Marine Advisory Board
Wednesday,November 17, 2004
Chairman Clive Taylor called the meeting to order at 6:00 PM.

Minutes of the October 20'h meeting were presented for approval. Motion to
• approve made by Bernard Swindell,seconded by Billy Phipps. Motion carried.
Chairman Taylor began by suggesting the December board meeting be deleted due
to the Holidays. The suggestion was immediately accepted. Motion made by
Bernard Swindell,seconded by Lester McKinney and carried.
Liaison,Capt. Morris commented that he had hoped to have Larry Leeds present
for the meeting but he did not think it would be possible since Mr. Leeds had a
meeting conflict. He wanted to assure the board their concerns are not falling on
deaf ears and Mr. Leeds would continue to work with the board in every way
possible. Capt.Morris urged the board members to call or email Mr. Leeds with
any question they might have.
Capt. Morris reported the public service director is definitely in favor of the boating
amnesty suggestion made by Officer Mike McClusky. He is presently checking on
size restrictions and what loads can be accepted at the refuse facility and will have
some information available for the next board meeting. Mike Grady questioned
how the public will be notified of the program. A number of suggestions were made.
There will be further discussion and details will be worked out in the near future.

• At this point Larry Leeds was able to break away from his other meeting and joined
the group for a short time. He immediately addressed the issue of the ten-foot set
back on dead end canals. He stated there are approximately fifteen dead end canals
in the city,which means there are 60 to 75 lots involved. He said he feels there is a
potential major problem and has discussed the problem with Code Board Attorney,
Tim Ryan. Mr. Ryan recognizes that the major drawback is the legal ability to
enforce the code. Dania Beach is painfully short in regard to having enough code
enforcement officers. Mr. Leeds stated he would like to have Mr. Ryan attend a
board meeting and fully explain what is involved in this type of situation. It is
important if any action is to be taken on the issue. it must be carefully considered
and whatever is done must be done right. Mr. Leeds said Mr. Ryan could fully
explain the situation and answer the board members questions. The board agreed
they would like to have Mr. Ryan make a presentation in this regard as soon as it
can be worked out.
Before returning to his other meeting,Mr. Leeds stated he would put together
something in regard to fencing along the canals as requested by Billy Phipps and
her committee. He said he feels it is "do-able" and will have information ready for
consideration when the board meets in January.
One other item Mr. Leeds mentioned was that the Planning and Zoning Board is
interested in meeting with the Marine Advisory Board. After some discussion it was
• decided a joint meeting would be attempted for the Yd Wednesday in January.
Capt. Morris will notify the board.
The first item under old business was the certificate of appreciation for BSO Officer
Mike McClusky. Capt. Morris has been working on the award and hopes it can be
presented at a commission meeting early in the coming year. He would like to have
as many of the board members present as possible when the award is made and will
keep the board membership informed.
Under new business,Chairman Taylor reported he has been doing some part time
work for the South Florida Council for Resources Conservation & Development.
They do engineering work for grants that come from F.E.M.A. Basically they do
dredging and canal work and anything to ease the threat of flooding. If any of our
members know of any area where this type of problem exists, he would like to be
informed. Chairman Taylor will contact Fernando Vasquez,Public Works Director
for the city and keep him advised. Also the Council has clean,sanitized fill that is
available at no charge.

Capt. Morris said he was happy to announce an EMS grant of approximately
• $22,000,covering two wave runners with sleds and trailers has been obtained.
A recent newspaper article concerning Harbour Towne Marina was briefly
discussed and the board agreed they would be interested in seeing a copy of their
recent audit.
There being no further business to discuss, the meeting was adjourned at 7:20 P.M.
