HELD FEBRUARY 31 1964.
The City Commission of the City of Dania, Florida met in Regular
Session in the Commission Room at the City Hall.

Meeting called to order at 8:00 o'clock P. M. by Mayor Hill,after which
the Pledge of Allegiance to the flag was given.
Minutes of meeting held January 20, 1964 were read. A motion was made
by Commissioner Grammer minutes be approved as read. The mtoion was
seconded by Commissioner Tarpley, and the roll being called, the Com-
missioners voted as follows:

Notice of Street Improvement No. 1-64, being N. W. 3rd Street, from
N. W. Sth Avenue to N. W. 9th Avenue, and Improvement No.. 2-64, being
N. W. 9th Avenue, from N. W. 2nd Street to N. W. 3rd Street, were, read
by Attorney Walden.
Mayor Hill called for objections, if any to the street improvements as
advertised. There were ,no objections.
City Manager Tubbs: We have other petitions coming in for some more,
streets to be improved. I would like to recommend we wait until they
are in before advertising for bids so that we can advertise them all
e at one time and perhaps get a better price for ,the work to be done.
Attorney Walden; It will be necessary to pass a resolution of necessity
for each of these improvements if you wish to go ahead with the work.

The resolution was then read.
A motion was made by Commissioner Young that a resolution of necessity
be passed covering Improvements No. 1764 and No, 2-64. The motion was
seconded by Commissioner Tarpley, and the roll being called, the Com-

Attorney Walden read a letter from Cadillac Overall Supply Company
as follows:
" In following up our conversation about uniformed City employees,
I would like to add that your City Manager, Mr. Tubbs, has given his
approval of the appearance of the men that are served by our garments.
our charge for four uniforms per_.week is $2.25, plus sales tax. We
have offered the men a very handsome emblem on the uniforms --"City
of Dania"-- but the men are reluctant to have these labels sewn on
because the city did not share in the rental charges. This fact pro-
bably accounts for a few more hold outs. We are pretty sure that if
the City would assume part of the burden, every one would participate.
We are sure you will agree that a "Uniform" turnout of all involved
employees, always clean and neatly dressed, adds a little to the pres-
tige of the City.

A motion was made by Commissioner Tarpley that this letter be refered
to the Streets Committee, and that they make a report back to the Com-
mission. The motion wa s seconded by Commissioner Thornton, and the

Attorney Walden read a letter from Richard C. . Reilly, Architects address-
ed to City Manager Tubbs as follows:
" Dear Mr. Tubbs:
I have greatly appreciated being City planner for the City of Dania,
Florida, but due to an increase in business and extensive travel, it
will be impossible for me to continue to serve you. So with deep re-
gret I must tender my resignation from this office.
It has been a pleasure to serve you these past few years and I have
enjoyed my association with you and your fellow workers. If at any
time I can be of assistance to you please feel free to call upon me.

Statement included for his services to date in the amount of $62.50.
A motion was made by Commissioner Tarpley to accept the resignation and pay
the attached bill for services.
Commissioner Young: I will second the motion with the understanding that
the bill is proper and in order.

• City Manager Tubbs: I would like to have the Hollywood Ford bill
approved subject to the third car being delivered tomorrow and every-
thing being in order.
Commissioner Thornton: Is this payment in full forthe engineer? Is
• all his work complete?
City Manager Tubbs: Yes.'' Our Building Inspector is the supervisor
on the job. Mr. Philpott is on call as a consultant any time we may
need him. He does not have full supervision on the job.
Commissioner Tarpley: I think we should hold back 10% on this bill.
I would approve payment holding back ,10%.
City Manager Tubbs: Make it an even $2, 000, holding back $476.00
until the job is completed.
A motion was made by Commissioner Young that payment to Powell Motor
Company of $2,538.05, Hollywood Ford $4,414.83, contingent upon the
inspection of the third vehicle not -yet delivered, H & H Engineering
$9, 046.98, Philpott, Ross and Saarinen $2,476.00 minus $247.601�or
final inspection. The motion was seconded by Commissioner Tarpley,
and the roll being called, the Commissioners voted as follows:

Commissioner Grammer: I have a petition for paving S. W. Second
Place, from S. W. Second Avenue to S. W. Fourth Avenue. This is for
repaving from curb to curb, and I would like to recommend we adver-
tise for a public hearing for objections. Also, advertise for a pub-
lic hearing for objections to paving an alley between S. E. Third
Street and S. E. Third Terrace, from S. E. Fourth Avenue to S. E.
Fifth Avenue, all to be done by special assessment. I have talked
to the people in this area and they all want the alley paved. At
one time there was a bond posted with the City to put this alley in
and some where down the line the bond lapsed. The man that opened
up the subdivision was supposed to put the alley in. You cannot
drive through the weeds are so high. We have the right-of-way and
it would be a lot more convenient for picking up garbage and trash
if the alley is paved.
A motion was made by Commissioner Grammer to advertise for a public
hearing for objections to paving the street and alley as recommended,
hearing to be held March 2, 1964 at 8:15 P. M. The motion was second-
ed by Commissioner Tarpley, and the roll being called, the Commissioners

Commissioner Thornton: Getting back to paving the alley. We do not
have an established grade for Fifth Avenue as ' it' is not paved at the
present time. It may create a condition like you have on some of the
other alleys in the area where water stands now.
Commissioner Young: Your streets are paved up to Fifth Avenue, you
certainly have elevations for them.
Mayor Hill: We have names for poll watchers for the referendum elect-
ion. We have three for pro-annexation and three for -abti-annexation.
I understand three were approved for anti-annexation at the last meet-
ing.
Commissioner Young: We approved allowing three from each side, we
did not approve any names.
Attorney Walden: There had been some names submitted earlier for
anti-annexation. Mr. Byrd, a lawyer, appeared on behalf of them.
City Manager Tubbs: A Mr. Westphall had given the Clerk some names of
people to work as poll watchers.
Commissioner Grammer: We granted them three watchers, but there were
no names read for either side at the meeting for either side.
Commissioner Young: The names for the ante-annexation group are:

• Attorney Walden: All you need is a motion recognizing the three
watchers forthe annexation and three watchers against annexation.
A motion was made by Commissioner Tarpley to accept the names as

Attorney Walden read the Notice to Bidders .
City Manager Tubbs presented bids as follows:

Neither bid was accompanied by a bid bond.
Commissioner Tarpley: On the basis. of this being a labor contract, I
•;' would like to make a motion that we grant this bid to the lowest bidder,
Norman H. McDuffie in order to get the painting started.
Attorney Walden: The advertisement for bids read-- bid accompanied by
a bid bond, cashier's check or bank officer's check for 5% of the bid
price. This can be waived if you wish to.
Commissioner Thornton: Do the specifications say you can waive the'.
bid bond?

Commissioner Grammer: Maybe some other people would have bid on this
if they thought they would not have to put up a bond.
Commissioner Thornton: I think you should check and see if you can
• waive any informalities before you award the bid, as you are liable
to get into trouble.
Attorney Walden: I can think of ways to keep you out, but you did
call for a bid bond or check. So the best thing is to do it all over
# again.
Commissioner Tarpley: I thought there was a check with the bid, I
will withdraw my motion.
A motion was made by Commissioner Young to refer the bids to the
City Manager for recommendation. The motion was seconded by Com-
missioner Tarpley, and the roll being called, the Commissioners voted
as follows:

0 Mr. Todd: . You were supposed to have oiled the Old Dixie Highway in
rear of my property the next day after I was here at your last meeting.
So far nothing has been done, cars are going 40 and 50 MPH down this.
road and some one is going to be hurt if something is not done.
0 I recommend that you put the posts back across the road and just keep
a fire lane open for an emergency. Put the signs up "Closed to through
Traffic" .
Commissioner Tarpley: That is a dedicated road and you cannot close
it.
Mr. Todd: If you keep a fire lane open it will not be blocked. This
road has not been touched in over .ten years, and it is time something
is done, either give it back to the property owners or fix it.
City Manager Tubbs: Mr. Todd I. told you on the 'phone we contacted
our county commissioner and he indicated that they would. oil the road
in the near future. They sent equipment in there and scarrified the
road and took off all the asphalt off. They thought the road was
within their jurisdiction at the time. They also put the barricades
across the road. We had a bad fire up there and we had to re-route
the traffic so that we could stretch hose across the highway. I take
the position that the county created the hazard, they should fix the
hazard.
• Commissioner Thornton: if you close half the road .it will still be
used.
Mr. Todd:' The road should be closed. In fact, the .neighbors up there
are getting up a petition now to have the road closed.
Commissioner Young: Mr. Tubbs, what did Mr. Adler say the last time
you talked to him?
City Manager Tubbs: I talked. to him last week and he said they .would
get it as soon as they could.. We have placed several signs up there

don't believe the tourist use it.
Mr. Todd: . We pay our taxes in the North end, but I do not think
much of the service we get. There is a county dump in ,the airport
• and when it is burned it creates a fog across the highway, which is
very dangerous. We get rats and everything else from the dump too.
They closed one near a school here several years ago, why can't this
one be closed.
City Manager Tubbs: I have talked to the county commission about that
too, I believe they have cleaned it up now.
Commissioner Thornton: The dump is in the county, you should take
your complaints there.
• Mr. Todd: Why can't you fellows get together and do something about '
it. My taxes went up 2 1/2 times when we were taken into Dania, we
deserve something the same as the other people in Dania.
Commissioner Young: What is it you are not getting that the other
people are getting? The City Manager has contacted the county about
all the things you have mentioned. There are a couple of newspaper
people here, they have enjoyed writing about dumps over a period of
years maybe they will give you a little publicity.
• Commissioner Thornton: Mr. Todd, let me ask you one question. Are
you objecting to the dust or are you objecting to the traffic?
Mr. Todd: Mostly the dust and the safety factor. There are children
playing in the road. If you can't fix it, close it.
• Commissioner Thornton: We will be glad to go up there and fix it.
Are you willing to pay the assessment.
Mr. Todd: Why don't you fix the front streets first. You talk too
much.

Commissioner Thornton: If you want it paved you are no better than
any other taxpayer, bring in a petition and we will pave it and assess
you for it. What do you want us to do, give you the land?
• Mr. Todd: I am willing to pay for. it. ' Close off half the road and
leave a fire lane. Why don't you put the oil on like you said you would.
Commissioner Young: This commission did not tell you we were going to
put oil on the road. We told you we would contact the county about it.
• The City Manager told you our county commissioner had promised him they
would put oil on it.
Mayor Hill: Mr. Todd we are trying to remedy the condition.
Commissioner Grammer: I would like to bring up the parking sticker
• again. I said in the beginning, for registered voters only, which I
find out now will be illegal. I would like to recommend that they be
given to any resident of the City of Dania for $1.00 per year. I feel
we gain by this more than we will lose. I feel some people will buy
this sticker for $1.00 per year, that don't put $1.00 a year in the
• meters. It would also be an advertisement for Dania to have a stick-
er saying "Dania Beach, Florida." I will put it in the form of a
motion that a resolution be passed authorizing this sticker.

Commissioner Young: Are you planning on doing anything with the
area that is now allocated free parking? I don't quite get the idea.
Do you want to put parking meters in there or leave it rent free too?
• Had you thought about making that on the basis of $6.00 per year, which
would be .50 per month?
Commissioner Grammer: I have talked to a few people that don't spend
$1.00 per year out there, but they would come in and buy one of these
• stickers for $1.00 per year. A lot of people pay $1.00 per year for
a sticker that says Hollywood, Ft. Lauderdale or Dania. This would
serve the same purpose, it would be an advertisement.
Commissioner Young: Do you want this put on the inside of the wind-
shield or where are you going to put it?
Commissioner Grammer: I don't know where you could put it, but I
think it would be better on the back of the car, it would be easier
for our policeman to check. I have never been to the beach and seen
every parking space taken. I think the ones that want to park and
• pay would still be able to find a meter to put a quarter in.
Commissioner Thornton: How many do you think you will sell?
Commissioner Grammer: This is just a guess, but I would say 50 or 66.

Commissioner Thornton: How many meters do we have?
City Manager Tubbs: We have 408. There are approximately 125 or 150
along the beach front.
• Commissioner Tarpley: If something like this is done, a person that
has a friend here in town can come. in and give that address and pick
up a sticker for $1.00 although they live out in the county.
Commissioner Grammer: We could also have people come in this town
• and vote if they want to swear to a .lie. • I take people at their word.
Commissioner Thornton: For $1.00 the people that are going to get these
stickers are going to park in the closest places to the water, if they
are going to utilize the best parking area then the other people are
• goin4 to park free. If they are going to walk they might as well walk
from the free area. You will find that you are going to cut, into your
revenue quite a bit if you allow this.
Commissioner Grammer: On an average day at thebeach I bet you would not
find ten of these free stickers out there.
Commissioner Thornton: You get most of your revenue on the week-ends
and that is when you would find them all out there if they have free
parking. I say do it if you will raise it. I am not against giving
• the sticker for whht they would ordinarily spend in a year. But I am .
not for giving one for $1.00 per year.
Commissioner Grammer: You are not giving them free parking, you are
collecting in advance.
• Commissioner Thornton: Mr. Walden, how does this effect our contract
on the meters?

Attorney Walden: I believe I wrote you a letter about this. You have
to pay a certain amount each month until they are paid for. Regardless
of what you do, you have to pay a minimum of $800 per month on the con-
0 tract until it is paid.
Commissioner Young: I believe the average resident that buys a sticker
would be the type family with the wife taking taking the kiddies over
to the beach for the day, which would mean 6 or-8 hours.

Mayor Hill: In the month of November $498.25 was collected from the
meters and a payment of $800.00 made.
City Manager Tubbs: In January we collected just under $1, 000 and
• made a payment of $800.
Commissioner Grammer: Another reason I think the residents of Dania
should have these stickers is that the beach is the only thing that
is free to the taxpayers. We furnish parking for a lot of things
• around town that is a money making proposition. We furnish free park-
ing for the Hi-Li, at least 500 free parking spaces every night. Why
should a taxpayer that takes care of the beach have to pay to park on
his beach? out of town people can come in and spend money for private ,
enterprise and park free.
• Commissioner Tarpley: I am not against this, don't get me wrong. The
only thing I am looking at is the liability we have. We do have an ob-
ligation here.
Commissioner Grammer: We have an obligation to the taxpayers too. '

Commissioner Tarpley: if you cut this down to where it is not self '
supporting, you are going to have to get the money some where else.
Commissioner Grammer: We have the same deal going right now at the
30 Acre Park. A resident of Dania gets to dock his boat free, an
out of town resident has to pay .25. if we can do it there we can
do it at the beach for profit.
Commissioner Tarpley: We do not have an obligation at the park, we do
• at the beach.
Commissioner Grammer: We have had a lot of obligations at the park.
We have put in black top and boat ramps. The obligation was paid
without charging the residents, why can't it be done at the beach?
If you can work it on one you can work it on another.

Commissioner Young: We have a man at the park that collects the .25.
He watches the cars and other things left.when you go out in your
boat.
• Commissioner Grammer: You have a man on the beach too.
Commissioner Young: You pay the lifeguards, patrolman and caretakers,
the beach is a very expensive operationwhen you get right down to the
facts. Why don't you sit down with some cold hard facts and figure
and realistically look at it and see what sort of deal can be worked
out. At the present time you do not know whether it is to' be a wind-
shield sticker or an outside sticker, or even a bag to put over the
meter or what you want to do. Give it some thought and come up with

some concrete plan as to how much it will be, what type of sticker or
bag, where the locations are to be and when it will start.
Commissioner Grammer: I have studied it. I say $1.00 per year to
the residents of Dania. Parking at any meter on the beach. As far
as the paper bag or sticker, any one can brine that up, I don't care
what it is. Just let the residents of Dania park for $1.00 per year.
Commissioner Tarpley: I have been thinking about this a long time,
• even before you came on the commission,. but I have not come up with
the answer, and I don't think you have the right answer either.
Commissioner Grammer: I came up with the right answer. Free parking
for Dania residents.
Commissioner Thornton: They have free parking already if they. will
just take a little exercise.
Commissioner Grammer: I want to give the residents of Dania some-
thing.
Mayor Hill declared Commissioner Grammer's motion dead for the lack
of a second.
Commissioner Thornton: I will vote for the sticker if it is raised
to $5.00 or•. $6.00 per year.
Commissioner Grammer: No. I will not go for that.
Carl Zenobia: If you are worried about the tourists, why don't you
make it from April 1 to September, this would give the people in
Dania a break.
Commissioner Thornton: If he will put that in his motion I will vote
for it. You know what will happen, people that get these stickers
are going to take the choice spots and the people that want to put
money in the meters can't find one.
Commissioner Tarpley: I will vote for that too.

Commissioner Young: That is an entirely different proposition.
Commissioner Grammer: My motion was for free stickers for. one year.

Mayor Hill gave the gavel to Vice-Mayor Grammer at this point.
Mayor Hill: I will go along on the parking meter stickers, but I
think the ante should be raised just a little. I will make a motion
that Dania residents be given parking stickers for the beach for
$3.00 per year.
• Commissioner Thornton: Would you amend your motion to exclude the
winter months, making the stickers effective from April til October?
Mayor Hill: My motion was for one year.
Commissioner Tarpley: I think #3.00 per year would be more in line.
,.' Commissioner Young: If you have 200 stickers out and every one goes
"1 to the beach at the same time. you will be in trouble.
The motion was seconded by Commissioner Tarpley.

Commissioner Young: I believe this is wrong, I think it has to be
done by ordinance, a motion is not sufficient.
Attorney Walden: That is correct. We have a rather detailed ord-
inance providing for parking meter rates, and it would have to be
amended so whatever you agree on, I will have to prepare an ord-
inance.
Commissioner Thornton: What will the stickers cost? What are you
9 going to make them out of? How do you know $3.00 will cover the
cost of them? Have you had an estimate on what they will cost?
I would not like to see free parking during the winter months.
Commissioner Young: We need a little revenue from the meters at
• the beach for the purpose of helping defray a small portion of the
expense of continued improvements we are making in the beach area.
We have a lot of money invested in the beach and the parking lot.
It seems to me the price is about 50% of what it should be to even
take a chance of not shorting the C ity on anticipated improvements.
We have budgeted funds for equipment, etc. , for cleaning the beach
this year. It has not been acquired yet, we have to advertise for
bids. These things cost money. Fifty stickers, or two hundred stick-
ers, we are obligated to sell as many as the people want. If all of
them go to the beach at the same time they have to be accomodated. it
looks to me like the majority of the residents in our community should
be more interested in this financial saving to them, not necessarily
a financial saving, but .it means that they could go to the beach more
frequently without having to walk the 50 or 75 yards. It just appears
that year around parking for 300 is not such a good deal. Let 's face
facts, it sounds good, it sounds like it would be popular, but we
have got to be realistic because we are guardians of the funds for the
city. We have always been pretty close on spending, we try to get the
best deal we can.
Attorney Walden: The motinn has to be that an ordinance be drawn and
passed on first reading.
Mayor Hill changed her motion to read: An ordinance be drawn and
passed on first reading granting Dania residents parking stickers
for the beach at $3.00 per year. The motion was seconded by Com-
missioner Tarpley, and the roll being called, the Commissioners voted
as follows:

Commissioner Tarpley: We have one vacancy on the election board for
the annexation election. That is a deputy for the North precinct. I
would like to make a motion that Elmer Christian be appointed deputy
and Vincent A. Pannulla be appointed an alternate in- the event Mr.
Christian cannot serve.
Attorney Walden: It will be necessary to have a resolution naming
' Mr. Christian replacing Mr. Palazzola.

® Mayor Hill: We have another vacancy in the Griffin area, one member
could not serve.
Mayor Hill handed the gavel to Vice-Mayor Grammer and made a motion
that Mrs. E. A. Tarpley be appointed to fill the vacancy in the
Griffin area. election board, Mrs. Johnson is unable to serve. The
motion was econded by Commissioner Young, and the roll being, called,
the Commissioners voted as follows:

Mayor Hill: I would like to recommend that the City Manager have a
w sign painted and put up in the center of town pointing to the direct-
ion of the City Hall, Police Department and Fire Department. A lot
of people traveling through town would like to get in touch with the
police department and they do not know where to go.
City Manager Tubbs: I have talked to some one about putting a sign up
at the entrance to the new street we are paving. in front of the city
hall.
Cojmissioner Thornton: I would not like to see it there as it would
be hard to make a left turn in all that traffic without a light.
Commissioner Tarpley: It might be possible, if some one would ask,
to paut a sign on the old Dania Bank building at least until it is
sold, directing people to City Hall. `
Mayor Hill: I would like to have the City Manager investigate and
make a recommendation to the Commission as to the best location for
such a sign.

rS . Mayor Hill: There was a terrible accident this morning at the corner
of N. W. 6th Avenue and N. W. 3rd Street. I drove over and looked at
the stop sign. It is sitting in a hedge and you cannot see it, and
it is a very dangerous corner. I would like to recommend that the
City Manager raise the sign or move it 'out in the street where people
can see it, or paint some yellow streaks in the road or something,
1 that is a dangerous corner.
City Manager Tubbs: The Police Chief and I were over there a few
weeks ago and talked to the owner and told him to cut the hedge
down to the legal height.

Mayor Hill: That will help, but the sign is away back and it is
hard to see even if the hedge is down. Let's do this tomorrow, not
wait until next week.

Chief Smith: I would like to call the Commissions attention to my
report forthe month of January. As far as I can ascertain the fines
and forfeitures for the month of January are the highest in the history
of the police department. They were $4, 308.09.
Commissioner Tarpley: I think that is a fine report, it shows the
Chief of Police is on the job.
Commissioner Grammer: I would like to also compliment our new Assis-
tant Judge, I think he might have helped this along a little.
Mayor Hill: We are never at a loss for a judge. I only hope none
of you ever have to appear before him.
