City Attorney Walden: Mr. Mayor, all you have got to do is accept
this report and certify the returns. I think it has always been
the custom in the last few elections to go around and look at the
machines, even though they have not been challenged. If you decide
you want to do that, then you can still go ahead and move to certify
that subject to any adjustments as a result of any errors of the
machines. That would save your coming back here after a look at the
machines.
Commissioner Hill: I think, in all courtesy to the candidates who
lost in this election, we should check the machines.
A motion was made by Commissioner Young that the results of the
Primary Election, held October 12, 1965, as certified by the duly
appointed election officials, be approved as certified; subject to
a check of the machines. The motion was seconded by Commissioner
Zenobia, and the roll being called, the Commissioners voted as follows:
Grammer Yes
Hill Yes
Young Yes
Zenobia Yes
Salvino Yes

® Report from Street Committee:
Commissioner Zenobia, Chairman of the Street Committee, stated that
regarding the lighting of Sheridan Street, he checked with City
Manager Watson of Hollywood and gave each of the Commissioners a
copy of this letter,he received from City Manager Watson. He stated
i that Commissioner Young suggested that this be held over until Mon-
day night's meeting to give everyone a chance to think it over. He
further stated that Hollywood would like an answer on Tuesday.
City Manager Salvino asked Attorney Walden if this can be done jointly.
City Attorney Walden answered that they can do it jointly if they use
care in the advertising so it is a joint bid.
Joseph Thornton asked if that wasn't a State Road, and as such should
be paid for by the State Road Department.
City Manager Salvino stated that he would check into it, and have an
answer by Monday.
City Attorney Walden stated that it was asked of him if they were going
to put on the ballot this time the question of 4 year terms for Commis-
sioners.
Commissioner Zenobia stated that they passed a Resolution to that effect.
City Attorney Walden stated that it would simply be an advisory opinion
which would be binding on no one; and the only ones who would be advised
by it would be the Legislative Delegation so they would know the senti-
ments of .the people. The Legislature will meet in the Spring of 1967,
and there will be another City election in 1966. He suggested that it
might be wiser to carry it over, so that there would not be such a time
lag in between this vote and the meeting of the Legislature.
Commissioner Zenobia: I personally would like to see it on there.
Commissioner Young stated that it was his understanding that the .
Legislature had OK'd it, and it would be provided for in future elec-
tions.
City Attorney Walden replied that there was local opposition to it,
and the Commission then decided to withdraw that bill, and it was never
even sent to Tallahassee because they backed off of it. At that time
it was suggested to put it on the coming ballot.
It was decided that the Commission would come to a decision on it at
Monday night's meeting.
City Manager Salvino stated that he had a meeting with Mr. Philpott in
regards to Old Dixie Highway drainage. He has a plan to drain Old Dixie
down 7th Street to 2nd Avenue going into the existing drain that is
private property. He also recommended elevating the Old Dixie from the
Railroad going East about a couple hundred feet to a gradual slope, and
most of the drainage would be taken care of-by the swales. He proposed
to put French box-type drains under the ,high+iay. City Manager Salvino
recommended the French drains as the best solution.
Commissioner Young asked if they explored the possibility of using the
State drains on Sheridan Street.
Q. City Manager Salvino stated that they did not, but he would look into
it and bring it up again Monday night.
