1) Comprehensive Plan amendment relating to the incorporation of a water supply plan.
AN ORDINANCE OF THE CITY OF DANIA BEACH, FLORIDA, AMENDING THE DANIA
BEACH COMPREHENSIVE PLAN BY ADDING A WATER SUPPLY PLAN, AMENDING THE
TEXT OF THE INFRASTRUCTURE ELEMENT (IE), CONSERVATION ELEMENT (CE),
INTERGOVERNMENTAL COORDINATION ELEMENT (ICE), AND THE CAPITAL
IMPROVEMENTS ELEMENT (CIE) IN ORDER TO INCORPORATE WATER SUPPLY PLANNING
PROVISIONS REQUIRED BY FLORIDA STATE STATUTES; PROVIDING FOR ADOPTION
PURSUANT TO SECTION 163.3184, FLORIDA STATUTES; PROVIDING FOR CONFLICT;
PROVIDING FOR SEVERABILTTY; AND FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
Leigh Robinson Kerr, AICP, Planning Consultant for the City of Dania Beach, addressed the board to
describe the proposed Comprehensive Plan amendments required by Florida State Statutes relating to
Water Supply planning. Mr. Kerr indicated that he worked in conjunction with Dr. Fred Bloetscher,
Utility Engineer to develop a Water Supply Plan for the city. The plan conforms to South Florida Water
Management District and Florida State Statute requirements. According to Florida State Statutes,
Comprehensive Plan Amendments must be heard by the Planning and Zoning Board, serving as the Local
Planning Agency, the City Commission and then must be transmitted to the Department of Community
Affairs for review. Mr. Kerr outlined some of the key issues with the water plan,county policies relating
to water supply and the other Comprehensive Plan elements that would be amended by the Water Supply
plan.
Mr.Kerr answered questions by the Board regarding the proposed plan,water conservation efforts used
by other communities and needed improvements.
Chairman Fetscher opened the item for public comment,hearing no one and seeing no one the public
hearing was closed.
Motion made by Lottye Crooms, seconded by Edward Bourgeois to recommend approval of the
comprehensive plan amendments. Motion passed on the following roll call:
