Parks & Recreation Advisory Board
March 21,2006
Members of the Parks& Recreation Advisory Board were scheduled to meet at
Frost Park at 6:00 p.m. At that time there was not a quorum present. All those that
were present went out to the patio to discuss what action should be taken in regard
to type of patio cover,if any,should be installed. When the group returned to the
meeting room the first item they talked about was the problem of board members
not attending meetings or calling in to ask for excused absence. Chairman Ely said
he is going to discuss this problem with the City Attorney.
One additional member arrived a little late,thus making a quorum. The meeting
was called to order by Chairman Ely at 6:20 p.m.

Lisa Drake had requested an excused absence. Motion to excuse Ms. Drake made
by Judy Jensen,seconded by Jimmy Peterman. Motion carried unanimously.
Minutes of the November meeting and notes from the December,January and
February meetings were presented for approval. Motion to approve as written
made by Jimmy Peterman,seconded by Jo Ann Brave. Carried unanimously.
Chairman Ely announced the City Commission had adopted the new rental rates for
Frost Part.
Chairman Ely asked Mr. Felicetty to report on lightning detector systems for the
parks. Mr.Felicetty said the system can detect lightning up to 12 miles away. The
cost for purchase and installation at all three facilities would total$28,000. The
board members agreed the detectors are a necessity and should be installed as
• quickly as possible.

Ms.Jones said the Commission had requested the board to recommend a cover for
the patio so it could be used in case there is a storm and children are on the grounds.
Members of the board agreed unanimously that children should never be outside
under a tree or any type of open shelter in case of a storm but should be brought
into the building. The board also agreed that placing a cover over the patio would
encourage use of the area for criminal activity after the building is closed in the
evening. Also the money allocated for a patio cover could be put to a better use.
After a lengthy discussion a motion was made by Jo Ann Brave,seconded by Sharon
Nearn and carried unanimously that the following recommendation be made at the
next City Commission Meeting:
The Parks& Recreation Advisory Board recommend that a cover should not be
placed over the patio at Frost Park and that the funds designated for that purpose
be used instead for the purchase and installation of liehtuin¢detectors at all three
park facilities Any left over funds could be used for tables and benches where
needed.
Before the meeting was adjourned, Mr.Felicetty made an announcement concerning
an upcoming event. On Saturday,April 29o' a Car Show will be held at Frost Park
from 6:00 until 10 p.m. In addition to the cars displayed there will be food ,
beverages and entertainment. Admission is free.
• Chairman Ely reminded the board the next board meeting will be held in the
meeting room at Frost Park on Tuesday,April 18u at 6:00 p.m.There being no
additional business to discuss,the meeting was adjourned at 7:00 p.m.
