FLORIDA, HELD JANUARY 13, 1965,
The City Commission of the City of Dania, Florida, met in
Special Session in the Commission Room at the City Hall.
Present were: MAYOR-COMMISSIONER FRANK SALVINO
COMMISSIONERS ROBERT L. GR91MER
VERA L. HILL
S. ELLIS YOUNG
CITY ATTORNEY CLARKE14ALDEN
CHIEF OF POLICE MONTIE F. SMITH

The meeting was called to order at 7:30 P,M. by Mayor Salvino.
This meeting was called for the purpose of appointing a City
Manager.
A motion was made by Commissioner Young to adopt and pass a
resolution appointing William G. Neff as City Manager for the
City of Dania, at a' starting salary of 58,500 per year, to
• serve at the pleasure of the City Commission. The motion was
seconded by Commissioner Hill.
Commissioner Zenobia: I would like to have a little discus-
sion on that. When we went into this hiring, of a new City
Manager, we decided that we were going to try to get rid of
all the mistakes of past years and not have City Managers
that would last six months, or eight months , or seven months.
And we said that we were going to investigate any applicant
for the job of City Manager. We started an investigation on
the gentleman who was named tonight, and we haven't received
but one letter back so far, from all our inquiries. I don't
think we should be hasty and have a special meeting. We have
a meeting coming up next Monday night. We"will probably have
all the letters back. And I would. like to make a motion at
this time to table the motion of Mr. Young's.
Commissioner Grammer: I'll second that.
Mayor Salvino: This thing has been pushed around and pushed
around , Carl. I think we should go through it and have it over
with.
Commissioner• Zenobia: I know it has been pushed around , Mr.
Mayor, but we want a few days. . .
Mayor Salvino: We won't have a City Manager for the next six
months if we keep on going like this. You act like a bunch of
kids , that 's what it is .
Commissioner Zenobia: No, we are not acting like a hunch of
kids. We want to give the people what they want. We want to
give them a man that will last. I have nothing against Mr. Neff.
Mayor Salvino: I have checked the man out. He checks out clean.
Commissioner Zenobia: I know that you checked out, Mr. Mayor.
You checked out one item. We haven't received any answers back
from anything,.else. And that is my reason 'for making this motion.
I think that we should check the man all the way, so that we don't
have any mistakes like we had in the past.
Mayor Salvino: You claim you have been checking and checking.
What have you found against the man?

Commissioner Zenobia: I haven't found anything against the
man, but I would like to see all the letters come back first.
Commissioner Young: Well, if my memory is correct , the Mayor
made a few telephone calls and had conversations pertaining
to the man. I do know that he remarked to me that the gentle-
man checked out clean. Now as far as written confirmation, I,
don't know:
Commissioner Zenobia: Commissioner Young, the man made a
telephone. ., . . .
Commissioner Young: Excuse me just one moment. . . .
Commissioner Zenobia: Go ahead.
Commissioner Young: I don't come to the City Hall every day,
so whether there was any correspondence or not, I don't know.
But I have no reason to distrust the word of the Mayor, and I
certainly think that he is a gentleman when he tells me that
he has quite a bit of information on him, the applicant.
Commissioner Zenobia: The only letter I know that the Mayor
got back was the one from Alliance,, Ohio. I don't know of any
other letter he got back. If he has other letters he hasn't
shown them to anybody else that I know of. I haven't seen them.
Mayor Salvino: I checked with several people in town who know
him real well, went to school with him, and he has a very clean
record, from all the people I have talked to. In fact, I talked
to the man last night in front of Commissioner Bob Grammer in
the Jai-Alai, and the man said that he has a clean record.
Mr. Tarpley: Mr. Mayor, I would like to say something here. I
know Mr. Neff. I have seen him around quite a while. And Mr.
Neff, as far as I am concerned, is a well-qualified„ man.
Commissioner Young: Well, we had a motion to table. " It super-
cedes my motion. So we have to vote on the motion to table.
The.roll being. called, the Commissioners voted as follows:

Young No
Zenobia Yes
Salvino No
Mayor Salvino: We will vote on the first motion.
City Clerk, Mary Thornhill: We are voting on the motion that
William G. Neff be appointed City Manager at a salary of t8,500
annually.
Commissioner Young: Excuse me,• that is a starting salary.
Then we have $500 which, in theory, would be through his pro-
bation period of six months . And at that time, it would be at
the pleasure of the Commission whether it is raised or not.
The roll being called , the Commissioners voted as follows:

Commissioner Zenobia: My reason for voting is because we
• haven't received all the letters back, so I will have to
vote No

Motion carried.
There being no further business on the agenda, the meeting
adjourned.
