A motion was made by Mr. Jackson to approve the plans as

(2) Public Hearing, 7:45 P.M.: Louis Marrone requests a

A motion was made by Mr. Jackson to re-advertise for a variance
permit,to correct the legal description, and to recommend that
the City stand the expense of the re-advertising; also, to re-
commend a Public Hearing be held April'12, 1%6, at 7:45 P.M.
The motion was seconded by Mr. DiMauro, and carried unanimously.
A motion was made by Commissioner Zenobia to authorize a Public Hear-
ing to be held April 12, 1966, at 7:45 P.M. The motion was seconded
by Commissioner Brice, and the roll being called, the Commissioners

(3) Public Hearing, 8:15 P.M.: Tom Lamberth requests a vari-
ance permit to paint a directional sign on South side of
New Katherine Hotel.
Address: 2 N. Federal Highway.
No one was present representing Mr. Lamberth or Marine Life.
A motion.was made by.Mr. Jackson to table this until.a repre-
sentative is present. The motion was .seconded by Mr. DiMauro,
�. and carried unanimously.

(4) Attorney Robert Dubow, representing Mr. George Arcaro:
Requests Public Hearing to vacate the following. streets:
Ponce DeLeon Avenue, Franklin Street (2nd St.) , Columbus
Street (2nd Terr.), DeSoto Street (1st Terr.), Balboa
Street (1st St.); and the alleys in Blocks 2, 3, 4, 5 &
6, to allow the construction of, condominium apartments.
A motion was made by Mr. Jackson that a public hearing to vacate
!• the above mentioned streets and alleys be held on April 12, 1966,
at 8:15 P.M. The motion was seconded by 'Mrs. Panella, and carried
unanimously.

• (5) Mary Bine and an unidentified man were present, representing .
the Church of the Living God, 808 N.W. 3rd Terrace, request-
ing permit to complete partially existing building on the rear
of the church property.:
It was suggested that they work out-..the plans with Building In
spector Lindeman, after which• the Board could hold a Special
Meeting to take action ontthe request.

(6) Mrs. Bernie Morris: Request to move house from front of
lot to back of lot.
Legal: Lot 6, Block 13,, Town of Modello (Dania)
Address: 63 N. Federal Highway
® Mrs. Morris presented a petition in favor of the request.
The Board members pointed out that the property is not zoned
to allow the construction of .a .gas station. They suggested
that Mrs. Morris should bring representatives from the gas
company to the next meeting to request the change of zoning
which would allow the construction.

(7) Mr. C. T. Robertson, representing Pirate Ports of Florida,
Inc. ,: Request permission to publish an amended site plan
and requesting a Public Hearing.
A motion was made by Mr. Jackson to authorize a public hearing
for April 12, 1966, at 8:30 P.M. The motion was seconded by Mr.
DiMauro, and carried unanimously.

Correspondence.
Acting City Manager Thornhill bead a letter from Mrs. Mayo requesting
permission to dock her drift-fishing boat "Grampus" at the dock.space .
at Dania Beach on the west side of the new bridge.
Mrs. Mayo was present, along with 'two gentlemen, and she informed the
Commission that she had docked the boat there once before at $50.00
per month. One of the gentlemen stated that they would put their own
water and electricity in; and they would clean up that area.
A motion was made by Commissioner Zenobia to instruct the City Attorney
to enter into a lease for the City of Dania with Mrs. Mayo to dock the
"Grampus" •at $50.00 per- month. The motion was seconded by Commissioner
Brice, and the' roll being called, the Commissioners voted as follows:

Acting City Manager Thornhill read a letter as follows:
"Dear Mrs. Thornhill,
Beacon Ambulance has been asked in the past if it were possible
to place an ambulance in the City of Dania. Until the present it was
not economically good business. for us to do so. We now see a need for
a station in Dania and some of' your Commissioners have suggested that
we station one in your new Fire Station.. .-'.This I'm sure would be of
great benefit to your City and would'help 'us to serve you better.
If this meets with your approval and is possible we are ready to set
up immediately.

Fire Chief Lassiter reported on a meeting in Hollywood; .March 18,
and recommended that if the Commission' wished to go ahead with the
request, it should be done on a trial basis-. ; He advised that, first:
of all, they would have to provide: living quarters, for the ambulance

crew 24 hours a day, second,' they would have to provide some means
of communication for them. ' Also, there would be the problem of per-
sonnel working for two different bosses in the same quarters; and if
in any way this impairs the efficiency of the Fire Department, or if
there is any personal conflict between the men, the Fire Department
would have to come first.
A motion was made. by Commissioner Brice to table this, have it studied
by the Police & Fire Committee, and bring it back to the Commission
discussion. The motion was seconded by Commissioner Zen-
obia, and the roll being called, the Commissioners voted as follows:

Acting City Manager Thornhill presented a letter from "The Fiesta
Tropical" of Hollywood, regarding the parade to be held Friday Even-
ing, April 1, giving the starting point of the parade and the time
to be there. Also, she received a phone call from Mr. Maffie of the

Dania Chamber of Commerce inviting all the Commissioners to appear
the Band Shell in Hollywood; Wednesday evening at 8:00 P-M. , it is
Dania Day and the Mayor will be recognized.
(r; Acting City Manager Thornhill read a letter as follows:
"Gentlemen°
Our recent rate reduction makes electricity a bigger bargain
than ever for you. We know you are interested in the effect
this reduction will have on your many service accounts.
We have compared your most recent bills on the new rate with
is the previous rates on your many accounts. Your monthly re-
duction is estimated to be $73.74. . On an annual: basis this
savings will be $884.88, or approximately 15 percent.
In addition, your monthly reduction on your street. lighting
account is estimated to be $39.40. On an annual basis this
savings will be $472.80, or approximately 2.62 percent.

Acting City Manager Thornhill read a letter as follows:
"Dear Mrs. Thornhill:
Enclosed find an original and one copy of Legal Descriptions
indicating as. Parcels A, B, and C, together with: a print of
the Right of Way Map'showing these parcels in ,red.
Please take the necessary steps to, obtain title to these three
parcels as they:are needed::to. make the:necessary connections
i r to the side streets involved.
We would appreciate your'keeping this office up to date as to
the progress being made on this matter.

Mrs. Thornhill advised that it� is more-or-less radius on S.W. 2nd
Avenue & Dixie Highway, S.W. 4th Avenue & Dixie Highway, in order to.
® make the turns at these intersections,. that they are requesting. We
have to obtain the right-of-way ih'.order for them to proceed with
this project.
Commissioner Brice suggested that it be turned over to the Acting
City Manager.
Acting City Manager Thornhill•advised'that 'there.will',be'a Special
Meeting of the Broward County. Area .Planning Board, on "Solid•Waste
0;,
Disposal Problems" on March 3 1956; at 9*00 A.M: , They requested
a representative of the City of .Dania attend this meeting.

Acting City Manager Thornhill advised that there is also a meeting
at the State Road Department Office, State Road #84, with Mr. Sen-
nercia, State Road Board Member, March 22, 1966, at 2:00 P.M.
• Acting City Manager Thornhill read a letter from the Department of
Health Education and Welfare, as follows:
"This is a follow-up of our recent inspection; based on
Information obtained, the final .30 percent amount of grant
indicated is $154,408.00; which would call for an increase
• of $4,048.00 which the state advises must bye requested
through channels according to established procedures:
Please also refer to the other items on your copy of our
inspection memorandum and furnish the- information at the
earliest possible date. If
• Mrs. Thornhill reported to ;the Commission that.she received a chedk,' _
for $134,300.00 as 90% -of the original grant. Mr. Walden was going
to check with the trust officer at the Dania Bank as to what is to . :
be done with this money.
Attorney Walden stated that they have to turn it over to the Trustee.
• Mrs. Thornhill stated that it would be deposited tomorrow.
Acting City Manager Thornhill read a letter as follows:
"Dear Mrs. Thornhill:
• We have made a.final inspection of the painting of the Water
Treating Tank and related piping at the City of Dania Water
Treatment Plant.
The work,was found to be completed and in accordance with the
plans and specifications. We therefore recommend that the
Contractor, G. & G. Sandblasting, Inc. , be paid the remainder
• of the contracted amount.

Mrs. Thornhill advised that the balance is $302.40, which is a 10%
hold-back until final approval:

Building Inspector Lindeman advised that Mr. Marrone is present and
would like approval of the plat for the proposed marina. He advised
that Mr. Marrone does not have his bond for the streets and sidewalks
• yet.
Attorney Walden stated that he thought they ought tore-write the
ordinance and put the name of the plat in, and pass it on all three
readings at the next meeting.
Mr. Bill Hill, from the audience; stated that he felt that Mac's
Wrecker Service deserved some recognition for getting the boat,that
had been sunk during the hurricane, out of the Dania Canal. He also
suggested that there ought to be some lights put on the boat ramps
at Houston Park so that the fishermen can see how to get in and out
at night.
Bill Sinclair, from the audience, stated that during the past month
there has been quite a lot of door-to-door solicitation by a religious
group called JehoVahs Witnesses. He asked what right they have to
solicit door-to-door. He stated that he;came to City Hall ,and asked ;

m if :needed a permit.or license, and was told that "being as they do
not ask for direct solicitations, everything that they accept is on
a donation basis, they are not required to have a permit such as any-
one else in the City who solicits is required." He asked for an
opinion as to what these people can do.
• Chief Smith replied that as a rule they do not fingerprint anybody
from a'religious group; and that if they were selling or soliciting
they would have to fingerprinted and photographed by the Police De-
partment. But they do not do.it with religious groups.
Mr. DiMauro,. from theaaudience, asked when are they going to get a
O City Manager; "Ve::need one right now" . Also he asked whatthas hap-
pened to Commissioner Young; "He has been here two meetings all year,
and no special meetings."
Mayor Adams replied that last meeting he was here, the meeting before
he called in; "But I didn't hear anything tonight, so I couldn't tell
• you any further". . ,
Bob Houston, from the audience, informed the Commission that he has
mentioned about the intersections in the• City, the rock and sand and,
debris, and asked that the City get someone to clean them up; it is
still not done.. He further stated that someone asked him "What are
• we mowing in the City of Hollywood for?", and was informed that the
City mower was mowing in the City, of Hollywood. . "This outside work
is sadly neglected. . Lets get,-it 'cleaned up." He stated that it is
unfair to expect' Mary to take care of all these things; ."Tell the
man who is supposed to :do^it to get out there and do it."
• Commissioner Zenobia stated that Bili Hill brought up about the sea
wall at Houston Park. , "I would dike to. see-that sea wall checked into,
because I aentioned this once before that .it' should be taken care of.
I also think we should go on record of trying to get some lights up
there also." He further stated that at,Houston Park there is a strip
of paving that�was dug up about a year•.ago, and it still hasn't been
• repaired. He wanted to see:,it repaired. Also, there are some Austra-
lian Pines there that .should, be pulled out. , !'They were also put on the
list to be taken care of,' and they haven't. been taken care of." He
suggested that a letter be sent to James `Donn asking him to clean up
his lots. "I don't think the-City is looking very good at .all. We
didn't do any mowirig;for •quite a while, now they are trying.to catch
• up. We did do some. mowing for:Hollywood, V found that out too, Mr.
Houston, but it was- stopped right away:" `
Mr- Houston stated: that down at the South end of the City on the
Highway, the,State Road. Department has a directional sign there that
sticks out. He asked if there has .been a request made to them to move
•, it back.
Building Inspector Lindeman stated that they have been requested to
move it.
Commissioner Zenobia stated that the sidewalk around the Jai-Alai is
all crumbled up. It should be taken care of before someone gets hurt.:,
"This has also been told, but it hasn?t been taken care of" .
Mayor Adams presented the bills for the month of &ebruaty to be_.apprdved
for payment.
• A motion was made by Commissioner. Brice that the bills as presented be
paid. The motion was seconded .by Commissioner Zenobia, and the roll

Commissioner Brice stated,that, after Mr. Zenobia brought up these
items, it is his understanding that Mr. Carney has been instructed
to attend to them. "I would like to go on record as .the Commission,
in backing up our Acting City Manager, to say that we want it attended
to, and attended to now; not next week, but now."
Bob Houston asked if there have b.een'any bids received for the used
garbage trucks.
Acting City Manager Thornhill replied that they did not advertise for
bids, and they have received no bids 'in.writiing.
