A RESOLUTION OF THE CITY OF DANIA BEACH, FLORIDA,
AUTHORIZING THE CITY MANAGER TO APPLY FOR THE 35`' YEAR
COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM (2009-10) IN
THE APPROXIMATE AMOUNT OF $226,192.00, TO PROVIDE FUNDING
FOR A STREET LIGHTING PROJECT LOCATED IN QUALIFIED CENSUS
TRACT THROUGHOUT THE CITY OF DANIA BEACH; AUTHORIZING
THE APPROPRIATE CITY OFFICIALS TO EXECUTE THE APPLICATION;
FURTHER, AUTHORIZING THE ACCEPTANCE AND EXECUTION OF
THE GRANT AGREEMENT UPON ITS AWARD (AND ANY TIME
EXTENSIONS, IF DEEMED NECESSARY); PROVIDING FOR CONFLICTS;
FURTHER,PROVIDING FOR AN EFFECTIVE DATE.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF DANIA
BEACH, FLORIDA:
Section 1. That that certain 35`h year application for the Community Development
Block Grant program for the 2009-2010 fiscal year for a Street Lighting Project, located in
qualified Census Tract within the City of Dania Beach in the approximate amount of
$226,192.00 between the City of Dania Beach, Florida and Broward County, in substantial form
as Exhibit "A", attached, is approved and the appropriate City officials are authorized to execute
it. Further, such officials are authorized to accept and execute the grant agreement upon its
award (and any time extensions,if deemed necessary).
Section 2. That the City Manager and City Attorney are authorized to make minor
revisions to the application and agreement as are deemed necessary and proper for the best
interests of the City.
Section 3. That upon execution of the agreement, the Finance Director is authorized
to appropriate the budget by the award amount in grant revenue and appropriate expenditure
account.
Section 4. That all resolutions or parts of resolutions in conflict with this Resolution
are repealed to the extent of such conflict.
Section 5. That this Resolution shall be in force and take effect immediately upon its
passage and adoption.

5. Project Goals: Provide specific project goals and quantifiable objectives.
Quantifiable objectives should specifically state who, what, where and how
many. Scope of services demonstrates activities involved in implementing
the project while project continuation and maintenance relates to the
whether or not this will be an ongoing activity after funding ends.
a. Project Goals and Quantifiable Objectives: Describe how goals and
objectives will benefit low income persons, provide an area benefit
or eliminate or prevent slums and blighted conditions, or impact a
problem or need of particular urgency.
The City of Dania Beach in its continuing effort to provide safety and reduce
crime with our city proposes a project consisting of solar powered street lights.
The first is to provide a total solar powered street lights, concrete poles to be
placed in Census Tract 804.04, Block 1; 804.04 Block 3; 805 Block 3; 804.02
Block 1; 801 Block 4; and 804.03 Block 2
These are the same type of solar power lights installed in 2007 within the City
with 32nd Year CDBG funds. This area was identified in the CPTED study, paid
for through the 30'h Year CDBG funding.
Since the neighborhood is eligible for CDBG funding, the CPTED study provides
much of the information needed to improve this community, street lighting being
the first priority. Providing adequate lighting within the residential neighborhood
is essential in the addressing the neighborhoods concern with "controlling access
to the residential neighborhood".
b. Detailed Scope of Services: The scope of services should explain
exactly what will be accomplished with the funds requested.
The lighting improvements will install solar powered street lights throughout qualifying
Census Tracts at cost of $7,500 each. The cost of the lights was established during a
public bid within the past year for the City's 32nd Year project. The contractor has been
retained on contract to provide solar powered street lights in the 53`d Court
neighborhood ($230,000). The City will use the locations identified in the 2005 CPTED
study. With the location, and experience with the contractor, the City is confident it can

execute this portion of the proposed project in short order.
c. Project Continuation and Maintenance: Indicate what organization is
responsible for maintenance of the project after completion. (Attach
letters or verification).
The City of Dania Beach will be responsible for all maintenance of all street lighting.
The light bulbs can be purchased at home depot for about $2.00, the batteries have a
life of 6 years and the solar panel have a life of 15 years. The City has purchased a
bucket truck, which is necessary for repairs.
d. Program Design: How do you plan to achieve the goals identified
above. Please be clear and specific. (Please Attach)
The lighting improvements can be complete within three months after award of the
grant. Solar powered lights do not require trenching, so installation is quick and no
permits are necessary. Since locations are identified and lighting contractor will be
working in the City. It is expected the City will be able to receive a better price than the
original unit cost of $8,500 per unit cost for solar light. The City desires to standardize
the lighting equipment for maintenance, therefore would request upon a successful
grant award to have Broward County approve an extension of contract to cover the
proposed lighting which is to be funded under the CDBG 34'h Year.
Phase I — Tree Trimming by the City of Dania Beach's Public Services at proposed
light locations: September 2009—October 2009
Phase II — Lighting Specification and bidding: September 2009 — December 2009
Phase III — Surveying location of solar powered street lights. Meet with residents,
block by block to finalize light locations. September and October 2009
Phase IV— Installation of solar powered street lights
November 2009— February 2010
