The following were present: Arthur C. O 'Hea , MI-yor John B. Gregory, Councilman J.M.Holding, Councilman F.L.Neville , Councilman Councilmen T.R.Brown and O. S.Teck were absent from the meeting. E, The following also were present: Raymond T. Skinner, City Clerk T.D.Ellis, Jr. , City Attorney Mayor O 'Hea Called the meeting to order. M.E.Hoffman presented two petitions from property owners in the Dania Beach Subdivision and Dania Heights Extension Subdivision asking that council have all streets in the two sublivisions improved by water-binding and oiling and that the costs be assessed against the lot owners. Lfr. Holding made a motion that the matter of improving the streets be laid on the table for future consideration. The motion was seconded by councilman Gregory and unanimously carried. Edward C. I,furphy appeared before the council and said that he had been damaged by the removal of two concrete block columns from the sidewalk in front of his proposed gas station at S.17.11th St and the Dixie Highway. Irfayor O 'Hea informed I,fr. I.furphy that the City Engineer would attend the next council meeting to advise council in the matter. The city Clerk then read the following resolution ordering local Improvement No. 5: BEING THE CONSTRUCTION OF APPROXIMATELY 3,000 FEET OF HIXIINCH I.ND FOUR INCH IdIIN IND THREE HYDRINTS AT AN APPROXII.IATE COST OF ONE THOUSAND DOLLARS, SAID D.I2:iOVEIMIT TO BE CONSTRUCTED TO LND IN SECTION 1110iM AS 'TTEGRO wUARTEES" 117ITHIN THE CITY OF DANII FLORIDA. BE IT RESOLVED by the City Council 'of the City of Dania, Florida: Section 1. That the construction of the below described local improvement, namely, a water works improvement hereby designated as City of bania,Florida, Improvement No. 5, is hereby ordered to be made xttktE to end within the territory known as "Negro Quarters" within the City 'of Dania, Florida. Section 2. Said improvement tmx is to eonsist in constructing approximately three thousand (3,000) feet of six-inch and four-inch water mains and the installing of three (3) hydrants at and for the approximate cost of one thousand dollar9 ($1,000.00). Section 3. The cost of said improvement shall be paid from capital fund of the City of Dania, Florida, and sufficient funds not enceeding one thousand dollars 1r1,000.00) are hereby appropriated from the c_-pital fund of the City of Dania, Plorida to pay the cost of said improvement. Section 4. The City manager is hereby directed to advertise for bids upon said improvement in one issue of the Dania Record, sealed bids to be submitted to the City Menager on or before the 26th day of LIarch L.D. 1928. Section 5. All resolutions or parts of resolutions in conflict herewith are repealed hereby. r Section 6. Thms resolution shall take effect and be in force from and after its passage and adoption. The motion was seconded by Councilman Holding and unanimously 4 adopted by council. The city clerk then read the following ordinance entitled: AN ORDININCE PERSCRIBING THE METHOD OF DEPOSITING LND DISBURSING FUNDS OF THE CITY OF D IUL FLORIDL AND PROVIDING FOR THE SECURING OF FUNDS OF THE CITY OF WEIL FLORIDG BY THE DEPOSITORY AD?D/OR DEPOSITORIES OF THE CITY OF DI:NId FLORIDA IND PERSCRIBING A BOND FOR THE CITY TREASURER OF THE CITY OF DI:NIA FLORID.. BE IT ORDAINED by the City Council of the City of Danie,Flcrida: Section 1. That all moneys, accruals and/or funds of the City of Dania, Florida shall be deposited by the City treasurer in the City depository which shall be designated by the City Council of the City of Dania, Florida, and which said depository is hereinafter designated. Section 2. That no money or funds of the City of Dania, Florida, shall be paid out by the City Depository except upon check duly signed by the Oity Treasurer, the City Clerk and countersigned by the mayor of the City of Dania, Florida. Section S. That the City Treasurer and the City Clerk are authorized and empowered to sign checks of the City of Dania, Florida..,. for payment of bills only which have been duly audited, approved and ordered paid by the City Council. This includes salary of City officials and employees, construction works, incidentals and expenditures of all kinds of the City of Dania, Florida. Section 4. That it shall be the duty of the City Clerk to keep rn accurate record of all bills which are approved and ordered paid by the City Council and also an accurate record of checks drawn on the City Depository, together with a record of all warrants issued to the City Treasurer upon which checks of the City of Dania have been issued. Ali bills which are approved and ord(.r.ed paid by the City Council shall be apread of record in the minutes of the meeting of the City Council at which said meeting said bills are approved and ordered paid. Section 5. That it shall be the duty of the City Clerk to prepare and present to the City Council at the end of each z..nd every month of each callendar year a financial statement, showing the amount received in accruals to the city of Dania, Florida, and the amount of expenditures of the City of Dania, Florida, for the month and showing the financial condition of the City of Dania, .''lorida. Section 6. That the Dania Bank & Trust Company herein hereby designated as the City Depository, and any and all subsequent depositories which may be named by the City Council , shall give security or bond to the City of Dania, Florida, in such amount satisfactory to the City Council as will guarantee to the City of Dani: Florida, the safety of funds and moneys of the City of Dania, Florida, deposited in and with said bank. Section 7. That the City Treasurer and• City dlark of the City of Y4. Dania, b1lorida shall give good and sufficient bond to the City of Dania, Florida for the good and faithful performance of his duties as City Treasurer, said bond to be in the amount of �3,000.00 each. Section 8. Any official or employee of the City of Dania, Florida who shall violate any of the provisions- of this ordinance upon conviction before the Mayor shall be subject to a fine not to exceed one hundred (L00.00) dollars or imprisonment not to exceed five ( 5) r days, or by both such fine and imprisonment within the discretion of the mayor. Section 9. All ordinances or parts of aE ordinances and resolutions or parts of resolutions in conflict herewith are repealed - hereby. Section 10. This Ordinance shall take effect immediately upon its passage by the City Council and its approw.1 by the mayor t.nd its publication as required by the Charter of the City of Dania,Florida. Those voting Nay,- None Whereupon the mayor affixed his signature to the ordinance and it became Ordinance No. 22 of the Ordinances of the City of Danis, Fla. Councilman Neville made a motion that council adjourn until Saturday night LIareh 17, 1928 at 7:30 P.EI. The motion was seconded by Councilman Gregory and unanimously carried.
