Discussed Drainage Canal and Odors arisinC from it with Mr. F.L.Neville County Commissioner, Mr. Enory of the State Road Dept. Mr. E. C.Edge of the East Harsh Drainage District and Mr. Johns of The Iiealth Dept. The City Clerk reported that 24r. Gillespie and Mr Borden The City Engineers that viewed the canal reported that in their opinion and without making an annalisis that the cause of the odors were several, first rotten vegistation, second drainage from Hotel Septic Tanks and Waste raters from Laundry. They reccomended that the C nal either be cleaned and deepened to a good tidal flow or filled up to where the tide changed the water with every tidal change. Mr. Rmory of the State Road Dept, reported that the State Right of way only went to the edge of the canal and they had no intrest in the canal but would be willing to cooperate in any way they could to remedy the puissance. Mr.Neville Suggested that in Building the peach Road that the Road Dept. deepen the Canal and use the material for fill for the road bed, Mr. Emory stated that the plans had not been developed to that stage yet but this might be done. but it would be after the war before the plans and engineering work would be completed. Mr. E.C.Edge of the East marsh Drainage District reported that he thought that the canal was under the jusdriction of the East Marsh drainage district. and that they would not consents to having the .canal deepened as it would cause the salt to filter into the farming land Besides it was their intentions to cdnstruct a dam in the canal to keep the salt water out. He stated that in his opinion the proper thing to do would be to fill the canal leaving a ditch for drainage pupposes, he also stated that the drainage board would not consent to a drainage tile being placed in the canal that it would have to have an open ditch for drainage purposes. Mr. Johns of the Health Dept. reported that in his opinion the odors was caused from the laundry waste being dumped in the canal and to remedy the trouble th lwabte line from the laundry should be extended to where there was a good tidal flow or close the laundry. He stated that there was no danger of a diease spread from this condition due to the Lyes and cleaning fluids milling the germs. Mr. Neville suggested that the canal be filled to the bottom of the drainage board ditches which would remedy the trouble and also leave an outlet for the surplus water from the farms. Mr. Neville aggreed to have Mr.Davis, the County Engineer, to view the Canal and give the City an Estimate of the Aproximate cost of filling and the amount of material Required. Mayor Kelly appointed Councilman Ryan and Nr Neville as a Committee to N:eet with Mr.Davis and work out a Plan to Remedy the Condition. r is Page #2 A Contract with Smith and Gillispie for post War Planning to water Works extention and improvements was read. Approved as to form by attorney Ellis. A Resolution was read (approving Contract to Smith and Gillispie for engineering Work on Water Works improvements and Extentions and Authorizing the Mayor and City Clerk to Sign the Contract. ' Councilman Brooke Moved that Resolution be passed and adopted as read Motion Seconded by Councilman Parkhurst and Carried. Councilman Parker reported that the Sinking blund had enough funds. to pay all intrest payments for one year and to retire all out standing Hollywood certificates of indebtedness and suggested that they be retired. (Councilman Parker moved that all outstanding Hollywood Certif- icates of indebtedness be retired Motion seconded by Councilman Parkhurst and carried. A -Letter was read from Attorney Hugh Sutton Requesting the City to Cancell taxes on Lots 22,23.24 & 25 Block2 St James Park North, and to Obtain tax certificates sold to A.V.Bailey for which he promised to refund to Bailey the amount he paid for the Certificates at the time of the sale. As the property was Church Property. Referred to Attorney Ellis with instructions to obtain from A.V.Bailey the Tax Sale Certificates sold to him. Councilman Brooke Moved that all city tax sale certificates and City taxes on lots 22,23,24 & 25 Block 2 StJames Park North be Cancelled aid-* As this is Church Property and was assessed in error. Motion Seconded By Councilman Ryan and Carried. The Clerk reported that Mr. E.S.Tubbs had requested that the City Waive the Taxes assessed against Lot 5 and the east 211' of lot 6 Cocoa Nut Hill As this property belonged to the Epistipal Church. Attorney Ellis was instructed to investigate the .title to this property. Mayor Kelly reported that B.B.Williams had been hired as Fireman and promised the apartment used by the Fire Dept. to live in and that Mr. McGuire had not moved and Mr.'Williams was getting anxious to 141ove in as he had no other place to move. Fire Chief Brook was instructed to Have Mr.McGuire to vacate the Firemans wuarters by Sunday so that the Fireman could move In. Meeting recessed until a Later date. By S City Clerk . 7;. u. t3 f
