MINUTES OF SPECIAL MEETING, CITY COMMISSION, CITY OF DANIA,
FLORIDA HELD DECEMBER 2, 1963.
The City Commission of the City of Dania, Florida met in Special
® Session in the Commission Room at the City Hall.
PRESENT WERE: MAYOR COMMISSIONER VERA L. HILL
COMMISSIONERS R. L. GRAMMER
VIRGIL L. TARPLEY
• S. ELLIS YOUNG
CITY MANAGER E. S. TUBBS, JR.
CITY ATTORNEY CLARKE WALDEN
CHIEF OF POLICE MONTIE F. SMITHS
BUILDING INSPECTOR CHARLES LINDEMAN

• The meeting was called to order at 12:15 P. M. by Mayor Hill.
Attorney Walden read a letter as follows:

Mayor Hill and Commissioners
Dear Madam and Gentlemen:
Effective November 30, 1963 I hereby submit my resignation as a
Commissioner of the City of Dania, Florida.
Due to pressing business andt personal affairs I find it impossible
to continue on the commission.

• Commissioner Tarpley: I still make a motion that we deny his
request and that he be reinstated to the commission. He has re-
considered and says he will stay on if the commissioners want him
back.
Commissioner Grammer: I will second that motion.
• Mayor Hill: I am very happy that he did reconsider.
Commissioner Young: I would like to ask something: I am sorry he
is not here. I would like to ask him does he want the job back.
To me this is the most important thing.
Commissioner Tarpley: Yes , he says he wants it back. There were
some things he was working on that he would like to see go through.
That is the only reason he would come back.
Commissioner Grammer: I spoke to him Friday and he told me he
• would consider withdrawing his resignation if we would take him
back.
Mayor Hill: I have not spoken to him in the last few days. But
I did speak to him the first of the week and he was quite ill with
the flu and quite feverish. He did .not give me any definite ans-
wer, other than he thought he would reconsider. I have been out
of town and I have not spoken to him since I returned.

Commissioner Young: The only thing that I bring up is the fact
the gentleman handed in a resignation, supposedly in good faith
and it seems to me if he wanted to withdraw his resignation he
should so state. He mentioned pressing business etc as his rea-
son for resigning. Has this reason changed to a point that he
wants to continue serving on this board? That is one thing, but
by the 'same token, I think if it is being done as a matter of
accomodation to the commission that is different.
Commissioner Tarpley: I would not say he was doing it as an accom-
. odation to the commission, but to the city. After all he does have
an interest in the city too , not just the commission.
Commissioner Young: My consideration is- whether he wants to come
back. Are you sure he wants to come back?
Commissioner Tarpley: He is not the type of man that when he says .
something to go back on his word. He said he would come back.
I talked to him three times. He is definitely a man with exper-
ience and he knows the background of the different projects we
have under way at the present time.
. Mayor Hill called for a roll call vote on the motion. It was as
follows:
Grammer Yes
Tarpley Yes-- I would like to make one
statement. Mr. Thornton
said he would come back
under one condition, and
that is if is unanimous
with the board.
Young I will vote yes with the under-
standing that he is desirous of
coming back.
Hill Yes
Commissioner Young: I would like to a'sk the counsellor one thing.
His resignation was effective November 30. Will it be necessary
to reappoint him by resolution?
F Attorney Walden: I don't think so. I looked at the charter, and
actually you had not accepted his resignation and declared the
office vacant. It had not gone that far.
But by the same token, if some one quits , you cannot make them stay
on. The motion made was a proper one. If Mr. Thornton will rescind
his offer to resign tonight at the meeting, you-will be alright.
There being.no further business, the meeting adjourned.
