HomeMy WebLinkAbout2004-07-21 Planning and Zoning Board Minutes l ,. •��v►�e,r,,aa • MINUTES CITY OF DANIA BEACH PLANNING AND ZONING ADVISORY BOARD f Wednesday, July 21, 2004 7:00 P.M. 20a ROLL CALL Edward Bourgious - Present Also Present: George Jason - Present Corinne Church, AICP, Principal Planner Victor Lohmann - Present Thomas Ansbro, City Attorney Gary Luedkte - Present Lou Ann Cunningham, Board Clerk Lottye Crooms - Excused Motion by Edward Bourgious, seconded by Victor Lohmann, to excuse Lottye Crooms. Motion passed unanimously. 1) Request by the City of Dania Beach for the following approvals for property located at 56 NW 8 Avenue, Dania Beach: VA-39-04 - To allow: a) 11 parking spaces (18 spaces required). b) Generalized Landscape Variance. SP-38-04 - The proposed construction of a 2,658 square foot community outreach center. Corinne Church, AICP, Principal Planner for the Community Development Department addressed the board, describing the project and stating that staff recommends approval of the site plan and variance requests, subject to staffs final review of the landscape plan. At this time Ms. Church introduced Bonnie Temchuk, Assistant to the City Manager. Ms. Temchuk addressed the concerns of the board regarding the activities of the outreach center and the city bus service. Ms. Church further addressed the boards concerns regarding parking criteria and the boards' actions on previous variance requests. City Attorney Thomas Ansbro addressed the boards concerns regarding the city meeting the hardship criteria for the variance. Vice-Chairman George Jason opened the item for public comment. Hearing no one and seeing no one the public hearing was closed and the item was brought back to the board for discussion. Hearing no further discussion, motion was made by Gary Luedkte, seconded by Victor Lohmann to recommend approval of the site plan SP-38-04 and variance VA-39-04 Planning and Zoning Advisory Board MINUTES 1 July 21,2004 i requests upon staffs' 40 review of the landscape plan. MW passed on the following roll call: Edward Bourgious - yes George Jason - yes Victor Lohmann - yes Gary Luedkte - yes 2 Request b John Bartle agent for the First Baptist Church of Dania q y y, g p a s Holding, Co., Inc, for the following approval for property located on the east side of SE 2"d Avenue between Sheridan Street and SE 14t' Street. VA-37-04 — Variance to allow the applicant to provide 31 parking spaces when 40 are required. (Chapter 28, Zoning, Article 6— Schedule of Off-Street Parking Requirements). Corinne Church, AICP, Principal Planner for the Community Development Department addressed the board, describing the request for a parking variance indicating that staff recommends approval of the request. Ms. Church addressed the boards' questions regarding the vacation of SE 15t' Street. Pastor Richard Austin addressed the board to answer any questions the board may have. John Bartley, representing the First Baptist Church of Dania, addressed the board describing the request describing the site, parking situation and answering questions by board members. Vice-Chairman George Jason opened the item for public comment. Hearing no one and seeing no one the public hearing was closed and the item was brought back to the board for discussion. Hearing no further discussion, a motion was made by Gary Luedkte, seconded by Victor Lohmann, to recommend approval of the variance request VA-37-04. Motion passed on the following roll call: Edward Bourgious - yes George Jason - yes Victor Lohmann - yes Gary Luedkte - yes 3) PL-92-03: Ravenswood Business Park Plat - Request by Associated Engineers & Surveyors, on behalf of Ravenswood Commerce Center, LLC, requesting a perimeter plat approval for a 2.9 acre site. The proposed request is located at 3013 Ravenswood Road. Corinne Church, AICP, Principal Planner for the Community Development Department addressed the board, describing the perimeter plat request for "Ravenswood Business Park". Xavier Aguirre with Associated Engineers, representing the Ravenswood Commerce Center, LLC, addressed the board describing the request and addressing questions by board members. Motion passed on the following roll call: Edward Bourgious - yes George Jason - yes Victor Lohmann - yes Gary Luedkte - yes Attorney Ansbro addressed the board regarding the summary of action regarding the text amendment previously heard by the board regarding schools in the CRA district, giving an update of the Commissions actions. Edward Bourgious stated he would not be able to attend the August 18th Planning and Zoning Advisory Board meeting. All other members confirmed that they would be in attendance. Hearing nothing further the meeting was adjourned.
