The City Commission of the City of Dania, Florida, met in Special Session in the Commission Room at the City Hall. • Present were: MAYOR-COMMISSIONER FRANK SALVINO COMMISSIONERS ROBERT GRAMMER VERA L. HILL S. ELLIS YOUNG CARL ZENOBIA CITY ATTORNEY CLARKE WALDEN • CHIEF OF POLICE MONTIE SMITH CITY CLERK MARY THORNHILL The meeting was called to order at 7:00 P.M. by Mayor Salvino. The meeting was called for the purpose of approval of Change Order request number 61 Sanitary Sewer & Pumping Station. • Mayor Salvino requested that Mr. Philpott come foreward and explain the Change Order, which Mr. Philpott did. Mayor Salvino asked what was change order number one? Mr. Philpott replied "to re-locate the sewercNorth of the Elementary • sewer to an easement on the school property because of lack of right-of-way" . Mr. Philpott then went on to explain the rest of the change orders. A motion was made by Commissioner Hill for the Mayor to sign the change order. The motion was seconded by Commissioner Grammer, • and the roll being called, the Commissioners voted as follows: Grammer Yes Hill Yes Young Yes Zenobia Yes • Salvino Yes City Clerk Mary Thornhill informed Mr. Philpott that she had a question from a property owner who owns three lots on the corner of 2nd Avenue and 7th Street. His house is spread over a portion of the three lots, and he wants to know if he can have a lateral from Second Avenue and a lateral from.7th Street, to service his pro- perty. Mr. Philpott stated that he. could, "actually he could have a lateral for each of- the three lots' . He stated that they only wanted to be sure that when their man checks with him that he gives the informa- tion as to where he wants them. Mayor Salvino informed the Commission that they have an application for fireman from.Edward Louis List, to replace the fireman who quit last week, Fite.Chief-Lassiter recommends the hiring of Mr. List. f A motion was made by Commissioner. Young to table the matter until the Commission can check out the applicant. Commissioner Grammer: Let me say something, you hired a man not too long ago that you didn't check out. . .I didn't check out. We hired him on the Chiefs recommendation. And you say the ehief has recom- mended this man? I have checked this man, and I know the' boy person- ally, and I think he is a very good man. ' So I don't see where we have any need to table this. If we hire one on the Chiefs recommen- dation, why can't iap hire another one? Tvuthfully, as far as his being a fireman, I don't think any of us here could look at* his application ; - and tell if he is a fireman, because I don't think any of us sitting here are qualified to do so. ' -1- • • • • Commissioner Young: To be perfectly frank about it, since this is brought up, discussion isn't even supposed to be entertained by the Mayor until such time as there is either a second to the motion, or the motion is declared dead. But, since he has allowed a leverage in this, I want to say this. . .that just about 2 minutes ago, I was handed the man's application. And I don't think that is the proper • way to hire personnel. Now also, on this application, I see no prior fireman's experience. Now he may be the greatest fellow in the world, I don't know him, and I certainly have nothing against him, but I do think that I am entitled the courtesy.-of thinking it over. . • Commissioner Grammer: Well, 'I will even go back to the other fireman. I have never seen his application. And he was hired. You at least got to look at it for a minute there, and this one that you hired before I have never seen. Commissioner Young: , Are you,talking about the one. . . . • Commissioner Grammer: The last fireman that was, hired. Commissioner Young: Then you are not talking about the one that was hired on the recommendation of the Chief and quit: • Commissioner Grammer: That one ,I am not talking about, because it never was brought before the' board: In fact this is the only one that we ever hired that I know of, that was brought before the board. Commissioner Young, Well he was still hired', and now a few months later the man has quit. Now there is. still_a motion on the floor. • The motion was seconded by Commissioner Hill, and the roll being called, the Commissioners voted as follows: Grammer No Hill Yes • Young Yes Zenobia No Salvino No Chief Lassiter: May I say something before you make another motion? The reason I asked for this man's name to be brought up tonight, is • that he is working on another job, and he would like to have 2 week's notice to serve to his other employer before he quits the job. But he would like to have some assurance that he is going to work here. Up until just a short while ago there has never been anything come up about recommendation from the Department Head as to who was hired and not hired. I made an honest recommendation on that. And I certainly don't appreciate my recommendation not being accepted. A motion was made by Commissioner Grammer to accept the recommendation' of the Chief and hire Edward List as a fireman. The motion was se- conded by Commissioner Zenobia. • Commissioner Zenobia: I think that the Police and Firemen should be hired by the two Chiefs. I don't know how this ever got into the charter this way that the City Commission should hire the firemen. It has been long before my time. But I don't know anything about fighting fires, so I certainly would have to take the Chiefs recom- mendation on how to hire a fireman. I think those are two very im- portant posts that should be handled by the Chiefs themselves on who they hire. At least to give their recommendation, and if they recommend a man, that is the man we should hire I think. Commissioner Young: I still haventt seen where the man has had any fire fighting experience. In all due courtesy.7to him, he may be the • greatest fire fighter we have had since Florence Nightingale. -2- t.. ® Commissioner Zenobia: She was a nurse. Mayor Salvino: Mr. Young, I have worked many people, and I have hired people who have never even seen a farm before and they made good farmers. ® Chief Lassiter: Well there has never been .any instructions given to me to only hire experienced firemen. Commissioner Zenobia: I would like to say this in discussion on whether the man is afire fighter. The man is a young 'man and I believe; now that we have a pension plan, we should try to get as many young employees as we possibly can and 'train them our own way. Sometimes when you hire a" fellow who may have 10 or 15 years exper- ience some place else, you might get somebody elses headaches. This way the Chief can hire him and train him his own way. If you hire a man who is 40 or 50 years old, you run into expense on our pension plan, and Civil Service. Commissioner Young: Well I still. say.this, whether they like it or not, the charter says it is the Commission's responsibility. So any glory that comes from the mans experience, or any criticism that comes falls entirely on the lap of the Commission. Commissioner Hill: Let me say this. . .I feel like Commissioner Young, I have never seen the man. Chief, does he have any fire experience? Chief Lassiter: Not one bit, no ma'am. I don't want to take an application from anybody that does have. Commissioner Hill: Well after all, all we are asking for is a couple of days to look:.into this man. I agree, I respect your recommendation very much, but still we are responsible for the employees of the city. And I think we are due the respect of checking the man just a little bit. I am not against him, don't misunderstand me. Chief Lassiter: It don't sound like you are against the man, it sounds like you are against me. Commissioner Hill: No sir, I beg your pardon, but I am not. We are responsible to the people, and you are responsible to us. Chief Lassiter: Well there is no need for me to take job applications if it is going to be like this, just have the job application made out to the City Commission and let you hire them. Commissioner Hill: Well according to the charter, that is the way it should be. Chief Lassiter: Well if you want to do it that way, we will do it ` that way. Commissioner Young: If there is any way at all to have a good local man, I would much rather see a man from Dania, a resident of Dania, , at least have the first opportunity to have the job. Commissioner Grammer: Why don't you think about it on other jobs? You got a man that works on the outside from Miramar, you have got a City Manager from Hallandale, so why are you picking on the Fire Department? Commissioner Young: I'm not picking on the Fire Department, or any other department. ,. Reverting hack to the motion to take .the,:Chief's recommendation to hire the fireman, the roll being called, the Commissioners voted as �„ follows: -3 ® Grammer Yes Hill I will vote No because I would like to have a couple days to check the man. Young I will vote No for the simple reason that it is not that I • don't like the Chiefs recom- mendation, but since we have to do the hiring, I think this was shoved through entire too fast and a .few seconds to look over a brief application is not suffi- cient to me,` Zenobia Yes Salvino Yes Motion carried.
