The City Commission of the City of Dania, Florida met in Special Session • in the Commission Room at the City Hall. PRESENT WERE: MAYOR COMMISSIONER VERA L. HILL COMMISSIONERS R. L. GRAMMER VIRGIL L. TARPLEY JOSEPH D. THORNTON • S. ELLIS YOUNG CITY ATTORNEY CLARKE WALDEN CITY MANAGER E. S. TUBES, JR. CHIEF OF POLICE MONTIE F. SMITH CITY CLERK MARY THORNHILL • Meeting called to order at 6:30 P. M. by Vice Mayor Grammer. Mayor Hill had a previous appointment and would be in later. Vice Mayor Grammer: The purpose of the meeting is to award a contract for street lighting along two blocks of Federal Highway. Bids were received • March 17, 1964. ``11 City Manager Tubbs read-. �: tter from Broome 6 Farina recommending the con- tract be awarded to Florida lectric Service Company, Inc., in the amount of $4,900.00. • A motion was .made by Commissioner Young to accept the recommendation of the engineer and award the contract to Florida Electric Service Company, .Inc. , in the amount of $4,900.00 as per plans and specifications. The motion was seconded by Commissioner Tarpley, and the roll being called, the commission- ers voted as follows: • Tarpley Yes Thornton. Yes Young Yes Grammer Yes Commissioner Thornton: I have an item that I think is very important to everybody here. I talked to the Chief of Police today in reference to our traffic problem, which is very critical from about 11;30 to 1:00 and from about 4:00 to 6:00. I asked the chief to make a recommendation to us to- night. Chief Smith: I discussed this with Mr. Thornton and what we propose is to call in three off-duty met} either firemen or policemen if they want to make the extra money, pay them $2.00 per hour and have them work the traffic lights at Griffin Road, ;Dania Beach Boulevard and Stirling Road. .Put the lights on blinker at S. W. 3rd and S. W. 13th Streets after 4:00 P. M. c: `. ` Commissioner Tarpley: There is one thing I would like to bring upon this �. and that is the big trucks. They are causing all the trouble. The SRD +, widened the bridge so that trucks could turn off Federal Highway on to Griffin Road. It is almost impossible for them to make the turn and they are coming down to Stirling Road. Chief Smith: The way the SRD has the road lined off at the bridge has not helped the traffic situation. Commissioner Thornton: Hollywood has a truck route on the Old Dixie Highway. t; We should make a truck route that will coincide with theirs instead of turn- ing traffic off at two or three different places before they get there. Commissioner Young: The ideal situation would be to have them turn off at Griffin Road and then down Phippen Road, to Dixie Highway. 't City Manager Tubbs: The truck route at one time was Federal Highway to Old Dixie Highway. Some three or four years ago it was changed to turn off at North First Street to Third Avenue to Fourth Avenue to Dixie Highway. That is the route existing now. 0 Chief Smith: I find it will cost the city $27.00 per day for this emergency. I do not think we will need it more than six weeks, or two months at the most. It is real bad right now, of course, every city is having its problems right now. We can get the men if the city will approve the expenditure. We will put the men on the lights as indicated and see how it works out. If I find p there is a bottle neck at so me other location, I will change the men. At the present time the trouble seems to be Griffin Road, Dania Beach Boulevard and Stirling Road. A motion was made by Commissioner Thornton to accept the recommendation of Chief Smith and hire three off duty men, policemen:: or firemen, if necessary, if not, hire two off-duty men, to take care of lights at intersections where indicated, during the critical hours. The motion was seconded by Commissioner Tarpley, and the roll being called, the Commissioners voted as follows: Grammer Yes Tarpley Yes Thornton Yes Young Yes Attorney Walden: Mr. William Rhodes bid on the Dania Beach Grille concess- ion last summer and he deposited with the city a $1,000 Cashier's Check , with the condition being that if he were the successful bidder and rebuilt the building, this would be held until such time the building was completed. I understand he has asked Mrs. Thornhill to refund his $12000 . I think he is entitled to it, but she prefers the commission to authorize it to be refunded. Commissioner Young: Does he have his certificate of occupancy and is every- thing else in order? Attorney Walden: He has done all he was supposed to do. Commissioner Young: If he has complied with all the requirements I move that the City Clerk be authorized to refund his bond. The motion was seconded by Commissioner Tarpley, and the roll being called, the Commissioners voted a.s follows: Tarpley Yes Thornton Yes Young Yes Grammer Yes Attorney Walden:. On the Atlantic Service Station owners request for an occu- pational license for car rentals. The property is zoned B-2 Classification. The classifications set forth in this zoning are rather vague when it comes to application for car rentals. If it was for the sale of cars you would have to have and enclosure. If you.want .to let them operate you can, -if you want to stop it, you can. The ordinance is not that clear. We do have a separtte occupational license that does,,authorize car rentals. It was amend- ed in 1955. It is $25.00 for the agency, plus $5.00 for each car. Commissioner Tarpley: This has been going on for quite a while and there • has never been any complaints on it and I do not see why'Cwe should not let them go ahead under those circumstances, if they comply with all other ord- inances. A motion was made by Commissioner Tarpley that an occupational license be issued to Lou's Atlantic Service for a car rental agency and six cars, pro- viding they comply with all other city ordinances. The motion was seconded by Commissioner Thornton. -2- r • Commissioner Young: Let me ask this -- is it possible this would necessitate a variance? Attorney Walden: On a request made sometime ago for a car rental agency at the airport, they were required to get a variance. But actually, they were • not selling anything as in this case, they were renting or selling a service. You can argue it either way. Commissioner Thornton: The recommendation from the Zoning Board was to approve the request. • Commissioner Grammer: I think it was agreed at the Zoning Board meeting that he would use the same type sign he has'now, rather than put up another one. Mr. Louis LoPrinzo, owner of Lou's Atlantic Service: I do not want to erect any signs, I. will use the same signs I now have. Commissioner Thornton: Any sign he might put up has to be approved and a permit issued. I would like to have an understanding about signs now, be- cause he might want to put a sign that does not conform to our city ordin- ances, and that was a part of the motion. • Vice Mayor Grammer called for a vote on the motion. It was as: follows: Tarpley Yes Thornton Yes Young Yes Grammer Yes • Attorney Walden: Mr. Rhodes has an application for a Beer license for the j` Dania Beach Grille which he filed today. It can be passed on first read- ing tonight if you wish. A motion was made by Commissioner Tarpley this application be approved on first reading. The motion was seconded by Commissioner Young, and the roll being called, the Commissioners voted as follows: Tarpley Yes Thornton Yes Young Yes Grammer Yes Vice Mayor Grammer: I would like to ask City Manager Tubbs if he has a recommendation for lights on the pier. I would like to see something done about them as soon as possible, about half the lights are out. City Manager Tubbs: The Mayor and myself and a local electrician visited several piers in the north end of the county which have been built since ours. We saw one inexpensive type operation which will suit our needs and it seems to be the best. It is an overhead type fixture on a two inch alumiumn pole. The recommendation is for 17 fixtures at a price of $m,346. Nine of the 17 fixtures have an added feature which we also liked. They have a flood light or spot light whichever you wish. to call it that shines directly down into the water. At the end of the pier, just as you go onto the "T" was an installation we liked very much, it was on pipes going up r about 8' high with a spot light on that also. This is a lamp shade type fixture, and they are incandescent, not mercury vapor. They will be in- stalled on each side of the pier and staggered so as not to be opposite each other. Vice Mayor Grammer: We have a letter from our insurance company stating that there is a lot of electrical work that needs to be done out there, .. it is not only the lights that are needed. I would like to recommend that we call this an emergency and get this work done. Mr. Rickards has done a lot of work on this and saved the commission a lot of time in looking up all the different lights for us. While he is installing the -3- • • lights he might as well take care of the electrical work that needs to be done. He said he would be glad to instruct one of our employees how to do some of the work. He has certainly tried to work with us in getting this • done as cheap as we can and I would like to see us declare this an emergency and some one make a motion to award it to Mr. Rickards. Attorney Walden: Do you think this is an emergency? Vice Mayor Grammer: I do, inasmuch as we have a letter from the insurance • company stating that this other work should be done. City Manager Tubbs: We also have a letter, or have been notified by the Coast Guard that we need lights on the pier very badly. Commissioner Thornton: Do you have that notice on record? • City Manager Tubbs: I do not have it, it was given to the pier, manager. Attorney Walden: Can you get this broken down so that you can get it under $500.002 Let's do it that way too, as well as the emergency. • Commissioner Tarpley: I recommend that we get a letter of complaint from the Coast Guard on this also. Vice Mayor Grammer: That may take two months) you don't just,write them to give you a letter and get it right away. • Commissioner Young: You can get a signed statement from the pier manager about it, just so long there is a statement on file.about::it. A motion was made by Commissioner Tarpley ,to go ahead with the proposal from Mr. Rickards in the amount of $12346.002 also get a signed statement from the Coast Guard on the need for lights. The motion was seconded by • Commissioner Young. Commissioner Young: Were there any other similar companies that gave us prices on this work? City Manager Tubbs: No. • Commissioner Young: Do you consider this a good solid, rock bottom price? City Manager Tubbs: As far as we could determine this is a fair price, comparing it with what other piers have paid for similar type fixtures. • Vice Mayor Grammer called for a roll call vote on the motion. It was as follows: Mayor Hill came in during the discussion of the lights for the pier and voted on the motion.
