HomeMy WebLinkAbout86135 - MINUTES - City Commission 9 MINUTES OF SPECIAL MEETING, CITY COMMISSION, CITY OF DANIA, FLORIDA, HELD APRIL 6, 1965. The City Commission of the City ,of Dania, Florida, met in Special Session in the Commission Room at the City Hall. • Present were: MAYOR-COMMISSIONER FRANK SALVINO COMMISSIONERS ROBERT GRAMMER VERA HILL S. ELLIS YOUNG (ABSENT) CARL ZENOBIA CITY ATTORNEY CLARKE WALDEN CITY MANAGER LESTER CULVERSON CHIEF OF POLICE MONTIE SMITH CITY CLERK MARY THORNHILL The meeting was called to order at 7:00 P.M. by Mayor Salvino. • City Attorney Walden read a resolution entitled: A RESOLUTION expressing intent of the City of Dania, Florida, concerning four (4) employees of the City of Dania, Florida, who are not eligible for participation in the retirement and Pension Plan heretofore adopted by the City of Dania, Florida. City Attorney Walden read' a.letter 'as follows: " . " In answer to your letter regarding Sam B. Jones, Donald Ambrister, Clinton Taylor, and G. R. Conn, • in relation to the Pension Plan, I will provide the following background: Under the original specifications set up on the plan, the age limit was 65-1/2• Since Mr. Conn was over 68 he was not eligible to be considered. The original plan considered Mr. Sam Jones, Donald Ambrister and • Clinton Taylor. The cost of this plan considering the above 3 men was $24,898.00 per year. All other companies submitting proposals, except Pro- vident, asked additional cash the first year of $18,000 to $19,000 above their regular first year charges. After a complete study, the pension committee selected the al- ternate plan reducing the age to 59-1/2 and reducing the cost of the city. In lieu of this, the Commission agreed informally that the above 3 men, plus Mr. Conn who was at no time con- sidered because he was over age 65-1/2, be .provided for. The committee suggested the following: A monthly income based on their wage scale prior , to September 1, 1964. The Commission was to set the time of their re- tirement. This informal agreement would provide the following: (1) Sam Jones $80.00 per month (2) Donald Ambrister $50.00 per month (3) Clinton Taylor $50.00 per month (4) G. R. Conn $70.00 per month each month as long as they live. No life Insurance coverage is to be included in the above. The Commissions purpose was twofold (1) To hold down the cost of the plan, (2) provide income for these men in re- cognition of their long and faithful service to the City. Wall " City Attorney Walden: The only purpose of this resolution is to get something on your official records to show that that was the Commission's intent at that time. I don't think it is legally binding. Commissioner Zenobia: Clarke, I thought we had this once already. Mike Wall:read a letter to us, and I thought we passed a resolution doing something about that. I could be wrong- commissioner Hill: We had a discussion on t we had to wahave it for Clarke to write it all up legally. Y it written up at that time. City Attorney Walden: I think that is correct. We discussed it- several times, then the resolution was written. A motion was made by Commissioner Zenobia to adopt the resolution. The only proposal we'received was from Marietta Pool Company. Mr. Culverson read the proposal as follows: " We take pleasure in quoting to you, and through you to the City Councilmen of Dania, Florida', the following items neces- sary to rehabilitate the above subject poll 1. After careful analysis of various of the rating procedures of various companies in the insurance industry, we have arrived at the following conclusion. Rates for the recognized companies we have considered, coverage for coverage, are all.basically the same. In our opinion it is merely a matter of deciding whether the present coverage with alterations, if any, would be ample protection for the City of Dania. The next step would be to .decide as to which company by name, facilities and financial ability would best serve the City. The ppresent plan with Travelers Insurance'.together with the G0.00 Supplemental Accident Endorsement seems to be very appropriate and is.-recommended by Chapman, Insurance Agency, Loury's Insurance'Agency and Myrol L. Wall.Insur- ance Agency. The rates are based on per occurance basis. If this is your wish, please contact Loury's Insurance Agency and I will check the cost for you. The Aetna Insurance Company, recommended by the LaBree Insurance Agency are on a per calendar year basis, however, that is not the feeling of the majority-of this insurance group, as we feel.the per. occurance basis with the $300.00 Supplemental Accident'Endorsement.added to your present plan would be more suitable. A few of the key employees have offered their opinion, after listening to many meetings from several insurors, that they felt ,Blue Cross and'B1ue Shield would offer the best facilities from, the. employees standpoint. They do not furnish life insurance with their contract, however, if this coverage is advisable to the City Commissioners it can be purchased separately. It seems that the employees are paying more money and getting less benefits than they ever had before. - I have met with Commissioners Young, Grammer and Zenobia, Mayor -3- tr' i r; Salvino and Chiefs Smith and Lassiter and presented them with a plan of Group Hospitalization benefits that is not only more liberal in coverage but less expensive than the present plan. ` We can have your new Group Health Insurance Program in force by the 1st April if you wish. I hasten to point out that the City determines who will receive any commissions paid on this case. Looking forward to meeting you very soon and to discuss this problem which is on the mind of all of your employees. I am sure you will find our discussions interesting. Sincerely, John Havener, Aetna Life Insurance " City Manager Culverson: We have two proposals, from the Blue Cross and the Metropolitan Life Insurance. This was put out in my absence and I know very little about it. Commissioner Zenobia: Metropolitan is a little bit higher in premium; not too much higher. But they have a lot more benefits. They are way up in benefits over Blue Cross. They give you a $2,000 insurance pol- icy, where Blue Cross doesn't. The benefits in Metropolitan outclass. Blue Cross two to one. The-way it looks we have Blue Cross, Metropo- litan, Aetna and Travelers. I suggest we set one particular date and get these four companies in, let them explain their plan, and settle it right there and then. t Commissioner Hill: I agree. Being as this is new to Mr. Culverson, I think we should be considerate of the new City Manager and give him q an opportunity to look into these different plans, and. let him come r: up with a recommendation. Commissioner Zenobia: I would like to see the four companies come at the same time with their proposals in hand 'and explain their proposals_ to us, and then we know what we are getting. A motion was made by Commissioner Hill to instruct the City Manager to study the insurance program, bring the insurance companies in and present their plan on April 12, at 7: 00 P.M.
