Marine Advisory Board
October 20, 2004
Chairman Clive Taylor called the meeting to order at 6:00 PM.

• Chairman Taylor welcomed new board member, Lester McKinney.
Minutes of the August 18s', 2004 meeting were presented for approval. One correction
was made, that being change of the date appearing in the heading. Motion to approve as
corrected made by Mark Latimer, seconded by Carol Stokrocki and carried
Chairman Taylor asked Officer McClusky to report on anything he wanted to bring to the
attention of the board. Officer McClusky began by asking if there is an ordinance
regarding the number of boats anyone is allowed to have in their yard. Chairman Taylor
answered by reading a portion of the ordinance which stated only one boat,one trailer
and one recreational vehicle is allowed.
Officer McClusky said he now has his boat stationed at Sea Fair. He did not have a
prepared report but answered the boards questions about a number of subjects. Items
discussed included signage along the waterways and what action can be taken with regard
to individuals renting out dock space with or without written contracts. He was asked if
there has been any recent boat dumping and replied only one boat has been dumped since
last reported.

Chairman Taylor said he had no report except to say it is his understanding that Harbour
Towne Marina is going to take care of the necessary boat slip repairs and they have been
given a long term contract. At the present time nothing is available in print so he did not
have all the details.
Liaison, Capt. Morris said he had planned on showing the board the underwater video of
the pier inspection but since no VCR was available, he offered to loan the film to any
board member to take home for viewing. The survey of the pier pilings showed them to
be perfect. What is really unique is the amount of fish he saw including snook that were
larger than tarpon.
The second report Capt. Morris gave was on hurricane damage. At Griffin Marine Park
the only damage was some of the large trees came down. Only two or three were lost.
There was little damage to the pier except for some planking where the pier meets the
parking lot. Another section of beach was lost but a renouurishing project is planned and
Dania Beach should be in good shape by summer. All necessary repairs have been made
and the beach was open again two days after Hurricane Jeanne. All in all this area was
very lucky. He said he was not quite as lucky. He mentioned his home in North Palm
Beach is one of the"blue tarpers".
Capt. Moms called attention to the P&Z report concerning what was written to Larry
Leeds regarding the status of dead end canal ordinance. The board decided boat lifts will
• not be permitted within the ten foot set back. He also contacted the Public Services
Director regarding the possibility of an amnesty day for derilect boats. He stated he
should have more information on both these issues at the next board meeting.
Billy Phipps reported that she, Ray Lair, and William Wosenwitz met with Larry Leeds
Tuesday, October 19a`, in regard to fencing on waterfront property. Some progress was
made but she did not have a written report on what was decided. She will have additional
information at the next board meeting.
The board had previously decided they would like to give Officer McClusky some
recognition at a Commission Meeting for his effort, hard work and cost saving measures
in getting rid of derelict boats. Capt. Morris said he will work on the verbage for the
letter and plaque and bring it to the next board meeting for approval.
There being no further business to discuss, the meeting was adjourned by Chairman
Taylor at'7:15 PM.
