The city Commission of the City of Dania, Florida met in Special Session in the Commission Room at the City Hall. • PRESENT WERE: MAYOR COMMISSIONER VERA L. HILL COMMISSIONERS R. L. GRAMMER VIRGIL L. TARPLEY S. ELLIS YOUNG • CITY MANAGER E. S. TUBBS, JR. CHIEF OF POLICt MONTIE F. SMITH BUILDING INSPECTOR CHARLES LINDEMAN' CITY CLERK MARY THORNHILL Meeting called to order at 12:00 noon by Mayor Hill. • Mayor Hill stated that the purpose of the meeting was totake action on bids received at the last regular meeting for the construction of sidewalks, paving and storm drainage. • City Manager Tubbs: Mr. Philpott and I recommend the contract be awarded to H & H Engineering, the lowest and best bidder, deleting items 5, 6, and 9. Commissioner Young: Will the contractor take the job with the delet- ions of the items mentionAd? City Manager Tubbs: I was unable to reach him today by phone, but I believe he will accept it. The items mentioned were sub items, he does not do that type work. • A motion was made by Commissioner Grammer to accept the recommendation of the City Manager and award the Contract to H &'H Engineering, delet- ing items 5, 6, and 9, subject to acceptance by the contractor. The motion was seconded by Commissioner Tarpley. • Commissioner Young: What is the recommendation for completing items 5, 6, and possibly item 97 City Manager Tubbs: Item 9, which is the removal of a tree. There is some question on removing the tree. One of the property owners • involved is in favor of it, the other is not, she may decide to go along with the city and consent to having it removed. Items 5 and 6 are considerably higher than we have been paying for sidewalks. Item 5 is a special assessment item. Commissioner Young: Are you planning on getting prices from three different contractors on this item? In the event this contractor does not object to the deletion of the items, you can call us back for a decision on your recommendation. City Manager Tubbs: Yes. I will get prices as soon as possible on items 5, 6, and 9 and submit them to you. Mayor Hill called for a vote on the motion. I would like- to know what the commission would like to do about closing. It was agreed by all Commissioners present to close the office at city hall at noon Christmas Eve Day. • Mayor Hill presented the following recommendations for Examining Boards for the City of Dania. GENERAL CONTRACTORS- • Jake Crouch C. C. Lee Harry Hillard Roger Charest Dan Foley • Pete, Broome A motion was made by Commissioner Tarpley that the Contractors Board be appointed as recommended. The motion was seconded by Commissioner Grammer, and the roll being called, the Commissioners voted as follows: e Grammer Yes Tarpley Yes Young Yes Hill Yes • ELECTRICAL BOARD: A. C. Campbell Alton ,Waite Robert LaCroix • A motion was made by Commissioner Grammer that the Electrical Board be appointed as recommended. The motion was seconded by Commissioner Tarpley, and the roll being called, the Commissioners voted as follows: • Grammer Yes Tarpley Yes Young Yes Hill vas • PLUMBING BOARD: Warren Blust William Lippoth Eddie Cornelius A motion wa s made by Commissioner Tarpley that the Plumbing Board be appointed as recommended. The motion was seconded by Commissioner Grammer, and the roll being called, the Commissioners voted as follows: Grammer Yes Tarpley Yes Young Yes Hill Yes �:. -2 City Manager Tubbs: I have contacted a local engineer about the ad- ditional street lights along Federal Highway. Do you wish to have me go ahead with the engineering and plans at this time? A motion was made by Commissioner Grammer authorizing the City Manager 0 to have plans and specifications prepared for additional street lights on Federal Highway by Peter Broome. The motion was seconded by Com- missioner -Young, and the roll being called, the Commissioners voted as follows: Grammer Yes i Tarpley Yes Young Yes Hill Yes William Davis: I would like to know what my status is here as to whether • or not you are going to re-employ me after the first of the year as an assistant in the recreation department. For the pest several years I am only allowed to make a certain amount of money with the pension I get. Mr. Thornton, Mr. Young and Mr. Tarpley know about this. As of October 6 I had earned all I could earn this year, and I told Mr. Tubbs I was quitting until after the first of the year. I want to know whether or not I am entitled to the $25.00 bonus the same as I have received in pre- vious years, and whether or not I am going to report back to work after the first of the year. Mayor Hill: Mr. Tubbs don't you hire these people? Would you like to make a comment? City Manager Tubbs: I leave it up to Mr. Dickerson to make a recom- mendation as to who he would like to have in his department. I talked to him about Mr. Davis and he said he .did not need any one at this time. As to the Christmas Bonus, that is entirely up to the commission. Mr. Davis: I was visiting Mr. Dickerson this morning and he said he wishes I was back so he could have a day off. He has not had any time Off since I quit in October. I have been down the same as always and helped mark off the ball field and a lot of other things without any • compensation. I am interested in the kids, I like to work with them. As far as the $1, 300 the city pays me, I could get more than that from Social Security, but I like to work and keep active, I do not want to sit down and die. All of you men know what I have done, and can do for these kids. I want to know if the Commission wants me back or not. Commissioner Grammer: I recommend that Mr. Davis come in and talk to the City Manager and get his answer. . We don't downy hiring or firing, it is left up to the City Manager. 0 Commissioner Young: This seems like 'a fair way to take care of the .i matter. Commissioner Tarpley: This is the way it has been done in the past. Mayor Hill: Mr. Davis you can go in and take this up with the City Manager, it will be handled by him. �' -3- • Chief Smith: Mr. Sam Moschello is here to get approval for a route and schedule for his sight-seeing train. I have gone over the route with him and approved it. He has applied for his insurance, but it has not come through yet. • City Manager Tubbs: The Commission approved the route last year, sub- ject to the approval of the City Manager and Chief of Police and est- ablished a license fee and requiring liability insurance. • Mr. Moschello invited the Commissioners to Young Circle in Hollywood Friday, December 20 at 9:30 A. M. where the train will be initially started. Mayor Steele 's wife will christen the new train and there will be a tour of Gulfstream Race Track.
