FLORIDA, HELD MAY 19, 1965.
The City Commission of the City of Dania, Florida, met in
Special Session in the Commission Room at the City Hall.
Present were: MAYOR-COMMISSIONER FRANK SALVINO

The meeting was called to order at 10:00 A.M.-by Mayor Salvino.
The meeting was called for the purpose of letting bids for the
Police Cars, and also for discussion of the Fire Station.
City Manager Culverson recommended that the Commission accept the
bid of Sherron Motor Sales for the purchase of the Police Cars.
The price was $43834.14. , which is approximately $270.00 higher
than the other bids. However, they have a 5 year or 50,000 mile
warranty on all moving parts.
A motion was made by Commissioner Zenobia to accept the bid of
Sherron Motor Company. The motion was made by Commissioner Hill.
Commissioner Young asked what the average mileage on a Police
vehicle is before they are traded in.
Chief Smith answered 70,000 to 85,000.
The roll being called, the Commissioners voted as follows:

City Manager Culverson asked-Mr., Farina if the plans for the pro-
posed new Fire Station are �far enough along if the Commission de-
cided that they would like to go ahead advertise for bids:
Mr. Farina answered that-the plans., should be ready to pick up by
Monday.
Commissioner Zenobia suggest that the bids be received by the 21st
of June.
Commissioner Young asked Mr. Farina what is the estimated cost.
Mr. Farina answered that back in September, 1964, the cost was
estimated at $59,500.00. Since then there have been a few things
added, but he felt that the cost could be held close to that.
Commissioner Young asked where the money was coming from to pay for
it.
Commissioner Grammer answered that one time they figured that what
is owed from the water fund to the City and the Sewer Fund to thet
City, the amount was, he believed, around $91,000.00; which would
be more than enough to pay for the Fire Station.
4L Commissioner Zenobia asked City Manager Culverson if he thought there
was enough money for it.

City Manager Culverson answered that he and Mrs. Thornhill had
talked it over. It would be kind of "tight", but there is an
alternative. If the Commission wishes, they could have a bonding
company in here for the bond issue for it- City Manager Culverson
added that they could also include the incinerator in with it,
Commissioner Zenobia said that he felt that was out of order when
they were discussing the Fire Station. He asked Mr. Culverson how
about the drainage on Dixie Cross-Over; is there any chance of that
going through. He stated that there is $50,000 there.
City Manager Culverson answered that according to the Engineer who
was hired by the State, he feels that the old drainage system is
not feasible any more. He stated that whether it is or not, he
(hfr. Culverson) is not inclined to say. . But if they put in a dif-
ferent type, Mr. Culverson felt that they could save about $40,000
of the estimated $50,OOO that is laid aside for it.
Commissioner Zenobia felt that with that and the money that was
transferred from the Sewer Fund, there ought to be enough money to
take care of it.
Commissioner Young stated that he always felt that!:the best solution
was in bond issue to cover the incinerator and the fire station, then
there would be no strain on the budget.
A motion was made by Commissioner Zenobia to instruct the City Man-
ager to advertise for bids for the Fire Station; bids to be received
by June 21, 1965, at 8:30 P.M. The motion was seconded by Commis-
sioner Grammer, and .the roll being called, the Commissioners voted
as follows:

City Clerk Mary Thornhill stated that she talked to Mr. John Lloyd,
the Attorney for the County Commission, about voting machines this
morning, and he told her that they have the smaller type machine in
' Commissioner Easterlin's office at the Court House, and he thought
it would be wiser if the Commissioners would go over and look at it.
He said this machine sells for around $400.00, where the larger mac-
hine sells for $2,000 and over. She suggested that perhaps the Com-
missioners would like to go up and look at it before they advertise
for machines.
City Manager Culverson asked if he said anything about a possible
delivery date, in case the Commission is interested, or if they
would have to prepare a paper ballot for the next election.

+: City Clerk Thornhill answered that he doesn't know, they have the
machine on display, and the County Commission is considering buying
that type machine rather than the larger machine. But he didn't
know yet what they were going to do.

Commissioner Grammer asked if the machine had a curtain and all.
City Clerk Thornhill answered that she thought it was the machine
itself, and we would have to build a booth to put the machine in.
City Manager Culverson suggested that they all meet at 10:00 tomor-
row (Thursday, May 20) morning and all go up together.
Commissioner Young asked Attorney Dubow if there was anything in the
_ State Election Laws which would prohibit the use of a machine that
has been tested only for a period of about ,two years.

Attorney Dubow answered no.
City Manager Culverson recommended that the Commission appoint
Mrs. Donna Rumfelt Assistant City Clerk at this time, but he felt
that, until the new budget is out, he would like to keep the wages
at the same revailing'rate.. He advised that the Assistant City
Clerk draws 300 and Mrs. Rumfelt right now draws $3,900. He
would like to keep the wages the same until the new budget.
A motion was made by Commissioner Zenobia that a resolution be
drawn and passed that Mrs. Donna Rumfelt be appointed Assistant
City Clerk, at the amount set in the-budget of $4,300.00.
Commissioner Zenobia stated that he felt if a person has the job,
he should get the regular salary, the amount that is in the budget.
Commissioner Young asked how long she has been.with the City.
City Manager Culverson answered approximately B'months.
Commissioner Young stated that he didn't think that normally a
fairly new employee gets the full salary.
Commissioner Zenobia: Alright, I will change my motion to read
$4,100 until the new budget comes out. I think she should get some
1 sort of a raise with it.
The motion was seconded by Commissioner Hill, and the roll being

There being no further business on the agenda, the meeting adjourned.
