FLORIDA, HELD JULY 13, 1965.
The City Commission of the City of Dania, Florida, met in
Special Session in the Commission Room at the City Hall.
Present were: MAYOR-COMMISSIONER FRANK SALVINO

The meeting was called to order at, 7:00 P.M. by Mayor Salvino.
1. Resolution: Authorizing Tony Salvino to sign checks
and documents.
A motion was made by Commissioner Grammer to pass a resolution
authorizing City Manager Tony Salvino to sign checks and docu-
ments. The motion was seconded by Commissioner Zenobia, and
the roll being called, the Commissioners,voted as follows:

Hill Yes
Young Yes
Zenobia . Yes
Salvino ' Yes
2. Appoint: 1. Assistant Judge
A motion was made by Commissioner Zenobia to authorize the City
Attorney to draw up a resolution to appoint a judge pro tem,
Herbert Moriarty. The motion was seconded by Commissioner Gram-
City Attorney Walden advised that the charter, in respect to the
Judge and any assistant Judge, provides that those offices will
be filled by local residents who are registered, and he didn't
think that the appointee resides in Dania. I do think, though,
since the Judge Pro Tem is a temporary post, the definition
being to serve in a sort of emergency situation when the regular
judge is not here. He will not be serving year-around. Several
times we have asked out-of-town lawyers to come up and sit in as
judge.
Commissioner Hill: I would like to make a comment at this time. . .
I think that Commissioner Young has done a good job in the past.
But apparently, the Commission does not wish him to serve any more.
This being the case, we do have a young man in town that I would
very much like to see given a chance to do this, that is Clayton
Wilkes. I think that if we are going to take this position away ,
from Commissioner Young, I feel like we should favor our own people
at home before we go outside of the City. I would very much like
for you Commissioners to reconsider and offer this position to our
home-town gentleman who I think you know who I am tanking about,
Mr. Clayton Wilkes.
Commissioner Zenobia:_ I know who you are talking about Commissioner,
in fact, I put his name up here one time and we had quite a squabble
over it. And I dontt believ0 he wants it now. That is why I am
putting up this name, because we had quite a squabble back in Novem-
ber over his name.

® Commissioner Young stated that he also felt that the position
should be offered to a local person.
Commissioner Grammer asked if either Commissioner Young or Com-
missioner Hill had approached Mr. Wilkes and asked if he would
be interested.

Commissioner Hill stated that she hadn't spoken with the man, '
because she felt she should discuss it with the Commissioners
first.
The roll being called, the Commissioners voted as follows:

Commissioner Hill: Well I am going to vote yes for the gentleman
because I have nothing against him, but I would still like to see
Mr. Wilkes given some consideration.
• Young .
Commissioner Young: I believe I will be forced to vote No, and
that certainly is not.a vote against the gentleman, it is a vote
as to the actual legality of the appointment, whether it be
Assistant Judge or Judge Pro Tem. ,If you call a rose by any
other name, it is still a rose. That is the reason I vote No.
• Zenobia Yes

Motion carried.
3. Civil Service Board
A motion was made by Commissioner Zenobia zo appoint a Civil
Service Board to set up a Civil Service Program, now that. it
has gone through Tallahassee allowing us to have one; to be
a five-man board, ,with each Commissioner putting up a name to
be voted on by all five Commissioners._ The motion was seconded
• by Commissioner Hill.
City Attorney Walden stated that the Legislative Session amended
the charter by providing that the City, by ordinance, could set
up a Civil Service Program. It is advisable and proper that you
have some sort of advisory board. . You would have the ordinance
first, and the official board will come later, so what you are
doing tonight is simply authorizing some advisory board to work
on the ordinance.
Commissioner Zenobia restated his motion to:
• Appoint a five-man advisory board to draw up a plan for the Com-
missioners to gyyeofinal approval to. The motion was seconded by
Commissioner Hill, and the roll being called, the Commissioners
voted as follows:

3. Resolution: Accepting Sewer Easement from Tommy Sessa.
Luther Sparkman stated that this had to do with an easement that
is down on S.E. 2nd Avenue, that is included in the over-all
change order covering Olsen Jr. High right-of-way, 'Dania Elementary,
and this. -There is a hedge up there ohiwhich they could come to no
conclusion. The cost was investigated, either to replace it or save
• it. It was recommended by a landscaper to put new ones in. The
estimated cost was $490.00. The hedge he now has are from.3 feet
to 6 feet, and they are not sure they could save any of them.
A motion was made by Commissioner Zenobia to pay Tommy Sessa
$500 for the piece of right-of-way and the hedge; the hedge
will then belong to the city and can be taken out and trans-
planted. The motion was seconded by Commissioner Young.
Commissioner Hill suggested that they use the hedges in the Colored
Cemetery. She asked, "Wouldn't you, Commissioner Grammer?"
Commissioner Grammer: Not all of them. . .no.
Commissioner Hill: Wouldn't you, Commissioner Zenobia?
Commissioner Zenobia: I would say that is up to the City Manager.
He knows best where to put them.
Commissioner Young: Now this is'the -only cost that the City is to
have on this particular deed; and I .assume we are to receive a deed.

® City Attorney Walden: You will have some miscellaneous recording
fees and that sort of thing.

Commissioner Hill asked Mayor Salvino how he was getting along
• with the Grand Jury Investigation, "following through with it?"
Mayor Salvino replied yes.
Commissioner Zenobia stated that, at the last meeting, Mr. Houston
wanted to know about the loth Street crossing, to' which Mr. Zenobia
• replied he would look it up the next day. "The contract with the
FEC and the County said $9,000 to be spent on it. Our part of it
was a bid price of $2s611, That was the part that we had to do
according to the contract that was written up."
• Mr. Houston stated that heanever knew there was a contract written
up stating $9,000.
Commissioner Zenobia: Well, it has the estimated cost of $9,000.
Mr. Houston: Thatts the estimated cost.
• Commissioner Zenobia: Well we put our part out for bid, as stated
in here, and it came out to $2,611.
Mr. Houston again asked what was the entire cost, and how did they
know the City paid 1/3 of the cost. Mr. Houston continued to
• question it further, and Commissioner Zenobia turned it over to
the City Manager to check into further.
Mayor Salvino asked City Manager Salvino what they were going to
do With the propane gas.
• City Manager Salvino answered that the first thing he checked into
when he started work on Monday was the propane gas tank's::being
brought into City property. He checked, with three Commissioners
who were available at the time, and none knew anything about it.
So he had the installation stopped at the time, until he could find
out more about it. He checked into it, in the meantime, with Fred
• Flanders, purchasing agent, ,who,has had experience with .this, and
he had some good reports on propane gas and some bad reports on it.
He stated that Fred Flanders told him that the purchasing agents
around the State had gone into it in a big way, they were all sold
a dill of goods, but .all of a sudden it came to a halt because,
evidently, it hadntt done the work that gasoline does to a motor.
He stated further that if the City Commission wants him to check
into it a little more, he will and make a recommendation Monday
night; or if they want a recommendation tonight, I recommend that
we stop and go back to regular gasoline.
Commissioner Hill suggested that the City Manager set up a conference
• with the Gas Engineers.
City Manager Salvino stated that he would like to talk to him, and
he would like to have the whole Commission talk to him too.
City Manager Salvino stated further that he understood the City
0 Commission the purchase of Automatic Voting Machines, of which
there are none in Broward County. They are using Shoup Machines,
and there doesn?t seem to be anybody in Broward County who is able

® to fix one unless you send somebody to school to teach them. So
they are not the best bid (the Automatic) . So before you issue
your purchase order, I would like to discuss it at length, and I
would like the Commission to decide whether they want to buy the
automatic or the Shoup, or readvertise, or whatever they want to
do.
• City Manager Salvino went on to point out the difference between
the two machines, and the advantages of the Shoup machine.
City Attorney Walden suggested that, since the Commission had
already` authorized the purchase of the Automatic Machines, they
• ought to make a motion that that action be tabled until further
study.
A motion was made by Commissioner Grammer to table the action that
was taken on the machines until the City Manager can come up with
more literature on the machines. The motion was seconded by Com-
missioner Zenobia, and the roll being called, the Commissioners
voted as follows:

City Attorney Walden: Mr. Mayor, just as ajpersonal note, last
week, after completing 10 years of service as City Attorney,
Saturday night I was very greatly honored and surprised. I was
invited to a local restaurant for dinner, and I. found all the
Commissioners, Chief of Police and Fire Chief, along with Mrs.
Thornhill who was also guest of honor. . .if that is what we were
Mary. . . And I was given a ,plaque, and I would like to openly
and publicly express my appreciation, and also to thank you.
It has been an honor to work with' the City these,10 years. Again
• I want to express my compliments to Mrs. Thornhill. When I started
here she was the City Clerk, and she has made- by job much easier
these ten years. So I would like to go. on record as thanking her
openly in public.
Mary Thornhill, City Clerk: Thank you, Mr. Walden. And I would
like to join Mr. Walden in expressing my appreciation for the
plaque I received also.
City Manager Salvino: Mr. Chairman, I would like. to make a state-
ment. I appreciate the confindence that has been placed in me, And
I promise you one thing. . .I hold no grudges, I will try to serve the
five commissioners equally, I will try to serve the taxpayers on equal
basis, and I want to notify everybody in the audience and everybody
that is not here, that my office will be open for your inspection or
just to listen to your problems. I am here to try to work out the
problems of the taxpayers of Dania, and I hope they get their money?,s
worth. I will do the work to the best of my ability. I have known
0 , Dania for so many years, I think I can do a good job. If there is
some time that I feel that I haven't done a good ,job, I will know,
myself whether I can handle it or not. I have confidence in myself
that I can handle it, and any time that I feel that I cannot handle
it, I will resign. But I think I can handle it, and I would like to
have the co-operation of the public. I will serve the public to the .
best of my ability, and I want to thank the board here for the confi-
dence placed in me.
There being no further business on the agenda, the meeting adjourned.
