HomeMy WebLinkAbout2007-03-21 Marine Advisory Board Minutes • City of Dania Beach Marine Advisory Board Meeting Wednesday,March 21",2007 The meeting was called to order by Chairman Clive Taylor at 6:05 p.m. Members present: Mike Grady Carol Stokrocki John Kafouros Jeep Webb Clive Taylor William Wosenitz Gary Rowe Ray Lair Debby Bradford Members absent: Bernard Swindell Craig McAdams Billy Phipps(excused) Robert Schmid Brian Carroll Others present: Jay Jackson,Marina Dock Master Deputy Jason Riddle,BSO Suzanne& Bud Witz Minutes of the previous meeting were presented for approval. Jeep Webb said his • name was not listed in the attendees. A motion was made by Mike Grady to approve the minutes as corrected. Motion seconded by Gary Rowe. Motion carried. Chairman Taylor commented he was pleased to have Dock Master,Jay Jackson present and asked for his report on the Marina. Mr.Jackson began by saying the fire extinguishers have all been recertified and two new extinguishers were gu gu purchased and installed in order to comply with Federal Regulations. Chairman Taylor asked if there are hoses available on the docks. Mr.Jackson said he is going to get a large hose unit on wheels. He stated there is an elbow vent that extends out from the wall for use by the Fire Department if needed. It was suggested that the Fire Department be requested to test it. Mr.Jackson continued his report saying there had been some live electric wires on the dock which he had repaired. Work has been started on the restrooms. A fax and computer have been installed in the dock office. The handicapped parking has been taken care of and he is presently working on the tenant parking. He plans on assigning two parking spaces to each vessel tenant and issuing parking decals. He said he is interested in getting a holding tank pump out system as soon as possible. Chairman Taylor asked if the Marina is working under the Public Works or Parks & Rec. Mr.Jackson replied actually the Marina is a whole new department so he isn't under Parks & Rec.or Public Works. 1. • John Kafourus said he is planning on moving his boat to the Marina as soon as possible. He commented that every time he goes to the Marina,Mr.Jackson is always there. Chairman Taylor asked Mr.Jackson how the waiting list for dock space is being handled. The Board had recommended Dania Beach residents be given preference. Mr.Jackson said he was not aware of that recommendation but he certainly felt it made sense. John Kafouros then mentioned the Board had recommended a structural inspection be made and he wanted to know if such an inspection had been done. Mr.Jackson said to his knowledge it had not. However he is presently working on a complete list of necessary repairs. Mr.Wosenitz asked about the status of the$80,000 the Board has remaining from grant money previously awarded. However no one was present that could answer his questions. The members of the Board would like to know more about the subject. The next item discussed was the Marina rules and regulations. The Board had requested a copy of the newest set of rules for each member but had not received them. Mr.Jackson said he would get copies to the members before the next regular meeting. The Board felt there are several items in the rules and regulations that need to be changed or eliminated. The"no pets"rule should be eliminated. The issue of • "minor boat maintenance"needs to be addressed One of the rules pertains to not allowing any business or professional services aboard the boats. Board members discussed this issue at length. The general opinion was that a specific area of dock space could be designated as commercial and rented as such. This would make it possible to accommodate dive boats,day tour boats,water taxi,etc. The rules also did not permit any "for sale" signs on boats docked at the Marina. This issue also needs further consideration. Next item on the agenda was Deputy Jason Riddles report. At the last board meeting Mr. McAdams had complained about tree branches growing out into the canal between Harbor Town and the US 1 bridge. Deputy Riddle said he had patrolled the area and photographed the problem. He submitted a report to Code Enforcement who identified the property owners involved Letters were sent out to the owners giving them sixty days to comply so hopefully this will be corrected soon. He mentioned the list of property owners included the City of Ft.Lauderdale,Boyd Gaming and the Arch Diocese of Miami. He also reported on the derelict vessel removal problem saying$312,000 is being pulled from the Florida Boating Improvement Program for grants. He is currently pursuing a grant and will keep the Board informed. 2. Under"New Business"the ramp at Griffin Road and 30`"Avenue was discussed. There are two issues at that location that need to be corrected. First, at the present time the area is being used as a construction site. It's not possible to pull a boat out of the water. There is a dumptster sitting in the in ramp and other construction equipment is parked around the area. The area is quite a mess. The second problem is that the area needs to be reconfigured. The flow needs to be reversed. A discussion followed. Chairman Taylor said the issue of encroachment by a developer needs to be reported to Code Enforcement and the problem of reconfiguring the flow will be put on the agenda for further discussion at the next meeting. He asked Mr.Jackson if he would take a look at the situation since it is a part of Danias other marina. Carol Stokrocki said it should be determined who is responsible for the area. Is it a part of the new department or is it a part of Parks & Rec. ? Under "Board Member Comments"there was some discussion about the new Pier Restaurant but since it does not pertain to the Marine Advisory Board directly it is not included herewith.
