The City Commission of the City of Dania, Florida, met in
Special Session in the Commission Room at the City Hall.

The meeting was called to order at 7:00 P'.M. by Mayor Salvino.
City Manager Culverson stated that the meeting was called for the
• purpose of hearing proposals from the various Insurance companies
on insurance for City Employees.
Mr. Carl Olsen, representing Continental Insurance Company, Chicago,
Illinois stepped foreward and presented his proposal.
• Mr. Arthur A. Kempton, Sr. , representing Metropolitan Life Insurance
Company presented his proposal.
Mr. Bob Munz, representing Travelerts Insurance Company, presented
his proposal.
• Mr. Howard Mann, representing the Blue Cross - Blue Shield, presented
his proposal.
Mr. John Havener, representing the Aetna Life Insurance Company, pre-
sented his proposal.
• City Manager Culverson presented a bill from BILL KELLEY CHEVROLET,
Inc. , as follows:
1965 Chevrolet Pick-up Truck - 1/2 Ton. $2,050.25
Less trade-in - 1960 Chevrolet Truck 625.00
Cash on Delivery 1,425.25
A motion was made by Commissioner Grammer that the bill be paid. The
motion was seconded by Commissioner Zenobia, and the roll being cal-
led, the Commissioners voted as follows:

A motion was made by Commissioner Zenobia to turn the Insurance Bids
over to the City Manager and the City Commissioners for tabulation
and recommendation, to be brought up again at the next regular meet-
ing April 19, to award the bid. The motion was seconded by Commis-
sioner Grammer, and the roll being called, the Commissioners voted
as follows:

City Manager Culverson read a letter as follows:
• " Dear Mr. Culverson: -
'' On or about January 28, 1965, our agency was requested to
• 0 '
® quote a premium for Fire, Extended coverage, and vandalism,
and malicious mischief on the Sewer Program. The City needs
the quotation within 45 minutes. Our agency contacted the
Florida Inspection and Rating Bureau And obtained a tentative
rate as the Bureau did not have adequate time in establishing
the rate for this program.
• It was explained to the City Manager at that time that the
premium quoted was tentative. The Bureau now has established
a correct rate and endorsement has been issued by our agency
for the correct rates and premium. This requires an additional
premium of $1,523.00. This makes a total premium of $3,613.00
for one year on the following:
$454,579 on the Treatment Plant,
• $ 37,200 on the Lift Station "F"
$ 37,200 on the Lift Station "GP
$ 37,200 on the Lift Station "H"
$ 33,620 on the Lift Station "M".
$1,127,804 on Sanitary Sewer Lines and ,Force Mains
located below ground
• Gulf Insurance Company "
A motion was made by Commissioner Hill to pay the bill. The motion
was seconded by Commissioner Zenobia, and the roll being called, the
Commissioners voted as follows:

• City Manager Culverson read a letter as follows.
" Dear Sir:
Referring to the conditions of a platted alley south of S.E.
8th Street and West of S.E. 2nd Avenue, please be advised
that Change Order #5 was prepared! to serve the immediate
• area without the sewer as originally planned in the alley.
The- reason for the change was that the platted alley was
only 7-1/2 feet wide instead of the 25 feet shown on the
City map.
We suggested that the property owner to the south be asked
to give an additional 7-1/2 feet, which would permit con-
• struction of the sewer as planned originally. This sewer
would have served a considerable part of this property.
The additional right-of-way was not procured and the Change
shown on Change Order #5 was made.
In addition to Change order #5 it was proposed that in order
to serve the property south of the admitted sewer in the sub-
ject alley, andextention of the sewer in S.E. loth Terrace
be made northward in the diley east of Federal Highway in
Block "C", Highland Square. This extention was approved by
Mr. Neff.
A further inspection of' the field indicates that the alley .
in Block "C", Highland Square is narrow, and that a building
is situated on the west side of the alley. . In order to get
a storm sewer to serve the property to be served in the
admitted sewer in the alley south of S.E. .Bth Street, it would
be necessary to construct the sewer within not more than 5 feet
of the wall of the adjacent building at a depth of approximately
8 feet.
• It is our opinion that the City of Dania would incur a consider-
able but unknown risk of damage to the building adjacent to the
alley in Block "C" Highland Square; if the City order the con-
tractor to construct the sewer in the alley at the required
depth.
In spite of all the precautions such as the sheeting and trench
bracing, it would be impossible to ,guarantee that no damage to
the building, due to settlement of the foundation would result.
Therefore, it is our recommendation that the sewer in S.E. •lOth
Terrace be extended northward under the storm sewer at the. maxi-
mum depth on the center line in the alley of Block "C",,Highland

Square to the north line of S.E. loth Terrace where it would
® terminate in a 8 X 8 !4Y'! plug. This "Y" would serve the
building west of the alley and the owner of the alley south
of the alley south of S.E. Sth Street can connect his sewage
to the end of the subject extention.

• Commissioner Grammer: I would like to comment on this. This is a
change order that has been complete. We passed a resolution at the
start of the construction of these sewers that all Change Orders
would come before the Commissioners_ for O.K. before a Change Order
was issued or even worked on. This Change Order has never come be-
fore the Commission. And it has already been completed. If we are
going,to let Change Orders go without us knowing about it, the next
thing we know, we are going to be out of money.. There has got to
be some kind of control to these change orders.
Commissioner Hill: Well I don't know anything we can do about it
• now. It is down there, we can't dig it up.
Mr. Bill Vargo, 48 S.E. 8th Street: Stated he believed.he was the
party concerned. He stated he was informed that he was entitled to
only one line, although he has two septic tanks.
• Mayor Salvino then told Mr. Vargo that the City Engineer will be
present at the next meeting, at which time they will give Mr. Vargo
the proper answer.
Commissioner Grammer; First I want to say that the good citizens
accused us of going to award this contract of sanitation to private
• individuals last meeting, which we had no intention of doing. We
didn't even have a figure on it. But the papers came up with a
figure. They got it from somewhere, but I don't know where it
originated from. But there is a larger crowd here tonight than
there was at the last meeting. So I will take it tonight to' show
them that I am not scared to bring it up. I would recommend the
• City to get a figure on this. I am not saying we will award it to
an individual to pick it up. It might cost so much money that we
couldn't affot'd it. But I think we could at least get a price on
how much it would cost compared to building an incinerator, or
carrying it ourselves to the County Incinerator. Just for our
figures alone, something that we could go on instead of guessing
• how much it costs all the time. With this, I would like to recom-
mend that when we put it out for bid that they give us a price to
pick up garbage twice a week, as the City is picking it up now.
We have an ordinance that says two cans twice a week, that is for
commercial'and residential. And .then I would like to see them, in
the bids, to take our old equipment off our hands. And I would
like them to post:;": some kind of a bond with the City, so that if
they didn't fulfill their contract and would want to pull out of
it, the City would have money to go back into the garbage business
if we had to. They City right now is picking up a lot ofcommercial
garbage that the individual taxpayers shouldn't have to pay for. I
would like to have some specs drawn up by working with the City Manager
we have now, and put it out for bid and get a figure on it. And I
would like to say this in defense of the City Manager we have today,
the City Manager did not have anything on this commercial pick-up.
It was in the papers that we instructed our ex-City Manager to get
us some specifications to put out the bid. And I asked Mr. Culverson
about it before we came to the meeting that night, and he said he
• couldn't find anything. And he said, before I go on my own to take
it, I would like for the Commissioners to order me. I don't blame
him, with the hassle that has been in the City Manager's office.
So I would just like to clear that up. I still think we should at
least get a price on what it would cost the City. And it was also
said in the papers that the men that we have working now would be
out of a job. This is not true, because there were six weeks that we
did not have a trash pick-up. We could get another trash truck and
use the men that we have to clean this city up.

Commissioner Zenobia: I am in agreement with you Mr. Grammer. And
® I would like to go a little bit further and pointed ask Mr. Houston
where he got the information that we were going to hand out a bid
here the other night?
Bob Houston: Well Mr. Zenobia, I would rather not expose who called
me and gave me the information. But if there were a little more
• communications between you and the citizens you wouldn't have any
trouble. Lack of communication is a bad thing. It is going to work
against you in time.
Commissioner Zenobia: I think we should put it out for bid.
• Commissioner Hill: Do you have any specifications on it?
Commissioner Zenobia: He has some here, it is not completed yet.
Can you have it completed by the next meeting, Mr. City Manager?
City Manager Culverson: I will try Mr. Zenobia, but I am just not
• sure to tell you the truth. I will do my very best to have it ready.
I will have to get together with Mr. Walden on the wording of this, .
I don't know just how long it will take, but I sure will try.
Mr. Bernard O'Connor, 221 S.E. 2nd Terrace: I have heard the figure
$2.00 per house mentioned. Is it the intent of the City to assess
• the tax payers for garbage pick-up?
Commissioner Grammer: No. It will not cost the tax payer any more
than they are paying today.
Clyde Grampa: How about the Commercial? Are you going to tax them
• more? .
Commissioner Grammer: It is just like I explained, some of these com-
mercial people are getting by with a lot of garbage: They will have
the same privileges that the ordinary citizens have. . .4 cans of garbage
a week will be picked up free.

Mr. Charles DeMuzzio stated that he didn't understand why the City wants
to go into Commercial pick-up. The people are satisfied with the pick-
up as it is.
Commissioner Grammer: We have equipment that is going down every day.
• One of our trucks spedds as much time being worked on as it does on the
road. We either have to buy some new equipment right away, whether we
go to Curcie dump or the County Incinerator, we have to have new equip-
ment. You can't run these trucks day after day on such a long haul and
expect it to hold up.
• Mr. Elmer Nitzsche stated that he had seen dump trucks dump garbage
at Port Everglades.
Mr. James McMillan asked if an individual contractor wouldn't make
money, or did he love us enough to haul it without profit, and aren't
we smart enough to haul it as cheap as he can?
Commissioner Zenobia: This we will find out when we get the prices.
Bob Houston: Mr. Mayor, several meetings ago I asked for the City
to prepare some extra copies of the minutes. Those have been pre-
pared, and I would like to know what they are going to cost. There
• was a price quoted here the other day per page. I just wonder if that
is going to hold.
City Manager Culverson: It holds inmost other towns Mr. Houston.
They charge $1.00 for the first sheet and 254 a sheet thereafter.
• Bob Houston: I am directing my question to the Commission.
Mayor Salvino: I was told it would cost $1.00 Sor the first sheet
and 254 thereafter, and I told Mr. Culverson to just cancel it.

® Bob Houston: I am not questioning what you were told Mr. Mayor.
I just wanted to know how much it would cost. I know that it costs
4-1/24 a page to Xerox. The paper probably costs another 1/2¢. I
am just wondering why you want to charge the people 25� a sheet. I
think that the City should be very greatful that the people would
want these copies. Never mind what they do in other cities; let's
• do it our way here. We have had several requests for them, and I
think.you should put them out at what they cost.
Commissioner Grammer: Mr. Houston, you know as well as I do that
there is always a copy that is open to the public any time they want
to come in and sit down and read the minutes of the meetings. . It
•, seems a little foolish to me to even make up all these minutes.
Bob Houston: It is up to the Commission to set a price, not the City
Manager. What do you want to charge for them?
Commissioner Zenobia: I think 10� a page ought to be a fair price.
It cost us 4-1/2G to run it through-the machine, plus so much for the
paper, and so Much for the girl. I think a dime a page, but a minimum
of I would say $1.00 for a set of minutes. In case we have a meeting
where it should only be maybe 2 pages, it still takes the girl a cer-
tain amount of time to run it off.
A motion was made by Commissioner Zenobia to set the price of a set
of minutes of meetings at 104 per page, with a minimum of $1.00 per
meeting. The motion was seconded by Commissioner Grammer, and the
roll being called, the Commissioners voted as follows:
