FLORIDA, HELD JANUARY 32 1966.
The City Commission.of 'the City of Dania, Florida, met in
Regular Session in the Commission Room at the City Hall.
Present were: MAYOR-COMMISSIONER JAMES GL ADAMS

�'• The meeting was called to order. at 8:00 P.M. by Mayor Adams,
�:. after which Invocation and Pledge of Allegiance to the Flag
was held.
Commissioner Zenobia stated that Commissioner Young requested
to be excused from tonightts meeting.
A motion was made by Commissioner Zenobia that Commissioner Young
be excused. The motion was seconded by Commissioner Brice, and
the roll being called, the Commissioners voted as follows:

A motion was made by Commissioner Zenobia that .the, application
be approved. The motion 'was seconded by Commissioner Salvino,

A motion was made by'Commissioner Brice that-the application be
approved. The motion was'seconded by Commissioner Zenobia, and

A motion was made by Commissioner Zenobia to approve the applica-'..'

Representative from the Optimist Club to request permission
to have a Winter Festival.
Mr. Bill Hoffman, President of the Optimist Club of Dania, was
present and requested permission to hold their annual Youth
Activities Week, in which they sponsor a carnival for fund-raising
for the youths of Dania. He stated that it is tentatively set up
for January 27th to February 9th. He stated that they would post
a $50 performance bond for clean-up after the Carnival is over.
It will be located on Sterling Road, West of the FEC Railroad track.
Commissioner Salvino stated that last year they had a very "clean"
carnival, and that the Chief of Police investigated the rides very
i.. thoroughly; and he requested that the Chief do the same thing this
year.
A motion was made by Commissioner Zenobia to allow the Optimist
Club to have their Carnival on the lot mentioned, with a, $50 per-
formance bond, and waive the license fee for this event. The
motion was seconded by Commissioner Salvino, and the roll being
called, the Commissioners voted as follows:

City Manager's Report:

City Manager Salvino presented a requisition. from:
M B Construction Company, month of December: $61,715.47
Philpott Ross & Saarinen, Engineering Services: $ 892.03
Commissioner Zenobia asked if the•City Engineer recommended this.

City Manager Salvino stated that he has not received a requisition
from Goodwin, Inc.; and informed the Commission that the Sewer Plant
is 100% complete. He stated that he had nothing else to report,

except that he was sorry "in a way" to leave,,. but "in another way
' I am kind of glad to get out of here".. But.he added that he would
still be available for any services that they may: request, and that
they can call on him at any time for any help that he may give to
the person who may follow him.
City Attorney's Report:
City Attorney Walden stated that the Commission had a Hearing
Advertised in November concerning the Sewer Service Charges, with
the one change being advertised as the elimination of the charge
S` of $3.50 per month for each Mobile Home, and providing that the
rates for Mobile Homes would be the same as the rates for Trailer
Parks, namely 100% of the water bill. At the meeting, the Commis
�D sion took no action, and the City Attorney understood that the

matter was tabled until the Commission could .consider the over-all
rate structure at some future date. Then at the December 6th meet-
ing the Commission authorized a re-advertisement of this same matter
with it being scheduled for hearing tonight. He .stated that there
was an oversight, and it was not advertised. So if they wished to
go ahead and do what they authorized to be done, they could make a
motion tonight to authorize a hearing for January 17th, with the
hearing being the elimination of the existing charge of $3.50 per
month for each Mobile Home and providing that the rates and charges
for Trailer Parks and for mobile homes located in Trailer Parks
simply be 100% of whatever water bill is submitted to said trailer
parks and mobile homes.
A motion was made by Commissioner Brice to advertise for a Public
Hearing on sewer service charges for mobile homes, for January 17,
1966, at. 8:30 `P.M. The motion was seconded by Commissioner Sal-
j: vino, and the roll being called, the Commissioners voted as follows:

Commissioner Brice stated that some' weeks ago, the Commission asked
Broome & Farina to come up with some figures on the assessment of
the sewers on the front-footage basis. .That: received the report
this week stating that, using the figure of the total assessment
that is necessary, which is,in excess of $8,000) and-based on the
4.5$ per sq. ft. , as previously submitted in the preliminary
" assessment roll, the assessment per front foatwould`-be approxi-
mately $6.00 per lineal.foot. He suggested that the_:public give
t' this some thought, and at a later date to have a public hearing
on it. It was suggested that, before the public hearing, Broome
Farina should submit to the Commission the figures on the square
footage of the lots of _the City, and how they arrived,at the figure.
Commissioner Salvino stated that the Mayor, Commissioner Zenobia
and himself checked on'.:the problem created by the surfers at Dania
Beach and they suggested that the surfers should move 75 to 100

feet to the North of �the Pier, and ,pour rock,for parking area to
the North of the Pier. Parking area:'
A,. Commissioner Zenobia stated that they have some copies of the annual
Financial Report if anyone wants them.,_
A motion was made by, Commissioner Zenobia to appoint.Mary Thornhill
Acting City'Manager, atS$100 per month extra; and have Bill Carney
assist her on the outside.. The motion was seconde d by Commissioner
Salvino, .and the roll being called, the Commissioners voted as follows:

A motion was made by Commissioner Zenobia to draw up a resolution
authorizing Mary Thornhill, Mayor James Adams, and Frank Salvino,
any two out of the three, to sign checks and documents. The motion
was seconded by Commissioner Brice, and the roll being called, the

There being no further business, the meeting adjourned.
