The City Commission of the City of Dania, Florida, met in Regular
Session in the Commission Room at the City Hall.
Present were: MAYOR-COMMISSIONER VERA L. HILL

The meeting was called to order at 8:00 p.m. by Mayor Hill, after
which Pledge of Allegiance to the flag and invocation was held.
0 (1) Minutes of meetings held July 6 and July 15, 1964.
A motion was made by Commissioner Tarpley that the minutes be
approved as read. The motion was seconded by Commissioner Young,
and the roll being called, the Commissioners voted as follows:

(2) Public Hearing: 8:00 P.M. Objections of the public to the

vacation of an alley running North and South behind Lots 1, 2, 3,
and 4, Block 3, ST. JAMES PARK NORTH.
Mayor Hill called for objections from the audience:
Nicholas DiMauro, 25 S.E. 15th Street - objection,:'
Mr. Ransburg, representing the .owners requesting vacation of the
alley: The owners of that property request the property be re-` .'
zoned from B-2 to C-1 for the erection of a service station.
They request the vacation.of the alley because the City of Dania
• wants a seven foot right of way fronting their property. This .
would leave less than the 100 foot depth that is required to
erect a service station, so they would like to move their property
back seven foot, which. is half of the present alley, to compensate.
This alley may be used sometimes, but I talked with the people who
pick up the garbage and they informed me that they do not use this
alley, they use 15th and 16th Streets. To my knowledge, no utility
people are using that alley.. We have sidewalks so the pedestrians
and bicycle riders do not have 'to go out into the street. I called
the water company this morning. There is a 211 water pipe running
down here (indicating on a map). At this time the water pipe is not
being used. The water department says that they are servicing these
lots from the back, 15th Avenue. I believe that if we gave the city
the front seven feet and they gave us the back seven feet, the city
would benefit much more than we would. I£ you would like to ask
any questions, I'll be glad to answer them. .
Commissioner Grammer: I have a question. You admit this lot is
not big enough for a gas station, and yet you are here asking us
to zone it for a gas station. Why?
Mr. Ransburg: It is our loss if we cannot park ten cars rather
than five. The property is big enough except for. more space to
park cars. The operator may suffer slightly from this, but it will
not effect the safety of it or the efficient operation of it.
Commissioner Grammer: Let me ask you this , without our giving you
• this alley, according to our Building Inspector and our zoning or-
dinance observing set-backs, can you get this gas station on that
piece of property?
Mr. Ransburg: Yes sir. You have a 30 foot set-back from here,
and a 30 foot set-back from here. There is no set-back from here
• to here (indicating on drawing). Although we are maintaining
these.
Attorney Waldent I believe there is some question as to whether
there is ,a set-back requirement for 15th Street. The ordinance
• says merely "street side".
Mr. Ransburg: Yes air, there is a question. We discussed this
today. It is our interpretation, but it is going to have to be up
to all of us to interpret the ordinance. It says that you must
have a front yard sot-back of 30 'feet on C-1 property. Plus, if
• you are on a corner, also 30 feet from the street at right angles.
From the street, not streets, from the street at right angles. Is
it the n� tendon of tNe statute that if you have three streets that
you've got to say 30 feet from each street? This would make it
very rough on people who own that property. It appears to me that
it only means two streets.
0 Commissioner Grammer: If there are three streets , it is for all
three streets at right angles. So your lot isn't even big enough
for the amount of gas station that you want to put on it.
Mr. Ransburg: It depends on your interpretation of the ordinance.
To me that ordinance was drawn, as if it meant two corners, and it
0 should be back 30 feet from each one. Well, we're keeping 30 feet
back from these two heavily traveled arteries ; 15th street is not
nearly as heavily traveled, but we're still staying 16 feet away
from it. We're not blocking any view, we're not creating any un-
safe conditions. That's my interpretation. Mr. Walden and the
• rest of you will have to give your own interpretation.
Commissioner Grammer: Well, somebody thought that that alley was
going to be used enough to have it paved. That is a paved alley.
I want to go on record that I am against giving this alley away...
I talked to the .people down there. They said the kids go~through
there on bicycles to come out at the light on Federal Highway.
There is no light on 15th Street. I'll make a motion that we don't
give away the alley because the people down there want the alley.
Mr. Ransburg: It is my understanding that when that subdivision
was laid out, this alley was put in for one purpose only. That was
to serve the businesses that were going to front Federal. So they
can have loading zones. So. they, could take care of their inventor-
ies, and what have you, for heavy trucks. And you had no- parking
then on US 1. That is the understanding I have for this alley, and
so I question it's validity when we get down to an alley where there
is no business.
• . Commissioner Grammer: Our biggest objection to a service station
is the tin cans, papers, signs and what have you that always go
behind a service station.
Mr. Ransburg: I submit that the alley is no longer servicable to
the area. It would be better off to give it to the people and have
this all one lot here. The alley actually isn't being used.
Commissioner Grammer: That is exactly what I want to do. I am
giving it to the people. I went down there and talked@:to the peo-
ple and they want the alley. I'm not giving it to one person, -I'm
giving it to the people.

Commissioner Young: Frankly, in the past we have always taken a
® rather dim view of vacating public right of way. The alley may
not be used right now, but how can we say whether we will be need-
ing it in the future? I would like to bring up one other point.
We referred this matter to the Zoning Board and they denied this
request.
0 Commissioner Grammer: I still say if the lot is not big enough,
we shouldntt zone it for a gas station. It is up now for third
reading. And if the property is not big enough for a gas station
we should not zone it for a gas station.
• Mr. Ransburg: It is big enough.
Commissioner Grammer: Then what do you want the alley for?
Mr. Ransburg: You inserted the part about the seven feet later.
Commissioner Grammer: No we didn't. That was before the first
0 reading. We asked for this seven feet and you agreed to give it.
Mr. Ransburg: Yes, on the condition that we got seven feet in the
rear.
Commissioner Grammer: Oh no we didn't. I beg your pardon. Not
from me you didn't.
Mr. Ransburg: Well I can say we never agreed to give the seven
feet and cut us down to 93 feet.
Commissioner Grammer: If you don't agree to give us the seven feet,
we just won't zone it for a gas station, that's all.
Commissioner Young: Doesn't that ordinance call for a donation of
a seven foot right of way on Federal Highway before the ordinance
is acknowledged?
Attorney Walden: This particular ordinance, yes.
Mayor Hill: There is a motion on the floor, do I hear a second?
Commissioner Young: I second.
A motion was made by Commissioner Grammer to deny the request to
vacate the alley. The motion was seconded by Commissioner Young,
and the roll being called, the Commissioners voted as follows:

(3) Ordinance:
An ordinance rezoning Lots 8, 9 and 10,. Block 43, NORTH HOLLY-
WOOD, according to the Plat thereof recorded in Plat Book 4,
Page 1, of the Public Records of Broward County, Florida, said
lands situate, lying and being in Broward County, Florida,
from B-2 Classification to C-1 Classification: and providing
that all ordinances or parts of ordinances in conflict here-
with be repealed to the extent of such conflict;
and making one change and providing that this ordinance shall become. effective when
the fee simple owners of said property give a proper right of
way deed` to the City of Dania concerning the East 7' of Lot
10, Block 43, NORTH HOLLYWOOD, and concerning the area between
the tangents and a curve in a radius of 251 , said curve being
tangent on the West of a line which lies 7' West of and pare-
;r;',. llel to the East line of said Lot 10, and tangent on the South
to a line which lies 15' North of a parallel to the South line
of said Lot 10. That the evidence of said dedication of said

® right of way being the adoption of a resolution by the City Commis-
sion of the City of Dania accepting the right of way deed to said
parcel.
Attorney Walden: Reading that condition in, if you decide to go
ahead with this tonight, I will effect a title and make sure there
are no liens on it so he can give us a good deed. So the effective
• date will be when they give them to us.
A motion was made by Commissioner Tarpley to pass it on the third
and final reading with the stipulations set forth by Attorney Wal-
den, regarding a free and clear title. The motion was seconded by
• Commissioner Young, and the roll being called, the' Commissioners
voted as follows:

(4) Ordinance:
An ordinance rezoning Lots 1, 2 and 3, Block 3, ST. JAMES
PARK NORTH, according to the Plat thereof recorded in Plat
Book 3, Page 33, of the Public Records of Broward County,
Florida, said lands -situate, lying and being in Broward
County, Florida, from B-2 Classification to C-1 Classifi-
cation; and providing that this ordinance shall become
effective as of its passage and adoption, on third reading.
Attorney Walden: I can make those conditions that they give the
• 7' right< of way. I assume they won't do that though, if you don't
vacate the alley.
Mr. Ransburg: There is only one of the three owners here in Dade
County, the other two are out of state. And I would have to reach
them before any decision can be made. But we would like to have.
•' you go ahead and rezone it if you, can. . Is there a, conditioning
clause in this one?
Attorney Walden: The seven feet.
• Mr. Ransburg: Is that seven feet incorporated in the ordinance?
Attorney Walden: It is not, the way I read it. But I will iaake
some changes.r
A motion was made by Commissioner. Young to adopt and pass this or-
dinance on third and final reading with the stipulation that the
title holder and fee simple present the City of Dania with a seven
foot right of way abutting Federal Highway for the purpose of their
street widening program, absolute deadline September 20, 1964, and
that that be included as a part of the ordinance on third and final
reading. The motion was seconded by Commissioner Tarpley, and the
roll being called, the Commissioners voted as follows:

• (5) Application for 1 APS License, Jackson's Minit-Market, Inc. ,
602 South Federal Highway. (Second Reading)
Commissioner Grammer: This says second reading. .We haven't had
the first. We tabled it until we got the matter straightened out
with the Zoning Board.

Mr. C. M. Paulk, representing Jackson's Minit-Market and the owner:
• I don't know whether the official license has been or hasn't been
approved, but, on behalf of the owner, they thought everything was
in order, through, I presume, the advise of his attorney. The in-
tent was to be co-operative and not try to override any ordinance
or in any way upset anything that is other than normal.
• Attorney Walden: The applicant is entitled to the license if he
goes through two readings. That is the question that is before the
Commission tonight. The Commissioners have indicated that the first
reading was tabled, and formally Jackson's was told 'to apply for a
variance. I don't think there .has been one official reading on it
yet.

Commissioner Young: In view of the fact that the State Law does
apply in the case of a 1 APS, we were advised by our Attorney that
the State Law supercedes our ordinance.
A motion was made by Commissioner Young to waive the first reading
• and pass on second reading simultaneously, on advise of the Chief
of Police having approved the applicant. The motion was seconded
by Commissioner Tarpley, and .the roll being called, the Commissioners
voted as follows:

Mayor Hillfcalled for Officers Ben Shine and Robert Cowart to step
• foreward. She presented them a plaque and said in part "On behalf
of the City of Dania we are very proud of you and the whole police
force. Becuase on the 4th of July you did .do your duty in serving
your city above and beyond the call of duty. You did your duty in
a very calm and unemotional manner in protecting the citizens of
our city. This plaque says that on July 4, 1964 you did act in a
• heroic manner above and beyond the call of duty. We congratulate
you. We are so proud of you, and I know you represent all of our
policemen. We have some more awards. They are not the only two
heroes , but they will have to come later. We can't have all this
excitement in one night."
• (6) Recommendations from the July 14 meeting of the Planning and
Zoning Board.
Attorney Walden: Item number one is the vacation of the alley, so
we will not read that one.
• (2) B. J. Florian was present and presented request for appro-
val of plat, FLORIAN ISLES THIRD ADDITION. Plan was shown to zoning
board members by Mr. Lindeman and was studied by them. After much
discussion about its being an exceptional and hardship case, Mr.
Jackson made a motion that recommendation be made that the plan be
approved as presented. Seconded by Mr. Casciello. Roll call vote
• as follows:
Mr. Kennedy - No Mr. Jackson - Yes
Mr. Casciello - Yes Mr. Loury - Yes - Motion carried.
Attorney Walden: If you wish to go ahead with this, you should make
a motion that the ordinance be drawn and passed on first reading.

A motion was made by Commissioner Tarpley that the ordinance be
drawn and passed on first reading. The motion was seconded by
Commissioner Young.
After much discussion, Commissioner Young made an addition to Com-
missioner Tarpley': motion, to wit, ; it shall be clearly stated on
the plat that the set-back shall..be liar enough back .to comply with
the 50 foot frontage. So the ,motion now reads:
A motion was made by Commissioner Tarpley that the ordinance be
drawn and passed on first reading,with the stipulation that the plat
should clearly state that the set-back shall be far enough back to
comply with the 50 foot frontage. . The motion was seconded by Commi-
ssioner Young, and the roll being called, the Commissioners voted as

(3) A. Medina request to construct a canopy for fruit',:display
stand, 1142 North Federal Highway. Mr. Medina was present to explain
his request. Mr. Lindeman presented the plan to the board members

Mr. Kennedy made motion that recommendation be made that the re
® quest be approved as presented. Seconded by Mr. Jackson. Motion
carried unanimously by roll call vote.
A motion was made by Commissioner Grammer to pass this , if he has
a deed to the property and if ft is all one piece of property.
The motion was seconded by Commissioner Young, and the roll being
• called, the Commissioners voted as follows:

(4)• Maine Building Corp.:; permit to build 12 condominium
apartments on property described as Parcels• A, B, C, D & E, sit-
uated in Section 3, Township 51 South, Range 42 East, located at
306 Phippen Road. The corporation was represented by Mr. Taines.
This is a plan to do away with the slum situation in that dis-
trict. The board felt that they didinot have sufficient infor-
mation to act at this time, and there is no zoning for condominium
apartments.
Mr. Kennedy made a motion that the request be, tabled until more
information ban be obtained and another meeting called. Motion
• seconded by Mr. Jackson. Motion unanimously carried by roll call
vote.

(5) Kayo Oil Company, request for a variance permit concern-
ing Lots l- through 7, Dixie Way, 1201 South Federal Highway, to
allow the reconstruction of an existing service station. Public
Hearing - 8:15 P.M. Represented by Mr. A. J. Ryan, Attorney, who
presented pictures showing the type of construction for the pro-
posed rebuilt station and stated it should be a definite improve-
ment as the present building is in bad condition. Sidewalk plans
were presented by Mr. Lindeman.
Mr. Casciello made motion that recommendation be made-that the
plans be approved according to Mr. Lindemants specifications with
one 28' approach on each aide, one on S. E. 12th St. and one on
S. E. 13th St. Seconded by Mr. Jackson. Motion unanimously car-
ried by roll call vote.
A motion was made by Commissioner Tarpley to advertise. for a�,public
hearing for August 17, 1964, at 8:15 P.M. The motion was seconded
by Commissioner Grammer, and the roll being called, the Commission-
ers voted as follows:

(6) Mr. John F. Justice - application for variance for Trai. k
ler Park. He stated the plan for the park is not registered with
the City of Dania, but is registered with the State of Florida.
Mr. Jackson made motion to waive Zoning Board hearing and pass the
request for hearing directly on to the City Commission. . Seconded
by Mr. Casciello. Roll call vote as follows:

Motion carried.
A motion was made by Commissioner Young to advertise for a public
hearing for August 17, 1964, at 8:20 P.M. The motion was seconded

(7) Helen Dilworth, Public Hearing - 8:45 P.M. , request to
vacate an alley in Block 1, LIBERTY HEIGHTS. Represented by Sher-
wood Spencer, Attorney. He stated that all of Block 1 is owned by
Helen Dilworth and presented abstract proof. The alley forms an
i "Ell' and she requests that the entire "Ell' be vacated. Mr. Spencer
stated that the alley was not at present used for pedestrian or
vehicular traffic and would not be cutting off anyone else since
she owns the entire .block.
When objections were called for, Mr. Hal Fried of the Florida Power
and Light Company said he was at the meeting to make sure his com-
pany would retain the present power line easement down the alley.
Mr. Kennedy made motion that recommendation be made that Helen
Dilworth's request be denied. Seconded by Mr. Jackson. Motion
carried by unanimous roll call vote.
A motion was made by Commissioner Tarpley to advertise for a public
hearing for August 17, 1964, at 8:30 P.M. The motion was seconded
by Commissioner Young, and the roll being called, the Commissioners
voted as follows:

' (8) Public Hearing - 9:00, Robert LaCroix request to vacate a
certain right of way between N. W. Second Street and N. W. Third.
Street, in Block 2, TOWN OF DANIA. The right of way is 40 feet.
r, Mr. Jackson made a motion that recommendation be made that the city
t' deny this request to vacate the right of way. Seconded by Mr. Ken-
nedy. Motion carried by unanimous roll call vote.
A motion was made by Commissioner. Young to advertise for a public
hearing for August 17, 1964, at 8:35 P.M. The motion was seconded
by Commissioner Grammer, and the roll being called, the Commissioners
voted as follows: :

At this time the chairman read a letter from Mr. Ctilverson,
City Manager, for approval of his sidewalk construction plan re-
questing that the city manager and the building inspector be given
the power to make decisions as to sidewalk installations inasmuch
as the city receives many appeals when property faces unimproved
streets or no streets at all and as the ordinance now stands, all
' property owners are required to put in sidewalks if and when they
make property improvements.
Mr. Jackson made motion that recommendation be made that the re-
quest to give the City Manager and Building .Inspector the right to
decide about the building of sidewalks be denied. Seconded by Mr.
Kennedy. Motion carried by unanimous roll call .vote.

(7) Mr. Wilby, proposal on Dania Fishing Pier.
After a short talk by Mr. Wilby on what could be done for the Dania
•
Pier and with the Dania Pier, Mr. Wilby was advised by the Commission
to draw up specifications that he would like to submit to the City
and turn them over to the City Manager so that he can advertise for
bids on the Dania Pier.
(8) Bills for the month of June to be approved for payment.
A motion was made by Commissioner Young to approve the bills for the
month of June with the following deductions:
$26,379.24 - to be deducted from the General Fund, and
$ 780.00 - to be deducted from the Water Fund.
Commissioner Young explained that these deductions were due to the
changeover in the accounting. The motion was seconded by Commis-
sioner Tarpley, and the roll being called, the Commissioners voted
as follows:

(9) Bill from Water Conditioning Equipment Corp.
Estimate No. 5 - $12,780.00
City Manager Culverson: I recommend that -this bill be approved for
payment.

Commissioner Grammer: I don't remember seeing the three proposals
Or the contract on these lights. I don't believe they were ever
read at an open Commission meeting. I would like to see them.
° (10) Recommendations from City Attorney Walden:
Regarding Right of Way Deeds, the Charter requires that you adopt
a resolution accepting the deeds: I will read the descriptions to
you:
° Section I: That the City Commission of the City of Dania,
Florida, does hereby accept for right of way purposes the
following deeds, to wit:
(a) Deed dated July 10, 1964, from Raymond A. Ross Jr. ,
° a married man, joined by his wife, Janice Crawford
Ross, conveying a certain 10 foot parcel located
within NE4 of NE4 of SWa of Section 3, Township 51
South, Range 42 East with said parcel being more
particularly described in said deed;
° (b) Deed dated April 27, 1964, from Adriondack Trailer
Park, Inc. , a Florida corporation, conveying a cer-
tain 10 foot parcel located within NE4 of NEI of
SWa of Section 3, Township 51 South, Range 42 East
with said parcel being more particularly described
in said deed;
° (c) Deed dated May 11, 1964, from Lewis A. Bosworth and
Bernice Bedal Spear, not individually but as co-
trustees under the terms and conditions of that
certain trust agreement recorded November 13, 1963,

naming Mayor Hill, Mr. Culverson, and Mrs. Thornhill as the persons
authorized to sign .them.

® A PORTION OF THE MINUTES OF THE CITY COMMISSION MEETING OF JUNE 20,
1964, PERTAINING TO INSURANCE MATTER.
Attorney Walden: There is one other item I wish to bring up which
is frankly not the City Attorney's business. Three or four years
ago , when the pier was built, it was constructed. right before the
• start of the hurricane season, and the City did have some diffi-
culty in obtaining insurance. I was asked by the City Manager then
to get involved with it. We have been contacted by several insur-
ance agents. Mr. Walker, who is with us tonight, is an agent who
has an office in Fort Lauderdale. He has had the ,coverage of the
pier since it was built. He asked me to remind you that the policy
• is coming up for renewal on August 7th. And, frankly, he wants me
to request that you give him a letter designating him as an agent
to get you offers or bids on it. Mr. Walker has some figures to
read to you on a three year premium basis. - The total cost o£' the
premium for the three years would be -$17,050.00. You are now paying
$7,500:00 per year, so there would be some savings. About $5,600.00
• per year in the three years. Mrs. Thornhill has a letter from Mr.=
Galbreath asking that his agency, Galbreath Insurance Agency, be
considered. You also have one from Compass.
Commissioner Young: I still want to do a little more thinking
about self-insuring the pier.
• City Manager Culverson: I don't think you can self-insure the pier
until it is paid off.
Commissioner Young: On this three year insurance, you pay a lump
sum, don't you?
• City Manager Culverson: You don't have to. As I understand it,
you can pay it year by year and cancel it any time.
Commissioner Grammer: Do you think that we can take this insurance
for six months. Then if we don't refinance the pier we could pick
it up?
Attorney Walden: I think that, again, it is not up to the lawyer
to negotiate the insurance. I understand that Mr. Wall, with whom
you place a lot of your insurance, doesn't want this business for
some reason, so I suggest that you very quickly talk to some of
these agents who. are interested in it.
Commissioner Tarpley: If Mr. Wall doesn't want it, and he is not
interested in it, I think if we do need an agent why don't we app-
oint him as an agent? As he would be an uninterested party, let.
him negotiate with them. I can't see appointing a man as an agent
and then letting him insure it too. I don't think it is fair to
the rest of the buyers.
City Manager Culverson: I don't mean to argue the point, but that
is the normal procedure. You get an agent theft they are required
to bring in all bids to you, regardless of whether it is their
company or not.
Commissioner Young: Well, I think the best thing to do is to con-
tact the four agents who work with us on the Insurance Committee
and see what they have to say. That will be with Mr. Wall, who is
the chairman of the committee.

• The Board of County Commissioners proposes to request the
F.A.A-. to allow the County to construct a road to the
present Fort Lauderdale-Hollywood Airport Entrance Road.
A primary purpose of the road is to provide direct access
to the terminal on the East side of the airport for persons
desi'ring:.to'uae theiterminal. It is believed that, as the
• roadway is used as a thoroughfare by the public, they will
become more cognizant of the airport facilities.
The present plans are to have the existing Northwest peri-
meter road continued South to Northeast 10 Street, Dania,
thence South-easterly crbs.sing the Dania Cut-off Canal,
• thence Southerly to meet the present North end of Phippen
Road. Money for this portion of the improvement is avail-
able.:
This road improvement will affect you, therefore, we request
a recommendation be sent to this department as to your bel-
• iefs pertaining to the proposed alignment. No construction
plans have been made, therefore, I have no information re-
garding proposed elevations or other information except the
initial improvement will be a two-lane facility.

Commissioner Grammer recommended that the City Manager send this
• back to the County Commissioners asking for more complete details
on what they want. The other members of the Commission agreed.

for clearing the dump.

the budget for the street program would be enough+to make a good
start without assessing the people.
• Commissioner Tarpley: I am going to try once more to start a
Police Reserve for the City of Dania.

on first reading authorizing the City Manager and the Chief of

Commissioner Tarpley: There is one .other 'thing I want to bring
up. There are a lot of high weeds and trash in our vacant lots
and some of our parks. Some of it has been laying around for a
long time. We had a good man on the mower and he was replaced
0 with a man who doesn't -even know how to start the tractor. You
pulled a man off of the tractor who had been driving a tractor
for three years. This man you have on it now just doesn't know
how to run a tractor-mower. To me it is just. a waste of time and
money.
0 City Manager Culverson: Commissioner Tarpley, just the other day
the Mayor was saying how nice our town is beginning to look.
Commissioner Tarpley: Well, I'll take the Mayor over there right
now and show her some things that dogtt look very good. There is
a strip between every cut that he makes.
Commissioner Grammer: I"ve got to agree with Commissioner Tarpley,
I know it hasn't been touched over on the West of the tracks. I
know grass grows fast this time of the year. No disrespect to the
City Manager, because he can cut just so much grass with one mower,
and that is it. But I have to agree that I dontt believe this boy
can cut grass as good as the boy we had on the mower before. That
is my personal opinion of it. I say we should give the City Man-
ager authority to rent another mower or something to get the grass
cut.
Commissioner Tarpley: Well, I think we have to utilize the machine
we have, first.
City Manager Culverson: I have watched the man that we have on it,
and I am quite satisfied with his work.
Commissioner Tarpley: Well I am not. I do know about equipment.
I was raided on it all my life.
Commissioner Grammer: The other boy cut lots that this boy doesn't.
I must admit that. For the amount of grass in this town, you are .
not going to get it cut with only one mower, no matter who is oper-
ating it. Not at this time of year.
City Manager Culverson: I agree that we can't do the job with only
one mower.
Commissioner Tarpley: I noticed that our. sidewalks are all covered
- up with grass again. Especially on the East side. They have to be
trimmed down.

City Manager Culverson: I had Mr. Conn down there a couple days
® ago with a couple prisoners. They were working on it. .I will
admit that there are some places that I can't cut. I can only
stretch these men so far.
Commissioner Tarpley: Well, I think the whole trouble is that
you are not organized on the outside, Mr. Culverson. I am tell-
ing you frankly. I have watched this laborer drift around the
town, driving and looking, and not doing anything.
City Manager Culverson: You are sure they never drifted around
under somebody else? You think I am doing a lousy job.
• Commissioner Tarpley: I didn't say you were doing a lousy job.
You don't have your laborer organized, and he is not properly
supervised, that is what I am saying.
City Manager Culverson: Well I sure am doing a lot of work for
not supervising, I'll tell you that.
Commissioner Tarpley: Well your outside laborer is not supervised.
J' I'm talking about the man who picks up the trash, does the mowing
of the parks and these strips along the ,highway, and things like
that. Now I•!m going to give you 'd good, example. I'm not going to
name the property owner. He trimmed his Ficus Tree and -chopped it
up and carried it from his back yard out to the street. Three
trash men drove up to the pile of trash and sat there for fifteen
minutes debating whether to pick it up or not'. They decided it was-
too heavy for them to pick up, and they started to get in the truck '
and pull away. The property owner came out and told them that if
they didn't pick -it up he was going to dome here.
City Manager Culverson: Commissioner Tarpley, can you tell me how
I am supposed to do all that work downstairs and go out too and
see that every man does his job? I don't think it was ever done
ar before. And I think that I am doing as good a job aroung here as
has been done for years, my own personal opinion.
Commissioner Tarpley: Yes it was done before, and that is one
t' thing I am going to give Bob Houston credit for. He did get out
there and supervise that laborer, . and he kmew right where he was.
City Manager Culverson: Sure, because he left all the office work
for Mrs. Thornhill. If you are going to do them both, it is going
to take more than one man.
Commissioner Young: I think. anyone with any knowledge of the state
of Florida knows that this is what is referred to as the growing
season. The grass grows fast, it grows high and it grows over night.
s, Commissioner Tarpley: That is more reason why you should stay on
top of it.
Commissioner Young: That is exactly right.
Commissioner Tarpley: It certainly isn't the time of year to be
laying down.
!<<;' Commissioner Young: Are we laying down?
Commissioner Tarpley: There is someone laying down somewhere,
. , because the work certainly isn't being done.
Commissioner Young: I have to disagree with that. I think there
is an awful lot of work being done, and there is a lot of good work
being- done. We have have had an extra trash truck out, but when

• the weather is nice, the people cut their hedges, trim their
trees , and you cantt always pick it up the next morning. We
don't put signs around the town saying your trash pickup is
going to be tomorrow. We don't do that.
Commissioner Tarpley: It doesn't say whether it is going to be
• picked up in the month of June or July either. That stuff has
been laying out there for a month. I know it has because I went
out there myself and checked it personally.
Commissioner Young: I would say that that is possible. Some of
the municipalities pick up trash every ,other month. .. Some do it
• every month and a half. The only difference is that these muni-
cipalities put out signs saying when they will be picking up the
trash, and if you put it out before then, you have violated a
City Ordinance. So they keep it hidden on their own property.
Commissioner Grammer: I thought we pick up trash every two weeks.
• That is what we told those people out on Griffin Road, that if
they would come into the city we would pick up garbage twice 's
weekm and we would pick up trash every two weeks.
Commissioner Tarpley: That is„ the schedule here in Dania too.
• Commissioner Young: We try to pick it up every month, but it may
go to five weeks.
Commissioner Grammer: As far as the trash goes, I don't know. I
haventt been around the town checking on the trash. • But I do have
to agree with Mr. Tarpley on this boy cutting the grass. The boy
• may be the best worker in the world, but he cut a field down there
that looked ragged. It was worse when he got through than it was
when he went in there. There is a strip about a foot wide where
ever he went up and down.
City Manager Culverson: I would suggest that if you find anything
• like that, come to me and let me take care of it.
Commissioner Tarpley: All you have to do is drive down here by the
Dania Bank.
City Manager Culverson: Mr. Tarpley, lots of times I don't have
time to drive down there.
Commissioner Grammer: What Itm talking about is not Just going
to look at it. That isntt going to help a bit. We have to get
someone on that mower who can cut the grass. Not someone that
you have to send back two or three times.

Mayor Hill: Commissioner Tarpley; at this time do you have any
definite suggestions?
Commissioner Tarpley: I'd like to see something done to get this
grass cut, because it is definitely getting out of hand. Frost
• Park is over a head high't=w. And if you wait another week, you
are not going to run that mower through there. Victoria Park is
that way too. There is no way in the worlLd that that tractor will
go through there. It is going to take a .bigger machine to do it.
To me that boy is definitely not qualified to run that tractor. I
don't say get rid of him, but I do say get a qualified man to run
• that tractor.
Mayor Hill: Do you have anything else to bring up, Commissioner
Tarpley?
Commissioner Tarpley: Yes Maamt -I want to get that grass cut.

let's rent another tractor to get this cleaned up. We had to do
it last summer.

order. We have a City Manager hired to run the city. ' It says in
A the Charter that he may hire and fire whoever he sees fit. I don't
think the Commission should hire and fire.
Commissioner Tarpley: I didn't say that was what I want. I said
I recommend that you do hire a man.
Commissioner Grammer: Well according to our City Manager, he
recommends the man as a tractor driver. As long as he is City
Manager it is up to him to hire and fire.
Commissioner Young: We have a-motion to rent another piece of
equipment.
