Dania, Florida, met in Special Session in the Commission Room at the City Hall. • Present were: MAYOR-COMMISSIONER FRANK SALVINO COMMISSIONERS ROBERT L. GRAMMER VERA L. HILL S. ELLIS YOUNG CARL ZENOBIA CITY ATTORNEY CLARKE-WALDEN • CHIEF OF POLICE • MONTIE SMITH CITY CLERK MARY THORNHILL The meeting was called to' order at 8:00 P.M. by Mayor Salvino. Acting City Manager Thornhill: We have a request from Wildwood Bropical Nurseries for a payment of $1,000. , due now on the planting of the trees and shrubs on S.W. Fourth Avenue. We have paid them $21000. on October 30. There is a balance of $300. 9 which is a retainer until we see if the trees are going to live. A motion was made by Commissioner Young to accept the Adfiug • City Manager's recommendation to pay the bill. The motion was seconded by Commissioner Zenobia, and the roll being called, the Commissioners voted as follows: Grammer Yes • Hill Yes Young Yes Zenobia Yes Salvino Yes Acting City Manager Thornhill: We have a request from the Flo- rida Industrial Commission about the installation of a safety device on the Water Tower. One of the men from the Industrial Commission was in the City Hall today. It seems that he had requested this some time ago and nothing had ever been done about it. This time, if something isn't done, they are going to pre- pare a case to go to Tallahassee before the Florida Industrial • Commission to force the City to install this safety device. I believe Mr. Grammer can explain itha little more because he talked to the man about it. Commissioner Grammer: I think this has been.going on about a year and a half or two years. It is a safety device for the lad- 0 der for the water tank. We can get this done for about $500.00, or a little less. I think our Fire Chief would understand this a little more than we would. A motion was made by Commissioner Grammer to turn this over to Fire Chief Lassiter. The motion was seconded by Commissioner Young, and the roll being called, the Commissioners voted as follows: Grammer Yes Hill Yes Young Yes • Zenobia Yes Salvino Yes Acting City Manager Thornhill: Next I believe is the Christmas Tree Light Project of the Volunteer Fire Department. i� ' • Dire Chief Lassiter: We have two more blocks of lighting down town this year. We would like some additional Christ- mas lights and decorations fbrcthose two blocks . That is one block North and one block South where Whiteway has been extended to. Down through the years we haven't had anything • to hang them on until they put up the new Whiteway poles. We will put up the lights if you will put up. the money to buy them. The cost of the lights will run abouty$550.00, and the cost of the decorations will run about $450.00. So it will be pretty close to $1,000.00 in material. • Commissioner Young: I think we should get other bids on it. Chief Lassiter: It is too late in the year to take bids on it if you are going to do it this year. A motion was made by Commissioner Grammer to tike Chief Las- • siter's recommendation and use the separate Aids for lights. The motion was seconded by Commissioner Hill, and the roll being called, the Commissioners voted as follows: Grammer Yes Hill Yes • Young Yes Zenobia Yes Salvino Yes Mayor Salvino called for objections on the Sewer Program. • From the Audience: I'm not an objector, I just want some in- formation. The sale of the bonds that have been authorized, dot hey include any sewage disposal plant, or do they just in- clude the sewer system itself without any plans for a sewage disposal plant? • Commissioner Grammer: They indlude three lift stations, one disposal treatment plant and the sewer job complete. From the Audience: Does that include the sewer system for the entire city? • Commissioner Grammer: No sir, just East of the Railroad track, to the South City limits, and to the Dania Cut-off Canal. Mayor Salvino called for any. additional bids . A motion was made by Commissioner Zenobia that the bidding be • closed. The motion was seconded by Commissioner Hill, and the roll being called, the Commissioners voted as follows: Grammer Yes Hill Yes Young Yes Zenobia Yes Salvino Yes ' From the Audience: As a point of information, those property owners on the West side of town, will 'they be responsible for the paying of these sewers? Commissioner Grammer: No sir. At this time Attorney Walden read the legal ad as- follows: • -2- NOTICE TO BIDDERS: Sealed bide will be received until 8:15 P.M. EST November 23, 1964, at City Hall, City of Dania, Florida, for construction of Sanitary Sewers, Pumping Station and Force Mains, and Sewage Treatment Plant. Bidding blanks may be obtained from the office of the City Manager. Plana and specifications are on file in the office of the City Manager. A deposit of $50.00 for plans andspecifica- tions for Pumping Station and Force Mains and $25.00 for plans and specifications for Sewage Treatment Plant i will be required. All deposits for plans and specifi- cations will be refunded upon their returrllin good con- dition within ten (10) days of the opening of bide. A certified check, cashier's 'check or bank of- ficer's check, for 5 per cent of the total amount of the bid, made payable to City of Dania, Florida, shall accompany each proposal as evidence of good faith and responsibility of the bidder. This check shall be re- tained by the payee as liquidated damages should the bidder refuse or fail to enter into, a contract with the payee for the execution of the work embraced inthe pro- posal, in the event the proposal of the bidder is accep- ted. The motion was seconded by Commissioner Grammer., and the roll being • called, the Commissioners voted as follows: Grammer . Yes Hill Yes Young Yes Zenobia Yes �' , Salvino Yes • A motion was made by Commissioner Young to refer the bide on the Sewage Treatment Plant and Sanitary Sewer System to the Acting City Manager and City Engineer for tabulation and re- commendation. The motion was seconded by Commissioner Hill, and the roll being called, the Commissioners voted as follows: • Grammer Yes Hill Yes Young Yes Zenobia Yes Salvino Yea • INVITATION FOR BIDS: Sealed 'bids will be received by the City of Dania, Florida, at the City Hall on the 23rd day of November, 1964, up to 8:30 P.M. EST. , at which time and place all bids will be publicly opened and read aloud. The bids will be based on the furni- shing and installing , or constructing the paving of S.W. 2nd Terrace from Phippen Road to FECRR right-of- way, and S.W. 7th Terrace from Phippen Road to FECRR right-of-way, all within the City Limits of the City of Dania, Florida, otherwise known as Project Number 6162, as shown on the Engineer's Plans and Specifica • tions. The City of Dania, Florida, reserves the right to (a) Waive informalities in any bid; (b) Reject any and all bids; (c) Delete a portion of the program; (d) Extend the program within the limits of the items invol- ved. THE CITY OF DANIA • Broward County, Florida A motion was made by Commissioner Grammer to open the bids on the streets. The motion was seconded by Commissioner Young, and the roll being called, the Commissioners voted as follows: • Grammer Yes Hill Yes Young Yea Zenobia Yes Salvino Yes • Acting City Manager Thornhill read the bids as follows: DiMar Paving Co. - 1255 sq. yds. @ $2.15 per sq. yd. $2,698.25 A motion was made by Commissioner Zenobia to turn the bid over to the Engineer for his tabulation and recommendation.
