The City Commission of the City of Dania, Florida, met in Regular
Session in the Commission Room at the City Hall.

The meeting was called to order at 8:00 P.M. by Mayor Salvino.
Commissioner Zenobia stated that Commissioner Young called and asked to
be excused.
3. Minutes of meetings held March 1, 5, 15, 1965 to be approved.
A motion was made by Commissioner Hill that the minutes be approved as
read. The motion was seconded by Commissioner Zenobia, and the roll

4. Ordinance: Changing the zoning from B-2 Classification to C-1
Classification; a portion of the NWT of the SE} of Section 27-
50-42. (Third Reading)
A motion was made by Commissioner Zenobia to pass the ordinance on third
and final reading. The motion was seconded by Commissioner Hill, and the
roll being called, the Commissioners voted as follows:

12. Application for occupational license for Marine Aquarium at
Dania Beach.
A motion was made by Commissioner Grammer that an Ordinance be
passed on all three readings as an -emergency measure, by adding a
new item to the Schedule of Fees, contained in Section 14, Chapter
18, Code of Ordinances, to read as followd:

• 6. Public Hearing: 8:15 P.M.
Application of Louis Marrone for a variance permit.
NOTICE IS HEREBY GIVEN that the City Commission of the City
of Dania, Florida, shall conduct a public hearing at 8:15
P.M. , on Monday, April 5, 1965, at the City Hall, Dania,
Florida, in connection with the application of Louis Marrone
for a variance permit which, if granted, would allow the
construction of a marina in the general area north of N.E.
Third Street between N. E. Sixth Avenue and Gulfstream Road,
Dania, Broward County, Florida, with the legal description
• of s W3/4 of the h area nN follows:g as 1/2 of the SW1/4 of the NW1/4 of Sec.
35, Township 50 South, Range 42 East, said lands
situate lying and being in Broward County, Florida.
All persons objecting to the granting of such variance
permit should appear at the aforesaid hearing to present
their objections.
It now being 8: 20 P.M. , a motion was made by Commissioner Hill that
the bids for the purchase of one Base Radio Station and three Mobile
Units be closed. The motion was seconded by Commissioner Zenobia, and
the roll being called, the Commissioners voted as follows:

A petition, signed by 12 people, in favor of Louis Marrone construct-
ing a marina; and a petition, signed by 16 people, opposing the con-
struction of the marina, were read by City Attorney Clarke Walden.

Louis Marrone to build a Marina in the area of N.E. Third Street

Purchase of Radio Station and 3 Mobile Units:
NOTICE TO BIDDERS: Sealed bids will be received by the
City Commission of the City of Dania, Florida, until 8: 20
• EST, Monday, April 51 1965, for the purchase of one (1)
Base Radio Station and three (3) Mobile Units with trade-
in.
Specifications are on file in the office of the City Man-
ager, City of Dania, Florida.
The City of Dania reserves the right to accept or reject
any or all bids.

A general discussion between the City Commission and the members
of the audience on the proposed Charter Changes.
A motion was made by Commissioner Grammer to authorize the City
Attorney to advertise the proposed Charter Changes as presented.

" City Commissioners:
I would like to take this opportunity. to thank you for
replacing the tennis nets at Frost Park.
• Olsen Junior High will be practicing and playing their
tennis matches there this year, and these new nets will
be very helpful. . As tennis coach for the school, I am
extremely grateful. .

City Clerk, Mary Thornhill: Mr: Mayor, we have a request from Mr.
J. T. 'Stuart; to appear before the Commission.
Mr. Stuart: : We are having some controversy over some of the cars
that I have been pulling in down there, and I have been there over
• 20 years (Stuart's Garage) . And all.of a sudden everybody wants me
to move them out. I just want to know what it is ,all about.
City.'ranager Lester Culverson: I am trying .to get a decision on it
Mr. Stuart. What I am trying to do is gettthe Council to establish
whether your place is a junk yard or whether it isn't a junk yard.
In other words, whether it cuts down on the property values around
your place or whether it doesn't. ' 'My own personal opinion is; and.,
I only met you once Mr. Stuart, and that was downstairs, so I have
nothing personally against you, I want to get from the Council, are
we going to leave this stuff in the City of Dania, or are we going
to legislate some of it out of the City of Dania so we can have a
nice town like some of these people were talking about. I started
on one right up here, he is going to have a Police case the 21st of .
th's month. And I am going right down the line to see if we can clean
some of this City of Dania up and give it a respectable front. And we.
haven't got a respectable front on some of our streets at the present
time.

• Mr. Stuart: My property is zoned M-1 Industrial on the north side
of the street. I have been operating there 20-some years and I have
never sold a used part since I have been there. So how can you class
it as a junk yard'.
City Manager Culverson: I am trying to get an opinion on whether it
is a junk yard or not. To me it is a junk yard whether you have sold
anything or whether you havenr t. You have stuff that has been on that
lot: 7 to 10 years. '
A motion was made by Commissioner Hill that the matter be tabled until
they can bring in the Chief of Police, all five Commissioners and the
• City Manager, and go down and see what they can work out. The motion
was seconded by Commissioner Zenobia, and the roll being called, the

" Honorable Mayor and Commissioners:

The members of the Feasibility Board for Civil Service would
like to report that we have done a great deal of research,
both by correspondence and study as well as telephone conver-
sations.
The Board feels that we do not have the explicit answers at
• this time to report, but believe in a matter of weeks we. will
have the necessary information.

10. Report from City Attorney:
• City Attorney Walden: I was asked to bring up ,one thing which I will
do briefly. I think Mr. Culverson started out, and then Mr. Neff
followed through on meeting with the. Laudania property owners about
furnishing water service and possibly annexing that area in the City.
About 6 weeks ago the Commission was requested,to adopt what amounted
to a resolution of intent concerning the furnishing of,water service.
• The County wanted that resolution before it would undertake to paving
the road that would lead into Port Laudania. So the final draft of
the resolution made the furnishing of water service,by the City con-
ditioned upon the co-operation from the property owners in being an-
nexed to the City. They wanted further concessions, such as morator-
ium of taxes. I have a draft of a suggested final resolution which
• is rather lengthy. But I believe you ought to have a special meeting
with the property owners and see what you could. work out.
Commissioner Grammer: I think we should have a meeting on it and de-
cide what to do.
• City Attorney Walden: Well that was the main request that they be .
given 3 to 5 years waiver from City taxes, and that is rather hard to
do, because our taxes apply uniformly throughout the City.
Also, I wrote a rather lengthy letter to Mr. Neff recommending and
suggesting that almost immediately the City make arrangements with
• it's engineer to do the ground work on this apportionment for the
assessment part of the sewers. I spoke informally with Mr. Philpott
about a month ago when he was before the Commission, and he stated,
and has since verified that his contract did not call for him to be-
come involved at all in the assessment phase of the sewer project.
I understand that the feeling is that Broome 6 Farina should be em-
ployed. I am asking that you authorize them to be employed, and a
contract be made with them. But I do suggest that you keep Mr. Phil-
pott in a somewhat advisory capacity, because he has advised the City

since 1958 or whenever it started. So if Broome & Farina do the
actual work, I would suggest that you keep Mr. Philpott in an
advisory capacity.
City Manager Culverson: Would you say, a "consultant" or "advisor".1
City Attorney Walden: Whatever you want to call him, just so you
have the benefit of his advice.' I think Mr. Culverson being autho-
rized to negotiate with them and work up a contract, I guess it would
be on "time" basis.
City Manager Culverson: We should have Broome & Farina started out
so that we can get started with the Assessment Roll.
City Attorney Walden: I think it should be done at once, and if I
may suggest, just authorize the City Manager to negotiate and then
you can get an actual contract next meeting. He should also nego-
tiate with Mr. Philpott to find out what he will charge.
A motion was made by Commissioner Hill to authorize the City Manager
to negotiate with Broome & Farina and Mr. Philpott: and come up with
a contract. The motion was seconded by Commissioner Grammer, and
the roll being called, the Commissioners voted as follows:

are you sure that Philpott is ,not supposed to take care of this,
Clarke?
City Attorney Walden: His contract, I am sure, does not call.for him
to do any part of this work. And I gather he doesn't particularly
want the job at this time.

11. Report from City Manager:
City Attorney Walden: , I think you ought to adopt a formal resolution .
substituting Mr. Culverson's signature for Mr. Neff on all the various
bank accounts.
A motion was made by Commissioner Zenobia to authorize, by resolution,
the signature of Lester E. Culverson to sign checks, and on the various
bank accounts. The motion was seconded by Commissioner Grammer, and
the roll being called, the Commissioners voted as follows:

City Manager Culverson read a letter as follows:
" Dear Mr. Culverson:
I would like a permit, or license, to operate Pony Rides at
y Dania Beach on Saturday and Sunday from 9:00 A.M. until sun-
down, using a 30 foot square pony ring, making a'nice attrae-
tion for Dania Beach and also for .the children) and .a 15%
commission for the City of Dania. Price would be 25� a child.
Ponies would be transported to and from the beach each day and
grounds kept clean. Awaiting your reply,

Commissioner Hill: Who is going to take care of the insurance?
Mayor Salvino: What part of the beach?
City Manager Culverson: I don't know what part, it doesn't say.
It is a question whether the Council wants that kind of an attrac-
tion down there rather than a permanent attraction. In all due
respect, I am not sure that this will be the best thing for Dania
Beach.
Mayor Salvino: I think we have plenty of attractions down there::now.
A motion was made by Commissioner Grammer to deny the request. The
motion was seconded by Commissioner Zenobia, and the roll being

Mrs. LaFever is at present in Birmingham, Alabama, and will
be there for some time. Mr. LaFever is in Dania and he has
advised me that we can send the deed to,his wife at 1560
Camellia Road, Birmingham 15, Ala., Zip Code #35215, c/o
D. W. Porter. Mr. LaFever has suggested that we send the
deed to her for execution and she will return it to him for
his signature at whiehstime we-will close the transaction.

City Manager Culverson: This is what we talked about on Lift
Station "M" on 2nd Avenue, the property is 100 and I think appro-
ximately 150 feet deep,' of•which we. only'need 25' wide and appro-
ximately 30' or 35' deep. The price of the Lift Station "M" is
$4,500. You instructed me at that time to start negotiations, and
go ahead and get it, which I did. We will take 25' X 301_ or 35'
for lift Station "M" . We will-declare the rest, of the lot surplus,
and I think it will bring approximately $3500. So the Lift Station
site, instead of $31000; which'is:the average.cost, - it should now
cost us approximately $1,000. So my suggestion is that the Council
should tell Mr. Sparkman to go ahead.
A motion was made by Commissioner Grammer to accept the recommendation
of the City Manager on Lift Station "M" . The motion was seconded by

The above description is necessary for the completion of
an alley running north and south from N. E. lst Street
to N.E. 2nd Street. One of the sewer lines in sbheduled
to go in this alley.
In view of the fact that there -is 15' representing a large
percentage of the area involved, it is my suggestion that
the City employ one or two appraisers to arrive at .a fair
market value on the above described property. , .
I have talked to ,the parties concerned and it is my feel-
ing that an independent appraisal is necessary on this
property.

City Manager Culverson: Instead of two appraisers, I suggest we
onlyy have one, because every time we have two appraisers it costs
us $50 apiece, and they all come up with the same price anyway.

City Manager Culverson: Some of this has transpired before I returned
to the scene of my crime, and I am.trying to straighten some of it out.
Here is this underground-overground insurance that the government re-
quired that you have. When I was here before Mr. Wall gave you a figure
of somewhere around $22090.002 approximate, for this insurance. He did
it without getting a rate on the thing. Since then, evidently Mr. Wall
+ has gotten a rate on the thing, and instead of $2,090 it is $3,600-some
odd dollars. So it has gone up_about $12500.
Commissioner Grammer: Don't we have a policy down there covering this?
City Manager Culverson: We already have a policy, but what I am trying
to find out Mr. Walden is they gave.us the policy for the amount that
they asked for originally. But the government asked us for a certain
amount of insurance. The point is, if we didn't take the added premium
if something happens would we still be subject to miss out on the govern-
ment grant of approximately 150' thousand dollars that they promised us?
City Attorney Walden: I think so.
City Manager Culverson: I would like to get some suggestion from some-
body on whether we pay the added premium. I don't know where they came
up with that figure of $2,090.00.
City Attorney Walden: Didn't you ask Mr. Wall?
City Manager Culverson: I justggot it tonight.
Commissioner Zenobia: I would like to table it then and let you check
into it.
A motion was made by Commissioner Hill to table it, have the City Man-
ager check into it, and if need be to call a special meeting on it.

City Manager Culverson: At this time I wonder if the Commission
would like to pick a Pension Board. I understand each one was
• going to pick one member for the Pension Board.
Commissioner Zenobia: We gave the names to the Mayor, he will read

City Manager Culverson read a letter as follows:

" Dear Mr. Culverson: Re: Olsen Jr. High School.
The following is to bring you up to date on the situation
which exists at the subject location.
Sanitary sewers are presently being constructed on S.E.
• 2nd Avenue in front of Olsen Jr. High School. This sewer
has been provided with service "T's" to pick up an exist-
ing septic tank on the West side of the school. On the
East side of the school property there are two small lift
stations which discharge waste to an existing sand filter.
The school board has expressed their desire to eliminate
• these two stations and tie into Dania's Sewage System via
gravity lines. In order to discharge waste to the main
sewer on S.E. 2nd Avenue, the school board will have to
install 1000 lineal feet more or less of service sewer.
Since the inverts of the existing lift station are already
5 to 6 feet below grade this service sewer would be extre-
mely deep by the time it was run through 2nd Avenue. By
installing about 350 foot of lineal feet of sanitary sewer
main on S.E. llth Terrace the school can tie in using about
700 feet of sewer line resulting in a shallower service line.
The School Board presently may be assessed only for a depth
of 150 east from 2nd Avenue. , By installing the main sewer
as described in item 4 above it may be possible to assess
an additional 30,000 square feet, more or less of school
property, plus 47,000 square feet of land on the north side
of llth Terrace. Using a figure of 4-1/2 cents per square
foot this would be an additional assessable value of $3,465.00.
It is estimated that 350 feet of main sewer, which will cost
• about $3,200 when this additional land can be assessed will
have to be determined by the City Attorney. The School Board
has also agreed verbally to give the City of Dania 25 feet of
road right of way on the north side of their prpperty for S.W.
llth Terrace. This was discussed with Mr. George Taylor of
�` - the School Planning Department. 'It is our recommendation that
,:• the additional 350 feet more or-less be constructed to serve
Olsen Junior High School. If there is any question regarding, -
;`t . the above, please do not hesitate to call on .us.

® City Manager Culverson: I make a recommendation that we have a
Change Order to take care of Olsen Junior High School, because
actually the whole cost will be 3 or 4 hundred dollars over the
cost anyway, so it shouldn't cost the City of. Dania and the citi-
zens of Dania one penny more, and will serve a good purpose down
at Olsen Junior High School. So I am asking for permission for a
• change order for Olsen Junior High School.
City Attorney Walden: You mentioned the School Board is willing
to do certain things, do we have an agreement with them?
City Manager Culverson: Yes sir. I talked to Broome 6 Farina
today and one of the gentlemen!.-who gave their word was out of town
and won't be back until about the loth of this month. So I asked
him if he could get me a letter here, I hoped it .would be here
tonight, a letter of intent saying that they will.
City Attorney Walden: Do you need the: change order tonight though?
• Can it wait a few days until we get it in written form?
City Manager Culverson: Sure. -I just wanted to instruct the Council
on this so that a change order would be possible on the thing without
going through it again.
• City Attorney Walden: I think if you furnish an additional service
that was not contemplated initially you can make an extra assessment.
Therefore, I think by agreement, so that we won't have any argument
with the School Board, we ought to work .up an agreement as to what
they will pay, that is so that they.will never question the assess-
ment.
Mr. Eager, from the audience, stepped foreward and asked why do we
have to pay extra money for lift stations when it.has already been
appropriated?
City Manager Culverson replied that the Lift Station "M" would have
brought them out within 2 feet of the existing roadway, and would be
a hazard to the motorists, so after constiltation with the Commission
it was moved across the street: He -stated that_. they paid $3,500 for
all the lift station sites, and;.this'. one ,in_the long run will cost
approximately $1,000 .
• Mr. Eager asked also if the contractor has been paid any money yet.
Mayor Salvino: Yes sir, he has.
Mr. Eager: Who verified the work that was put in, who checked it?
City Manager Culverson: Four inspectors, sir.
Mr. Eager: From 15th Street down, these men made the statement that
the work was unsatisfactory and not according to specifications, and
you still paid these men for something that is wrong. I go down to
the sewers every day.
City Manager Culverson: Let me tell you something, Mr: Gager, we have
one of the finest Engineers in South Florida, if we can't rely on them
we can't rely on anyone. I check it every morning from 6:30 on, :since
I have been back, and I say they are doing a very good job on it. This
sewer program has a year to be proved out after completion, and the
contractor and the Engineer are liable for this program for at least
a year, possibly a year and a half, after this program.is completed.
How can you condemn something as being wrong before it has ever been::
completed?

" Dear Mr. Culverson:
® We have been approached by Mr. Martin Steyer of Dania on
the possibility of connecting a proposed 40-unit apartment
building into the Dania Sewer System.
The property involved consists of Lots 14, 15, 16, 17, 18,
19, and 20, Block 8, COLLEGE TRACT, 2nd ADDITION, (P.B. 19,
Broward).
We propose to construct a small lift station at the property,
run a 4-inch force main from the site to proposed manhole
Number 169 on S.W. 5th Street at S.W. 4th Avenue.
The peak design flow from these apartment units is estimated
to be 21 gallons per minute. We will verify with Mr. Phil-
pott the additional allowable hydraulic loading on the gra-
vity sewer and the sewage treatment plant.
We feel the lift station, force main, and the appurtenances
should be owned and maintained by the City of Dania.
Within the next few days, we would like to arrange a meeting
between the property owner, yourself, and us, to try to re-
solve any questions that-any .parties may have.

City Manager Culverson: This is across the track on the West side,
which I have talked to the Commission-aboutbefore. They want to
put a lift station on .their own property, .run it under the FEC tracks,
over to manhole no. 169 on S.W. 5th Street at S.W. 4th Avenue, at an
• estimated cost of approximately $9,000. I said the only way that we
would even consider this is; if and when it was in, it becomes the
property of the City of Dania. I think it would be a great boon to
the City of Dania, it would give us 40 more apartments for collection,
and after all that is what we put ,a"sewer system in for::.. I checked
with Mr. Philpott and Broome& Farina, and these mains will carry the
load. So it is up .to,the Commission to decide.
Commissioner Zenobia: I know Mr..Philpott said it is O.K. , but I
would like to see something in writing from him.
City Attorney Walden: Let me make this suggestion, Mr. Philpott's
firm initially was Consulting Engineer 'on this project, so I wouldntt
do much of anything without their written 'approval on it.
City Manager Culverson read a letter as follows:
Dear Mr. Culverson:
We are writing on behalf of our clients, Mr. William E.
Richardson and Dr. G. Burton Queen, to request permission to
connect an 8-inch -gravity sewer.line into the Dania Sewer
System. Location of the proposed connection is shown on the
enclosed drawing. '
The sewer would serve .a 32-unit apartment building presently
under construction on S.W. 4th Avenue. Revenue to the City
of Dania from this building would amount to approximately
$1,500.00 per year.
Because this will increase sewer revenue and because the cost
" of the sewer installation will be paid by Mr. Richardson and
Dr. Queen, we are making the following three requests concern-
ing the sewer line:
I. No other party will be permitted to connect into
the sewer line without first paying a proportionate
share of the original installation cost to Mr.
Richardson and Dr. Queen. .
2. Sewer assessment to the apartment would be perman
• . ently waived.
3. The apartment be granted a reduction in':the monthly
sewer rate for a five year .period.
We will appreciate your prompt action with the proper persons,
concerning our requests. Please call us if we may furnish any
additional information for your use.

City Manager Culverson: They came over and made these requests and
• I said no to all of them, I took it upon myself. (On No. 1) I pointed
out to them that if this line was allowed to go in, the line would
become the property of the City. (On No. 2) I discussed this with
the Commission and it was stated that at a later date they may want
to disconnect this line and assess that property. Or if anybody
would want to hook onto that property at a later date, then they
• were supposed to pay him. That is not true. I told him so. If
the City of Dania allowed him to hook onto that line that he is going
to put in there, then that property of theirs would become assessable
and paid to the City of Dania. I took it upon myself to say no to
all-.three, because I felt that you would.

Commissioner Zenobia: I would like to see a letter on that also.
William E. Richardson, 309 N.E. 2nd Avenue: It is quite important
that we get a decision from the Commission tonight if possible, sub-
ject to a letter from Mr. Philpott, if that is the Commission's wish. ,
• We are right at the point now where we need to put in our septic tank
system of one kind or another. I would very much appreciate a vote
from the Commission if the sewer can be hooked up.
Commissioner Zenobia: How about all these other conditions Mr. Rich-
ardson?

Mr. Richardson: I felt that they were fair, but Mr. Culverson doesn't
agree with me, that again is up to the Commission. I felt that is we
paid for the line and put it in that other people shouldn't be allowed
to hook onto it. Also, we felt that inasmuch as we-,:.were paying for
the line that we shouldn't be assessed such as I would be on my house
• for instance. Therefore, I made the request. But I will leave it to
the discretion of the City Commission as to how they feel about it. .
Commissioner Hill: Well I feel that you would be an asset to the
sewer program, Mr. Richardson, to hook on to it. However, I feel
that if you are going to put those lines in and gibe':them to the
• City that they should be under the full jurisdiction of the City to
do with as they see fit. Now, on the assessments, the way I personally
feel about that, I would not be for permanently waiving that. I would
be for a temporary waiver. And then in the future, if we should ever
sewer that area or put in a sewer system over there, then you would be
forced to hook up over there or be forced to have your property assessed
• as others do when the line goes by•your' property. And on the third
one, I would have to be against that. Because I feel that each unit
over there is a living unit just as every unit in town is a living
unit, and. that they would have to pay. That is my personal opinion.
City Manager Culverson: In other words, Mr. Richardson, if we gave
• you any of these deals here, the people-who pay for the sewer system
over here would..have some kind of a gripe coming. If you want it in
writing from Mr. Philpott, the City Manager would be glad to get it
in writing.
City Attorney Walden: I am going to make this suggestion, though:: I
• am speaking out of turn, this sewer program is so complex that any
meeting where any part of the sewer program is discussed, I think Mr.
Philpott ought to be notified. .I mean, we will put it .on the Agenda
and have him here. All the decisions are based on what he tells us.
Some of these questions come up on the floor and .I. don't believe the
Commission ought to answer them.

Commissioner Grammer: That is something I would like to ask the
Engineer. We have a lot of land West of the track. If these two
are given permission to hook into it, all of. this other empty land,
if they want to come under the railroad can they hook into the sewer
too? If we give it to one we are throwing'it'wide open for all the
• vacant land, or to anybody that lives West of the tracks that wants. ..
to tie into this system. Will this system handle all of it west of
the tracks'

whether even these two apartment buildings could be serviced by
these lines without straining their present system. He said it
could be.

City Clerk Mary Thornhill read a letter as follows:
" It has been Burrough's pleasure to serve the accounting
needs of the City of Dania for a number of years. Recent
• concentrated work on the Cities budgetary accounting has
we hope rendered time-saving and increased areas of control
in management information. We call your attention to the
work load now placed on the typing, sensamatic, and the new
applications which were assigned to the machine in late 1964.
The following jobs are now mechanized and are handled by one
• clerical worker:
1. Preparation of budget appropriation ledger.
2. Preparation of revenue ledgers.
3. Posting of all expenses to budget appropriation
accounts and maintenance of current and year-to-
date balances.
• 4. Posting of revenues received and maintenance of
current and year-to-date balances.
5. Posting of all interest to general fund accounts
and all other special funds.
6. Preparation of all warrents to vendors and accom-
panied payment checks. .
• 7. Preparation of consolidated schedule of bills pay-
able for presentation to Commissioners.
8. Preparation of budget expenditure comparison report
on a monthly basis.
9. Preparation of realized revenues comparison report
on a monthly basis.
10. Mechanized totalizing procedures to prove all work
daily and monthly.
11. Preparation of all the cities payrolls and writing
of payroll checks and employee .advices• Maintenance
of calandar and fiscal year to date balances with
State and Federal Reports and automatic totals for
direct posting to budget appropriation accounts.
All payroll accounting is now accomplished with the
same clerical 'Worker who also handles budgetary.
Of these applications, 6, 3,. 8, 9, and 10 have been added since
November of 1964 with the result of substantially increased
machine time requirements. Consdquently, ,the accomplishment
of the above listed work plus the preparation of the cities
water bills exceeds the time availability per month on the machine.
We look foreward to further increases on machine requirements with
the preparation of sewer charges and assessments and the resulted
payment accounting. Buiroughs, 'therefore, recommends the purchase
of one F-6303 Water and Sewer Billing Machine with programing
ability for preparing Sewer Assessment notices and payment ledger
cards. Such a machine has, been operated on a long trial basis
for a period of over 90 days; and we solicit your early consider=

accepted municipal auditing standards.

Commissioner Zenobia: I would like to see us get a proposal from
Lindfors & Waite who did our books for quite a number of years be-
fore this firm, -before we give it out.
City Manager Culverson: They give more or less an examination in-
stead of an audit, Mr. Zenobia. It is up to the Council what you do,
but this gentleman has set up a regular auditing system all the way
through, and we are going very nicely with it at the present time.
Before it wasn't an audit, regardless of what anybody says, it was an
examination of the books, and that is all it was. .And that was all
they had here for years, an examination not an audit.
Commissioner Zenobia: Well we could get a proposal for what he
charges for an audit.
Bob Houston: Did he mention a certified audit in there?
City Manager Culverson: It doesn't mention it, but he is a certified
auditor. No, it didn't say certified audit under Lindfors 6 Waites
either Mr. Houston.
Bob Houston: That is very true, but we had an audit here just a year
ago, and it is my understanding that it was going to be certified.
If I remember right that cost us something like $7,000. Your auditing
fees last year was over $10,000 and so far this year, I think they run
over $3,500. I would like to have the Commission make some, remarks on
some of these things. I am not directing all my ;questions direct to
the City Manager. These men here some of them are getter acquainted
with it than you, and I would like to hear from them when I ask questions.
® Commissioner Grammer: I would like to speak-to Mr. Rodgers & Mr.
Price on this. I have to agree with our City Manager and Mr. Houston
both, I was a little disappointed in the price of this. Mr. Houston
is right, it did cost a lot of money. At the time we interviewed
this man he told us it would run about what we were paying before.
If we could check back, I think we will find it will run a good 3
• times as much as we paid in years prior to that.

City Manager Culverson: Mr. Mayor, there is a gentleman here from
Laudania who would like to say a word on behalf of Laudania. Is it
alright if he steps foreward?
• A. D. Rush, Laudania Inc.: I want to know, Mr. Walden, what disposi-
tion was made on the resolution.
City Attorney Walden: It was turned over to Mr. Culverson to make a
further report on it.
Mr. Rush: We had hoped there could be some decision reached on that
this evening. We are meeting with the County Commissioners tomorrow,
and it seems that the only stumbling block is that one person along
Taylor Road is holding out because he cannot have water. The other
items that he has asked for the County has agreed to do for him, but
as far as water, they cannot provide that. We started in with Mr.
Culverson, and we switched over and you had a new City Manager Mr.
Neff, we have been in touch with Mr. Walden, and it just seems like
every place we have gone we have met with stumbling blocks. And time. .
is of essence now.
City Attorney Walden: Let me just say, there is no stumbling block. :: •.`.
The Commission did adopt a Resolution about 6 weeks ago, and. it all
conditioned upon the property"s .agreement to be annexed to the City. : .

And I got the impression that that was not acceptable, and then
O later they will agree as I understand it to be annexed when they
get water in. And I am doubtful as to how legal that is. I don't
think the City has any legal right to run water lines at its own
expense into unincorporated areas. In other words, the second the
City starts laying water, some arrangement must be made for them to
. come into the City.
Mr. Rush: You are talking about Dania being a sleeping giant, here
you have an industry down here that you want and can have, and will
be very shortly.
Commissioner Grammer: The only thing is, you are talking about one
• thing and our Attorney, who is our legal advisor, he says it is
illegal for us to run water pipe. Whether we want to or not, it
is not personally how I feel or another Commissioner feels. Accord-
ing to our Charter, our legal Charter of the City, we cannot go up
and run water mains in the County, whether we want to or not. We
would just be spending the taxpayers money to go out in the County.
It is definitely not legal. What our attorney is trying to explain,
he would have to check to see if we could do it. I am pretty sure
every Commissioner here would love to see you in the City.
City Attorney Walden: If you agree to come into the City there is
• no problem. You remember the suit just nine months ago, your par-
ticular company is the one that fought the City on the annexation.
Mr. Rush: Well I think you understood that. They turned it down
because they neither wanted in Hollywood or the City of Dania. I
think that that was, you might call it, a friendly way of saying
"No, we don't want you at this time". Maybe I am speaking out of
turn. Maybe we have been misled, not on your standpoint Mr. Walden,
or not from your standpoint Mr. Culverson, but I felt all along from .
our conversations that we had that we were certainly welcome towards
an end, but I find tonight that we are stalemated.
• City Attorney Walden: Well I have always understood that the property
owners, sinde they asked for this water, would co-operate in being
annexed. But I think that is where I have been misinformed.
Mr. Rush: Well, I don't want to- take any more of your time, this
meeting has run too long now, but it looks as though we had better
• try to work out something. Thank you very much for, your time.
Gene Pelliccia: There is a rumor about this friend of mine that the
City has intention of giving exclusive rights to. Plumbing hook-up
from home to sewer line.
• Mayor Salvino: Not tnue.
Gene Pelliccia: No. one, George, is not true. No. 2: The reason
the man brought it, up is that he is a plumber himself. And I be-
lieve that today, or was it yesterday; the man was in Mr. Culverson's
office inquiring about a Plumber's License. Am I' right; George, and
he threatened to have you arrested or something to that effect?
George Glass: Yes.
Gene Pelliccia: Did you get abusive,. did you swear to him? Did you
yell at him?
Mayor Salvino: Let him talk for himself.
George Glass: I went into his office, and he treated me and my wife
like dirt. I was trying to explain to this man that I am a qualified,
certified Plumber. I don't need no examinations in this City to do .
_. Plumbing work because there is nobody in the City that is qualified
enough to give me a test. Now he got hostile, very hostile. He got
up off his seat and said "Get out of here, or I will have you,thrown;,:.. '1

City Manager Culverson: Take it easy, let's not be lying. You
know, I have had about enough of that.
George Glass: I'm not lying. I'm telling the truth.

George Glass: You will insult any man or any woman that goes in
your office.
• City Manager Culverson: You came in and I asked you what your
trouble was. And you started telling me all about Mr. Lindeman,
what was wrong about him. So I called in- Mr. Lindeman, did I not??
And I said what was the trouble, Mr. Lindeman. And Mr. Lindeman
said this man insists in working without a permit in the City of
Dania. I said is it legal? And he said it is illegal. I said
• then you cannot work without a permit. And you said I will work
without a permit, and you also got very loud, very hostile, and
said certain "niggers" in this town are doing this and that.
George Glass: You are a liar.
• City Manager Culverson: No I am not, there is Mrs. Thornhill who
was right there. And I told you in my office that when you are in
my office you will not call those people by that name, you will call'
them "colored people" if you have to refer to them. You remember
that don't you? You got very mean and nasty, and when you got very
mean and nasty I got very mean and nasty.
• George Glass: You are a big deal, you are going to tell me what I
can call a man.
City Manager Culverson: Well I am going to tell you you have to
have a permit. ,

George Glass: Well I am going to give you fair warning. I am going
to go out here and do plumbing. Now I want you to arrest me, and when
you do we are going to have a little jam session down here before the e
Federal Coutt.
• Mrs. Glass: He said that he can't work without a permit, well how
could he work when he won't give him a permit? He told me to my face
that he was absolutely not going to give him a permit to work in the
City of Dania.
City Manager Culverson: Mr. Lindeman, will you answer that question?

George Glass: I fulfilled everything that the letter said, it said
your credit reference. I amathe.:only:�ofi&, that can show five or six
licenses. Give me another man in this town who can do it.
City Manager Culverson: Mr. Lindeman will you tell the Council and
the audience what the trouble is?
Building Inspector Lindeman: Well if they will keep quiet I will.
Number one, you are required to have a Masters Plumbers Card to do
Plumbing work in the City.
• George Glass: I asked you to show me the examination of the other
Plumbers and you wouldn't do it would you?
Mr. Lindeman: This man came in about two weeks ago and applied for
a Plumbing Examination Test for a Master Plumber. I have his appli-
cation down there now. His test comes up the 22nd of this month.
If he passes the test he will get his license.

• George Glass: Who is going to examine me? Who have you got that is
qualified to examine me? You don't have a man in this town that is
qualified to examine me. Everywhere I go to do a job Mr. Lindeman
goes and tells them not to hire me, I am not a licensed plumber.
Mr. Lindeman: Now wait a minute. . .
George Glass: You told the man over here at the rug place, you told
a man over on 2nd Street, and you told some people over here on the
other side of the tracks.
Mr. Lindeman: .If you are working in the City of Dania without a
• license you are breaking the law.
George Glass: You are breaking the law. This man over here this
Lippoth, he has got plumbers working for him that are not licensed.
You have some others here that are not licensed. You have a colored
man in this town that doesn't have a Master Plumbers License. Does
• Lindeman arrest them? Does he get on their back like he does mine?
It is me he is after. Because he knows I am going to help these
Social Security people around here that can't pay much. If I go up
to jail we will have a jam session down in Federal Court.
Earl Phillips, 826 N.W. 6th Avenue: This statement was made by two
• officials here in Dania that it is against the law for a General Con=
tractor to be less than a General Contractor on a job. Mr. Lindeman
has made that statement. Now if that is so, how come he allows a
man to build six houses in Melaleuca Gardens in the last year that
isn't a General Contractor? Now it would be up to Mr. Walden to make
a decision whether the man is in violation.
• Mr. Lindeman: Who is the man?
Earl Phillips: Howard Parrish.
Mr. Lindeman:. He's got a license.
• Earl Phillips: No he hasn't got a City of Dania license.
Mr. Lindeman: Go downstairs and you can see it.
Earl Phillips: He didn't when he built the first 4 or 5 houses. He
• had other General Contractors take out the permits for him. Now it
is a matter of record. How come you allowed him to build 5 houses
if you claim it is illegal for. . .how come you allowed it? You knew
he was building those houses.
Mrs. Ann Rubenstein: I came up tonight hoping that I could do some-
thing about appet peeve that I have. This has been a very informa-
tive meeting to me, and I was amazed when I heard of. the thousand of
dollars that the City is paying for office equipment, and I am very
proud to' hear that, to see the progress that the community is making.
But my pet peeve has to do with the obsolete and the old-fashioned
way the garbage is collected here. Down where I live our garbage can
has to be dragged out to the front, and the lids are left open all
day long until somebody comes home and puts the lids back on. I think
it is a petty thing, and I hope .that tonight that you can instruct
your City Manager, I think I have mentioned it to him, and I think I .
have mentioned it to every Commissioner that approached me and asked
me for a vote, and I asked if th'ey. would please do something about it.
• It is a sTall matter, but it is a health menace, and I think that maybe
we have grown up enough so that we can do something like the other
communities. Go to the back yard, dump the garbage in these big con-
tainers and empty them in the truck. This is-all that I ask, and I
hope that you will take action on it. Thank you for .your attention..
Mr. Eager: I would like to refer my question to the City Manager.

Mr. Eager: I am just asking. Have you got the City Charter here?
City Clerk Thornhill: No sir.
® Mr. Eager: I believe the City is run as close to the Charter as you
can. I .will try to remember the way it says. . . to be a candidate
for office of City Manager, to run for City Manager, you do not have
to be a resident of the City, but when elected or appointed you have
to be a resident. Why isn't this man? He has been in there long
enough, he has had time here before. Why don't we follow the Charter?
• Commissioner Grammer: You didn't quote: the Charter right to start
with. It doesn't say he has to be a resident. . .it says he shall
reside in the City. It don't say nothing about being a resident.
Mr. Eager: He definitely made a statement to the paper that he lived
in Hallandale and that he lived near enough to Dania. It is no joke.
I think you are making enough joke about the whole bunch of us here
in this city.
City Manager Culverson: I think you are twisting the words around.
Mr. Eager: I am not twisting them. You made the statement that you
lived in Hallandale and it was just as close as living North of Dania.
Why isn't that enforced? These people have to'live here, all of them,
to be Commissioners.
Commissioner Zenobia: Mr. Eager, I asked Mr. Culverson the same
question and he informed me that he is now looking for a place in
Dania. ` I think we have to' give him time to find one.
Bob Houston: Mr. Mayor, I would' like. to .ask a question now. I have
had some people ask when we are going to have some street patching.
City Manager Culverson: Tomorrow morning, Mr. Houston.
Bob Houston: Well I would like to go a little farther than that.
Since you intend to start patching the streets down there, .I just
wonder if that is the way to do it. Many times I have heard you re-
fer to the sewer program of 1958. The sewer program of 1582 as it
f was presented in its preliminary_form called for grading .of the East
side. To me it seems very silly to go ahead .and'patch streets down
there which are out of grade, they have holes in them, and I under-
stand that the contractor is responsible only for damage that he done
' to that particular street. That was figured in the cost of laying the
pipe, is that correct?
City Manager Culverson: Not entirely, if any part of the street over
50% is destroyed, then they replace the whole street.
Bob Houston: I would like to see this Commission follow a plan that
I think is very practical. If it is necessary, and I am sure you can,
you can get a rebate from the Contractor for the amount the paving
would be, and take the money out of. the General Fund and go ahead and
do the job. I think that would be one of the biggest assets this
City could have. At the present time, if he would go ahead and finish
his work up this program could be started immediately.' You would have
to advertise for bids, but this program could be taken care of immedia-
tely, and all of your drainage problems, as far as 7th Street and 6th
Street could be taken care of at this time. Now it has to be done
before this patch work is done because I see manhole covers down there
that will be out of grade in some places as much as 6 inches. There
isn't any question about having money enough to do it. I call your
attention to the fact that some time ago I told you that you have '

$22,000 that was owed to General Fund out of the Sewer Fund. You have
60-some thousand dollars out of the Water Fund that is due .the General
Fund. You have money coming from the Government on the damage from

the storm, Cleo. According ;to the paper that is around $18,000.
You have in the street fund right now the amount of $302000. So
you have well over $100,000 that you could reach into without
touching the budget.
Commissioner Hill: I don't know that there can be any decision
made tonight.
Bob Houston: I don't ask for a decision, I would like to know if
it is a good plan, whether it is possible.
Commissioner Hill: It might be worth looking into.
Bob Houston: Alright, then you shouldn't start patching streets
tomorrow.
Commissioner Zenobia: Mr. Houston, he couldn-'t possibly start
patching streets tomorrow, his streets all have to be bonded.
There is a lot of work to be done before you start laying asphalt.
I think the City Manager ought to get ahold of the contractor and
the City Engineer and see what can be worked out on it.
Mayor Salvino: You contact them tomorrow and bring us back a report,
Mr. Culverson.
City Manager Culverson: I won,'t be able to contact him tomorrow, sir.
He was in this morning and we had about an hour conversation regarding
some of the streets from Second Avenue to Federal Highway, where they
don't finish off . They go up to about 100 feet of the pavement, give
us a price per square yard, or unit price to pave it all the way up,
get the radiuses up to Federal Highway. And it has to be approved by
the Council, but he is going to send me that letter on that.
Mayor Salvino: Mr. Culverson, would you bring us this report as soon
as possible?
Bob Houston: How are we going to hear about the report?
Commissioner Zenobia: We will call a meeting Mr. Houston.
Bob Houston: Will you let me know?,
Mayor Salvino: Yes sir.
Conrad Ingold: I would like to thank the Commission for the nice card, .
I would also like to thank you for the co-operation we had during the
carnival, It has come to our .attention that the Commission has been
considering moving the baseball diamond at Frost Park. I would like
to know if the Commission has made any decision one way or the other.
The baseball season is upon us. We start our season April 20th. Has
any decision been made?
Commissioner Grammer: I would like to answer that. We haven't made
any decision on improving the park, but we did have the lights changed
back around.
Conrad Ingold: Can I assume then that the diamond will remain where
it is for the balance of the season at least?
Mayor Salvino: That's right.

A motion was made by Commissioner Zenobia to instruct the City Attorney
to draw up a resolution transferring the sum of $21,878.04 from the
Sewer Fund, also to draw up another resolution transferring the amount
of $69,000 from the Water Fund to the General Fund, at total of $90,878.04.
Bob Houston: I would like to say something before you pass on the mo-
tion. Where are you going to put this in the General Fund? Why don't

Commissioner Zenobia: I would rather not, Mr. Houston, not right
now because we have other things coming up. We are talking about
building a Fire House now too.
Commissioner Grammer: We have another place for it right now. We
are going to build a Fire Station.
Bob Houston: Well you have $502000 down here in the Sewer Fund, you
can build it with that.
Commissioner Zenobia: $50,000 in what? Do you mean the drainage
fund for Dixie Highway?
Bob Houston: Yes.
Commissioner Zenobia: I have hopes of putting that in too .
Bob Houston: I wish I could agree with you, but you won't get it in
this quick.
Commissioner Zenobia: Well we have hopes. Maybe, the County won't go
ahead and put the road in right away, but we might go ahead and put
