FLORIDA HELD JANUARY 7, 1964.

Session in the Commission Room at the City Hall.

VIRGIL L. TARPLEY
• JOSEPH D. THORNTON
S. ELLIS YOUNG
CITY ATTORNEY CLARKE WALDEN
CITY MANAGER E. S. TUBBS, JR.
CHIEF OF POLICE MONTIE F. SMITH
• BUILDING INSPECTOR CHARLES LINDEMAN
CITY CLERK MARY THORNHILL
Meeting called to order at 7:00 o 'clock P. M. by Mayor Hill for
the purpose of appointing election officials for the February 14
• Special Referendum election.
Attorney Walden: For the polling places in the unincorporated
area-- if we are only going to have one polling place at the min-
imum, we have got to have a clerk and five inspectors and one ad-
ditional inspector for each machine. You have to have a machine
for each 600 registered voters. The guess is 1800 to 2600 voters.
I suggest you name one or two alternates if our guess as to the
number of voters is wrong, or in case of sickness. We have a
list of fourteen names. The people should live in the area to be
annexed, you should check and see if this is correct.
•
In writing the ordinanceone_ inspector for .each• of .the City voting
precincts should be .from the unincorporated area.
Names for the precinct for the unincorporated area were submitted
• as follows:
Frances-D. Vass, Clerk
Charles Lucas
Alice Richenbach
May Threlkeld
Lottie Meadows
June R. ,Lee
Jack Johnson
Irving Rosenberg
Joseph Bizjak
Inspectors from the unincorporated area to work in City precincts.
Barbara Lucas North Precinct
Lucille West West Precinct
• Bernice Ryle South Precinct
A motion was made by Commissioner Thornton to accept the names as
read. The motion was seconded by Commissioner Tarpley, and the roll
being called, the Commissioners voted as follows:
O
Grammer Yes
Tarpley Yes
Thornton Yes
Young Yes
Rr.'S
Hill Yes
® Attorney Walden: I would like to ask the commission to meet one more
time on this before the final passage of the resolution. I would like
to have it in final form before it is passed.
Mayor Hill called a special meeting for 7:00 o'clock P. M. Wednesday,
• January 8, 1964 for the purpose of passing the resolution as requested
by Attorney Walden.
Attorney Walden: I will re-write the resolution inserting all the
names of the clerks and inspectors, it can be passed tomorrow night.
O
A motion was made by Commissioner Grammer that a resolution be passed
giving the registered voters of Dania a parking sticker for the beach
for $1.00 per year.
• Commissioner Tarpley: I did not check the contract with the parking
meter company to see if we can do this.
Attorney Walden: I have the contract but did not hove time to check
it.
• City Manager Tubbs: I understood this was to be taken up at the next
regular meeting and not a special meeting.
Commissioner Grammer: No. I said the next meeting, and that is to-
night. I will withdraw my motion and wait until the next regular
• meeting if .that is what you wish.
Commissioner Grammer: The Police Committee recommends that one of
the new cars be assigned to the City Manager and two assigned to the
Police Department. with the understanding that the Building Inspect-
or and the Chief of Police will work out something until he is sup-
lied with a car after we see what the outcome of the annexation
election is.
Commissioner Young: You are making a report in behalf of the Police
• and Fire Committee, is that right?
Commissioner Grammer: Yes. This is our recommendation.
Commissioner Tarpley: We agreed to give two cars to the Police De-
partment as we are trading in two. One car is to be used by the City
• Manager, and something to be worked out with the Chief and the Build-
ing Inspector for a car.
A motion was made by Commissioner Grammer to accept the recommendation
of the Police and Fire Committee. The motion we s seconded by Com-
missioner Tarpley.
Commissioner Thornton: For the amount of use the new cars will get,
I think it would be best to put the three new cars in the Police De-
partment, and make one of the cars you are not trading in for use by
• the City Manager and Building Inspector. Take the best one of the
present cars , take off the dome light, paint it and put only "City
of Dania" on it, leave off Police. This seems to me to be the best
use of the cars.
Commissioner Tarpley: We approached it from that angle also. The
Chief says he is going to change his schedule for the west side of
the city. They want more police protection and he is going to re-
arrange the schedule and have one man from 12:00 noon to 8:00 P. M.
and one from 8:00 P. M. to 4:00 A. M.

• Commissioner Thornton: I will go for that too. Then if this is done
we will have to purchase another car in order to give every one trans-
portation. We can buy a smaller car either for the City Manager or the
Building Inspector. I feel the three cars we are buying now should go
to the Police Department where they are used the most.
• Commissioner Tarpley: This will only be temporary until we can see
what the outcome of the election will be.
Mayor Hill: I would like to see the new cars put in the police de-
partment where they are needed most.
Commissioner Young: We ordered the heavy duty motors and automatic
transmissions for the purpose of giving a faster assist in police
work. So actually, what we are doing in essence is rehashing some-
thing that has been done before.
Commissioner Grammer: I will withdraw my motion as that is not what
we recommended.
Commissioner Tarpley: This is only temporary until we see what we
• are going to need after the election.
Commissioner Grammer: Under those conditions, I will not withdraw
my motion and accept the amendment.
Mayor Hill called for a vote on the motion as amended. It was as
• follows:
Grammer Yes
Tarpley Yes
Thornton Yes
• Young Yes .
Hill Yes
There being no further business, . the meeting adjourned.
