The City Commission of the City of Dania, Florida, met in regular
Session in the Commission Room at the City Hall
• PRESENT WERE: MAYOR-COMMISSIONER VERA L. HILL

The meeting was called to order at 8:00 ofcicck P.M. by Mayor Hill,
after which Pledge of Allegiance to the flag and invocation was held.
• (1) Ordinances: An Ordinance providing parking stickers for Dania
residents at Dania Beach for $1,00 per year, effective April 1 thro-
ugh December 31 each year. (Third reading) Commissioner Tarpley
made the motion that the ordinance be passed on the, third and final
reading. The motion was seconded by Commissioner Grammer, and roll
being called, the Commissioners voted as follows:

• (2) Mr. Murray, representing the Citizens World Fair Committee gave
an interesting discussion on the fact that Broward County is not
properly represented at the New York Worlds Fair. This group, called
the Citizens World Fair Committee, went before the County Commission
for their approval to raise sufficient funds to put together an exhibit
• at the Worlds Fair. Their anticipated goal being $150,000. ,with the
City of Daniss share being $1,650.00. With $895.00 being paid now, and
the remainding $825.00 to be paid by April 1, 1965.
It was then decided that Mr. Murray should leave,his name and phone
number with City Manager Culverson, and the City Manager should call
• him after such a time as the Commissioners could have a special meeting
to discuss it.
(3) Application for 2-COP licence for Mr. Charles D. Mina, 1005 South
Federal Highway was presented. (Second reading)
A motion was made by Commissioner Tarpley this application be approved
on second reading. The motion was seconded by Commissioner Young, and
the roll being called, the Commissioners voted as.follows:

(4) Application for transfer of 2-GbP Licence, from William B. DeLong
to Edward F. Horton, The Hut Bar, 329 S. W. 13th Street.
• A motion was made by Commissioner Tarpley this application for transfer
be approved on first reading. The motion was seconded by Commissioner
Young, and the roll being called, the Commissioners voted as follows:

(5) Hills for the month of April to he approved for payment.
A motion was made by Commissioner Thornton that the bills as
presented be approved for payment. The motion was seconded by
Commissioner Grammer, and the roll being called, the Commission-
ers voted as follows:

A list of bills for the month of April are attached to and made
a part of these minutes.
(6) Fill from the Water Conditioning Equipment Corporation,
Estimate N3.
Period of March 26 to April 26, 196h - $18,232.00
A motion was made by Commissioner Young that the bill be paid.
The motion was seconded by Commissioner Tarpley, and the roll
being called, the Commissioners voted as follows:

(8) It now being 8:30 P.M. Mayor Hill called for any bids in the
audience for lights for the City Hall Parking Lot. There being
no more bids, a motion was made by Commissioner Thornton that the
time for accepting bids for the installation of lights in the
City Hall Parking Lot be closed. The nation was seconded by
Commissioner Grammer, and the roll being called, the Commissioners
voted as follows:

A motion was made by Commissioner Thornton that bids for the
installation of lights in the City Hall Parking Lot be opened.
The motion was seconded by Commissioner Grammer.
City Manager Culverson presented bids as follows:
FLORIDA ELECTRIC SERVICE COMPANY INC.
Bid accompanied by Bid Bon in the amount of $64.00.
• Installation of lights in City Hall Parking Lot $1,280.00
A motion was made by Commissioner Tarpley the bids be referred to
the City Manager for tabulation and recommendation. The motion was
seconded by Commissioner Young, and the roll being called, the
Commissioners voted as follows:

® (7) Recommendations from the May 12 meeting of the Planning and
Zoning Board were presented as follows:
Item No. 1 - Notice of Hearing: For the purpose of considering
the application of Z. R. Skinner for the vacation and abandonment
of a part of the street located ontthe northwest corner of the
• intersection of N. E. Third Street and N. E. First Court, Dania,
Broward County, Florida.
A motion was made by Commissioner Thornton to table and negotiate
this matter, since there were objections to it. The motion was
seconded by Commissioner Tarpley, and the roll being called, the

Item No. 2 - Dania Fronton Corporation: Requesting a Variance
Permit for the construction of sidewalks on the west and northwest
sides of their property.
• A motion was made by Commissioner Thornton to have the Zoning Board
advertise for hearings and submit their recommendations on the
hearings to the City Commission for approval. The motion was
seconded by Commissioner Young, and the roll being called, the
Commissioners voted as follows:

• Item No. 3 - Public Hearing: Application of Mr. E. Heisler for a
Variance Permit to build an additional building on his lot in North
Hollywood.
A motion was made by Commissioner Thornton to advertise for a hearing
for June 8, 1964 at 8:00 P.M. The motion was seconded by Commissioner
• Grammer, and the roll being called, the Commissioners voted as follows:

Item No. 6 - Public Hearing: Application of Luther Sparkman of the
no subdivision kwn as Royal Palm Vista, for a variance permit allowing
them to build smaller homes.
A motion was made by Commissioner Tarpley to accept the Zoning Boards.

15 days to ask for a public hearing. The motion was seconded by

(9) City Managers Report.
City [-tanager Culverson read a letter from the Dania Fronton Corporation
concerning construction of sidewalks at the Dania Jai-Alai fronton in
Dania. They ask for 30 days to apply for a hearing before the Zoning
Board.
A motion was made by Commissioner Thornton to approve this, subject to
one change, that they be allowed 15 days instead of 30 days, The
motion was seconded by Commissioner Tarpley, and the roll being called,
the Commissioners voted as follows:

City Manager Culverson read a letter from Broone and Farina concerning
the possibility of them being retained by the city to provide miscel-
laneous engineering services. They offer their services for ;$500.00
for one year. The discussion was tabled until a future meeting, so
no action was taken.
A City Manager Culverson read a letter from Martin Ross concerning
rezoning of his property on Old Dixie Highway.
A motion was made by Commissioner Thornton to advertise- for a hearing
for June 8, 196h at 8:30 P.M., subject to his making formal application.
The motion was seconded by Commissioner Tarpley, and the roll being
called, the Commissioners voted as follows:

City Manager Culverson read a letter from the Dania Chanber of Commerce
concerning the 4th of July Celebration, asking permission to shoot fire
works off the Dania Pier.
A motion was made by Commissioner Thornton that they be given this
permission. The motion was seconded by Commissioned Tarpley,.and fo]1;;being
called, the Commissioners voted as follows:

Second reading of Ordinance providing a 10% penalty for persons turning
on water when the Water Board has turned it off for non-payment of bill.
• A motion was made by Commissioner Grammer that this he passed on the
second reading. The motion was seconded by Commissioner Thornton, and
the roll being called, the Commissioners voted as follows:

City Manager Culverson read a letter from Monro Operating Company as
follows: "Gentlemen: Relative to the question of payment of head taxes
• for the 1963-64 season, be advised that we propose tb sprekdAhe payments.
We will probably make three or four partial payments, starting May 15,1964."'

We have a check here for $5,000. for first payment.
A motion was made by Commissioner Tarpley to send the City Manager to the
Fronton to request payment in full. And, beginning next season, they will
pay on the 1st and 16th of each month, as per the City Ordinance. The

City Manager Culverson read a letter from Broward Construction Company,
�- Incorporated, as follows: "Following is our invoide for 2'P , g part payment
for the construction of concretersidewalks in the City of Dania. :-Total
amount,duer- $4,129.38."
A motion was made by Commissioner Young that the bill be paid. The
t motion was seconded by Commissioner Tarpley, and the roll being called,
the Commissioners voted as follows:

Mr. Knoblock from the audience requested that:
(1) A nostal type address be given whenever the question of
zoning or re-zoning comes up, so that the public will
know where it is located. And:
(2) The property owners of the area of the zoning and re-
zoning be notified.
A motion was made by Commissioner Thornton to draw up a resolution to
be presented at the next meeting, to the effect that the property owners

should be notified. The motion was seconded by Commissioner Young, and

O City Manager Culverson presented two proposals for the purchase of
lime as' follows:
SOUTHERN CEMENT COMPANY $23.86 per ton
ClIENEY ITT COMPANY ^924.86 per ton
Y City'Manager Culverson was told to get three proposals before these
two can be presented, so consequently, no action was taken.
A motion was made by Commissioner Thornton to advertise for objec-
tions for the assessment on idork.completed on N. W. Ninth Avenue
and N. 11. Third Street. Objections to be heard on June 15, 1964,
at 8:00 P.M. The motion was seconded by Commissioner Young, and
the roll being called, the Commissioners voted as follows:

Commissioner Thornton also had a request from parents and children
to have s couple shade trees put in at Mullikin Park. No action
was taken.

A motion was made by Mayor Hill to adopt and pass on first reading
a resolution to abolish the night club Ordinance. This Ordinance
to become effective on October 1, 1964.
• A motion was then made by Commissioner Young that this discussion be
tabled to a future date. This motion was seconded by Commissioner
Tarpley, and the roll being called, the Commissioners voted as follows:

A motion was made by Commissioner Young to adopt and pass a resol-
ution to accept a deed for right of way from Adirondacks Trailer
